About this file
This document is a Statement of Work (SOW) for the procurement of spare NEXRAD Signal Processor Interface Panels (SPIPs) for the National Weather Service (NWS).
The SOW establishes a 5-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract to purchase a minimum of 50 spare SPIPs in the first year, with additional units in subsequent years up to FY2029. The SPIPs are a critical and vulnerable asset for the NEXRAD weather radar system, which is operated by the NWS, Federal Aviation Administration, and U.S. Air Force. The Government will provide the SPIP design documentation and require the vendor to manufacture the SPIPs in accordance with the provided specifications. The contract will include a First Article Testing (FAT) CLIN for two SPIP units, followed by production orders. Delivery will be FOB Destination to the NWS Radar Operations Center and National Logistics Support Center. The anticipated period of performance is 5 ordering periods.

STATEMENT OF WORK
NEXRAD Signal Processor Interface Panel (SPIP)
1.0 INTRODUCTION
1.1 Background
The Logistics Management Branch (LMB) provides comprehensive management of the National Weather Service (NWS) logistics program. Its responsibilities include developing national logistics policies and guidance, planning integrated logistics support for new systems; managing inventory, initiating procurement, processing repair orders, cataloging, coding for source, maintenance, recovery, and modifying systems; and managing customer support and obsolescence programs. The Branch implements computerized systems that interface with military and governmental systems for logistics data, parts issuance, parts receipt, and funds transfers. Additionally, it is the NWS focal point for multi-agency logistics management and acts as the designated Primary Inventory Control Activity (PICA) for the Department of Defense and the Federal Aviation Administration in the Next Generation Weather Radar (NEXRAD) and Automated Surface Observing System (ASOS) programs.
NEXRAD is a network of high-resolution Doppler weather radars operated by the NWS, Federal Aviation Administration (FAA) and U. S. Air Force (USAF). NEXRAD detects weather events and is the primary detection system used by the NWS to support issuance of severe weather warnings, and is used by the FAA and USAF to support safety of flight operations.
1.2 Discussion
To support the life-cycle of the NEXRAD Weather Surveillance Radar-1988 Doppler (WSR- 88D) radar, the National Logistics Support Center (NLSC) provides technical logistics support to various agencies within the Department of Commerce (DOC). This support is formalized through a Memorandum of Agreement (MOA). The NLSC offers a range of services to DOC field sites across the globe, including emergency shipping and project distribution. Its role is crucial in providing highly technical logistical support for equipment spares, which are essential for the diverse missions of the participating agencies.
The NEXRAD system, see Figure 1, uses a Signal Processor Interface Panel (SPIP) that has been identified as a critical and vulnerable asset by the NWS Radar Operations Center (ROC). The design of the SPIP was performed by VAISALA, Inc. under contract to the Government, and the Government owns all data rights related to this design. This procurement will establish a Five-Year Indefinite Delivery, Indefinite Quantity (IDIQ) contract, one base year ordering period plus four one-year ordering periods, to purchase spare SPIPs manufactured in accordance with the design documentation. The SPIPs are currently in low supply within the NWS Consolidated Logistics System (CLS) and there is an urgent need to stock more sustainment parts to maintain effective field support. The SPIP is a custom-manufactured part, highlighting the specialized nature of this procurement.

1.3 Requirement
LMB is seeking a manufacturer capable of producing the WSR-88D SPIP in accordance with the design documentation provided in Appendix A. LMB has a requirement for a Five-Year IDIQ contract to procure at a minimum fifty (50) spare build to specification NEXRAD SPIPs for the first year, with additional units each year (included in pricing schedule) until FY2029 (TBD), to support the operational radar readiness, maintenance, and repair of the NEXRAD WSR-88D systems.
2.0 SCOPE OF WORK
The Government is seeking manufacturing services for the manufacture of the WSR-88D SPIP in accordance with the design documentation provided in Appendix A.
There is no design effort related to this requirement. The design has been prototyped, tested, and a small quantity of SPIPs delivered in the production configuration by the system designer. The technical data package provided is representative of the production configuration.
2.1 CLIN 0001: SPIP First Article Testing (FAT) Delivery
The First Article Testing (FAT) is delivery of two (2) SPIP units produced using vendor established production related processes (i.e. Build, Quality Control, Acceptance Testing, etc.) as defined in each vendor’s response to this requirement. The FAT shall be delivered in the production configuration and packaged identically to those planned for delivery of SPIP full production. The FATs shall each be accompanied by a full set of test and inspection documentation necessary to support the vendor’s evaluation of product compliance with all requirements (i.e. Factory Acceptance Test results). The FATs will be extensively tested by the Government to ensure that all system requirements are met and that no unexpected results occur.
2.2 CLIN 0001: WSR-88D SPIP Full Production*
Manufacture and deliver 48 production units identical to the accepted FAT units, with any deviations, approved by the Government.
*Execution for any future orders is predicated upon the successful Government testing of the SPIP First Article Testing (FAT) Delivery.
3.0 DELIVERY SCHEDULE
The delivery schedule below is for 50 SPIPs for the first ordering period. The remaining ordering period quantities are listed in the Pricing Schedule and are not guaranteed.
CLIN 0001- First Article Testing (FAT), 2 Signal Processor Interface Panels (SPIPs), part number 239064, as per the attached Bill of Material (BOM) and design package, delivery date to be determined (TBD). The Government will physically inspect each delivered unit to ensure quality and adherence to the design package for part number 239064. The manufacturer must comply with the attached National Logistics Support Center Shipping and Labeling Instructions. Any deviation from the attached BOM or design package must first be discussed and approved by the Contracting Officer, Logistics Management Branch, and the NEXRAD Program Office.
CLIN 0001 – 48 SPIPs, part number 239064, as per the attached BOM and design package, delivery date to be determined (TBD), of first article acceptance. 4.0 GOVERNMENT FURNISHED INFORMATION (GFI)
The Government will provide a complete Design & Manufacturing Data Package to each vendor responding to this solicitation. Vendors will be required to email julia.oldham@noaa.gov and kevin.j.buum@noaa.gov to access the files. Vendors are expected to review the data package provided and identify any areas considered to be insufficient to support manufacture of the SPIP. Any deficient areas in the data package provided must be identified to the Contracting Officer in writing. Identifying GFI deficiencies after award will not be accepted. Each vendor may have unique GFI requests due to their specific manufacturing and/or test processes. These requests should also be made in writing.
The Government will also provide an SPIP Acceptance Test Procedure (Appendix B) used by the Government to test prototype SPIPs delivered to the Government during the design development. This is a manual test procedure that can be automated for use in a production environment.
