"LPTA" means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. The lowest priced quote will be evaluated first. If found technically acceptable, NO other quotes will be reviewed. If NOT found technically acceptable, the next lowest priced quote will be evaluated. This process will continue until a technically acceptable quote is identified or all quotes have been reviewed and none are found to be technically acceptable. The Government will NOT review higher priced quotes if the lowest (or a lower) priced quote is determined to be technically acceptable. If no quotes received are found to be technically acceptable the solicitation may be amended and reposted, an entirely new solicitation may be posted, or the requirement may be cancelled.
Any and all questions related to the solicitation must be submitted by email to aaron.dimeo@usda.gov and must be received before 11:59 AM CT on Friday, August 2, 2024.

A current and active SAM registration is also necessary for modifications to be made to any existing awards, orders to be placed against mailto:aaron.dimeo@usda.gov mailto:aaron.dimeo@usda.gov
1815 North University Street ● Peoria, IL 61604 USDA is an Equal Opportunity Provider and Employer any existing contracts, and for payments to be made for products delivered or services rendered on prior awards. It is critical to maintain a current and active SAM registration. Be certain you have a current and active SAM registration before submitting a quote in response to a solicitation.
If you are NOT currently registered in SAM or your account has become inactive, please register or reactivate your account and make sure it has become active prior to submitting a quote. Use of the Data Universal Numbering System (or DUNS) number as a vendor’s entity identifier ended on April 4, 2022. A Unique Entity Identifier (UEI) number is now required in order to register in SAM. Vendors must also include their UEI# on ALL quotes. Vendors should also include their SAM status as well as the business size and socio-economic status(es) for the applicable NAICS on their quote.
For solicitations set aside 100% for small business concerns, in order for a quote to qualify and be put into consideration for award the vendor must qualify as a small business concern for the NAICS specified as being applicable to the solicitation. This means the vendor must be under the specified NACIS small business threshold either with fewer employees than the threshold OR income earned from business completed under the NAICS being lower than the threshold. Simply being registered in SAM as a small business concern for any NAICS is NOT sufficient to qualify as a small business for a specific solicitation. A vendor must qualify as a small business for the specific NAICS applicable to the solicitation. Vendors can be registered in SAM as small business concerns for some, but not all of the NAICS applicable to their business. Vendors can also be registered in SAM for some, but NOT all of the NAICS they qualify as a small business concern for. If a vendor does NOT qualify as a small business concern for the specified NAICS, despite being registered as a small business concern for other NAICS, then their quote will be disqualified and NOT put into consideration for award. For solicitations set aside 100% for small business concerns, be certain you qualify as a small business concern for the specified NAICS code before preparing and submitting a quote in response to a posted solicitation. If your SAM registration does not contain a certification for the NAICS specified in the solicitation, please update your SAM account to include the NAICS.
If you experience any problems with the SAM.gov website or your SAM registration and will require assistance you will need to call the SAM Helpdesk at 866-606-8220. If you have any questions related to the SAM.gov website or your SAM registration you will need to call the SAM Helpdesk as well. The POC(s) for the solicitation cannot assist you with this Government website.

Vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting award. Invoices that are submitted by any means other than through IPP will be rejected. Payment terms will be NET 30 from the date an invoice submitted in IPP is approved. Prepayment is NOT permitted. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
FOR
Annual Inspection of Hoists, Overhead Crane, and Sling Equipment at NCAH Campus in
Ames Iowa
1. PURPOSE
This Quality Assurance Surveillance Plan (QASP) is a Government developed and applied document used to make sure that systematic quality assurance methods are used in the administration of the Performance Based Service Contract (PBSC) standards included in this contract and in subsequent task orders issued there under. The intent is to ensure that the Contractor performs in accordance with performance metrics set forth in the contract documents, that the Government receives the quality of services called for in the contract and that the Government only pays for the acceptable level of services received.
The QASP has been developed by the requiring activity. It is designed to provide direction to personnel performing contract surveillance activities. Personnel surveying the contract terms and conditions and SOW requirements will periodically review the QASP throughout the life of the contract.
The Contracting Officer’s Representative (COR) will monitor the performance of the contractor and their personnel in all aspects of the inspection and functional testing process of fall protection systems, equipment, components and devices along with all other fall arrest components/apparatuses outlined in the SOW. The COR will witness the inspection and testing process to ensure compliance with OSHA and USDA guidelines. The monitoring and surveillance plan includes reviewing all phases and steps of the contractor’s inspection and testing processes as it relates to each specific piece of equipment. These steps are designed to provide monitoring during and throughout the life of the contract. The COR will maintain correspondences and reporting records of all contractor service documents covering all aspects of the services performed at the National Center for Animal Health (NCAH) campus located in Ames, Iowa.
2. SCOPE
The QASP is put in place to provide Government surveillance oversight of the Contractor’s quality control efforts to ensure the products/results specified in the PR&C or task order are delivered on time and meet the requirements of the PR&C or task order. The QASP is not intended to duplicate the Contractor’s Management Plan.
3. GOVERNMENT RESOURCES
The following definitions for Government resources are applicable to this plan:
Contracting Officer - A person duly appointed with the authority to enter into, administer, or terminate contracts and make related determinations and findings on behalf of the Government.
Contracting Officer’s Representative (COR) - An individual designated in writing by the Contracting Officer to act as his authorized representative to assist in administering a contract. The source and authority for a COR is the Contracting Officer. COR limitations are contained in the written letter of appointment.
4. RESPONSIBILITIES:
The Government resources shall have responsibilities for the implementation of this QASP as follows:
Contracting Officer – The Contracting Officer ensures performance of all necessary actions for effective contracting, ensures compliance with the terms of the contract and safeguards the interests of the United States in the contractual relationship. It is the Contracting Officer that ensures the Contractor receives impartial, fair, and equitable treatment under the contract. The Contracting Officer is ultimately responsible for the final determination of the adequacy of the Contractor’s performance.
Contracting Officer’s Representative (COR) - The COR is responsible for technical administration of the project and ensures proper Government surveillance of the Contractor’s performance. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf. Any changes that the Contractor deems may affect contract, price, terms, or conditions shall be referred to the Contracting Officer for action.
5. METHODS OF QA SURVEILLANCE
The below listed methods of surveillance shall be used in the administration of this QASP.
Customer Feedback – The COR will maintain constant communication with Customers through emails, teams and/or text messaging creating an open dialog and transparent environment for customers to provide comments both positive and/or negative, or other feedback. The COR will communicate updates via the mentioned methods with schedule changes, delays and the overall inspection evaluation status. Verbal customer complaints shall be followed up in writing and detailed in nature and forwarded to the COR. The COR shall maintain a file of the documented compliant and take necessary action to resolve ASAP. The COR shall keep the Contracting Officer (CO) updated of all written complaints.
Periodic Inspection – The COR will monitor the surveillance plan which includes reviewing all phases and steps of the contractor’s inspection and testing processes as it relates to each specific piece of equipment per SOW 3.0. These steps are designed to provide daily monitoring while the contractor is on site and continual monitoring of the contractor’s performance throughout the life of the contract. The COR will maintain reporting records of all contractor service documents covering all aspects of the services performed at the National Center for Animal Health (NCAH) campus located in Ames, Iowa.
100% Inspection – The COR will utilize a Facilities Engineering Unit (FEU) inventory check list (Exhibit A) for each specific group of Hoist, Cranes, Slings, and rigging equipment for material handing to be inspected per the SOW. This inventory will be compared to the contractors deliverable final report. The COR will verify all services have been rendered and the terms of the contract have been met. The COR will review all contractual documents to ensure the contractor/vendor did not under perform or over perform and has met all performance requirements. The COR will update the CO accordingly.
