About this file
This document is a Request for Proposal (RFP) for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to procure spare Signal Processor Interface Panels (SPIPs) manufactured in accordance with the attached Statement of Work (SOW) for the National Weather Service (NWS).
The contract will be a Firm Fixed Price (FFP) IDIQ with a 5-year period of performance divided into five 1-year ordering periods. The Government is seeking a "best value" solution, with technical approach, schedule, warranty, and past performance evaluated as non-price factors that are significantly more important than price. The contractor must provide first article testing samples within 90 days of award and initial production delivery of 48 SPIP units within 180 days of first article acceptance for Ordering Period 1. Estimated quantities for Ordering Periods 2-5 are provided in the Pricing Schedule but are not guaranteed. The Government has indicated opportunities for subcontracting with AbilityOne organizations. Offers are due by 08/23/2024 at 2:00 PM EDT.

Each offer must describe their proposed use of the AbilityOne program, describe how they will effectively utilize AbilityOne contractors, and provide their anticipated goals for this requirement. A list of AbilityOne products and services listed by North American Industry https://www.sam.gov/portal/public/SAM/ https://sam.gov/content/entity-registration

11. Note the evaluation factors for the Technical Approach, Past Performance and Price under ADDENDUM TO FAR 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(NOV 2021)
12. The SPIP Procurement design package is too large to include in the system to post on Sam.gov and vendors will be required to email Julia.oldham@noaa.gov and kevin.j.buum@noaa.gov to access the files. Vendors are expected to review the data package provided and identify any areas considered to be insufficient to support manufacture of the SPIP. Any deficient areas in the data package provided must be identified to the Contracting Officer in writing. Identifying Government Furnished Information (GFI) deficiencies after award will not be accepted. Each vendor may have unique GFI requests due to their specific manufacturing and/or test processes. These requests should also be made in writing. The Government will also provide a SPIP Acceptance Test Procedure used by the Government to test prototype SPIPs delivered to the Government during the design development. This is a manual test procedure that can be automated for use in a production environment.
FAR 52.212-2 Evaluation - Commercial Products and Commercial Services (NOV 2021)
(a) The Government intends to make an award(s) to the responsive, responsible offeror providing the best value to the Government, price and non-price factors considered. The Government intends to select a “best value” submission utilizing a tradeoff considering non-price factors to be significantly more important than price. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability. As non-price factors approach equality, price, as an evaluation factor, becomes increasingly more important.
The evaluation factors that establish the requirements of acceptability are set forth as follows:
Factor 1 – Technical Approach
Offerors shall provide sufficient detailed information that demonstrates their technical approach to meet the requirements of the Statement of Work (SOW). The Technical Approach shall not exceed 25 pages, single sided (12 double sided), exclusive of table of contents. Offerors shall provide documentation that addresses the following:
1. Documentation indicating approval and/or certification from the NWS Radar Operations Center (ROC) for First Article Testing (FAT) of SPIP units.
2. The Small Business Subcontracting Plan applies to all offeror’s except small businesses and is mandatory for award to an other than small business. The successful awardee will work with the Contracting Officer to ensure acceptability of the Small Business Subcontracting Plan, which will then be incorporated into the resultant contract.
http://sam.gov/
AbilityOne (not scored):
There are no mandatory contractual requirements to subcontract with AbilityOne. The Government encourages the prime contractor to provide subcontracting opportunities to AbilityOne contractors. The Government will review the Offeror’s proposed plan for using AbilityOne contractors and will consider the extent to which qualified AbilityOne contractors are proposed to perform aspects of the requirement, including work associated with the functional requirements of the SOW.
3. A work process plan that addresses the offeror’s plan, operations, and/or processes to meet the requirements of the SOW. Offerors shall not simply reiterate requirements directly from the SOW, but should describe their own processes and information. The offeror’s production test methodology and quality control processes will be evaluated.
Factor 2 – Schedule
The offeror’s schedule will be evaluated to determine whether it is reasonable and executable resulting in the beginning of production, deliverables in the quantities and by the dates defined in the SOW. Ability to provide items prior to the required delivery will be more highly rated provided the schedule is not too aggressive.
Factor 3 – Warranty
The offeror shall provide their proposed delivery date and warranty information. Longer proposed warranties will be rated more favorably. Warranties that begin when the SPIPs are placed into service will be rated more favorably than those that begin upon delivery.
Factor 4 – Past Performance
To be considered technically acceptable, the offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts, within the past 3 years from the date of this solicitation that is of the same or similar scope, magnitude, and complexity to that which is described in the
SOW.
The offeror shall provide a list of NO MORE than three (3) current/previous contract performance references that includes: contract numbers, points of contact with valid telephone numbers and email addresses, periods of performance, role on the contract (prime or subcontractor), and other relevant information.
Evaluation of past performance shall be based on the references provided, the offeror’s recent and relevant procurement history with NOAA or its affiliates, and/or any other available source of information available to the Government. A Past Performance Questionnaire (PPQ) may be sent by the Government, at its sole discretion, to the past performance references if deemed necessary. Data from the Contractor Performance Assessment Reporting System (CPARS), and/or any other available source of information, may be used at the Government’s discretion to supplement the references provided.
Past performance of a similar scope, magnitude, and complexity that demonstrates a minimum finding of satisfactory or higher by all considered sources, or past performance found to be neutral, will be found technically acceptable.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will receive a neutral past performance rating.
Factor 5 – Price
The offeror shall use the Pricing Schedule to quote all pricing. The offeror shall quote all- inclusive firm fixed pricing, including, but not limited to, profit, overhead, G&A, and shipping/returns, without exception, to perform the work specified in the SOW.
