PERSONNEL/MANAGEMENT APPROACH

The bidder should present a detailed description of its proposed approach to the management of the project.

The bidder should identify the specific professionals who will work on the State’s project if their company is awarded the contract resulting from this Request for Proposal. The names and titles of the team proposed for assignment to the State project should be identified in full, with a description of the team leadership, interface and support functions, and reporting relationships. The primary work assigned to each person should also be identified.

The bidder should provide resumes for all personnel proposed by the bidder to work on the project. The State will consider the resumes as a key indicator of the bidder’s understanding of the skill mixes required to carry out the requirements of the Request for Proposal in addition to assessing the experience of specific individuals.

Resumes should not be longer than three (3) pages. Resumes should include, at a minimum, academic background and degrees, professional certifications, understanding of the process, and at least three (3) references (name, address, and telephone number) who can attest to the competence and skill level of the individual.

Any changes in proposed personnel shall only be implemented after written approval from the State.

Proposed Approach to Management of Project

Smith Kroeger’s approach to the management of this project would be to integrate the expertise of all departments under the direction of the EVP client service and account manager. The account manager would serve as the primary point of contact for the client, but interfaces directly with all other departments to ensure a productive feedback loop that is comprehensive, but controlled.

Once a project begins, Smith Kroeger’s “Geared to Perform” process kicks off and the work begins.

Geared to Perform Process & Approach

1. Initiation Smith Kroeger begins every project/campaign with a discovery meeting with our client’s marketing team. In this meeting, key objectives are agreed upon, research plans are made, metrics are established and campaign briefs are begun. This is the phase in which most research is executed to inform the final campaign briefs. After the meeting, Smith Kroeger writes the relevant briefs, which are submitted to the client for approval.

2. Ideation After creative and tactical briefs are approved, the Ideation phase begins. During this stage, Smith Kroeger collaborates with our client to develop prospective creative concepts based on the creative brief (if needed) and a comprehensive media plan. These are then finalized by the agency and presented to the client, who makes revisions and/or gives approval. For this project, this is the time during which we would consider hosting a focus group to confirm the concepts resonate with our target audience.

3. Execution In the third stage of the process, project bids are let, creative concepts are executed, media is purchased, broadcast advertising is produced and campaign assets are trafficked.

4. Acceleration In our opinion, this is the most exciting phase of the Geared to Perform Process — when the campaign breaks and begins to accomplish our client’s goals. We monitor launch to ensure all assets are publishing as intended and tracking mechanisms are working properly.

5. Examination The Examination stage involves the monitoring of all aspects of the campaign. As the media runs, the performance of the creative assets are closely measured and then adjusted to ensure the maximum impact, effectiveness and ROI.

As the campaign continues, parts of this process are repeated while the Examination phase continues in the background for reporting and optimization throughout. Smith Kroeger believes in regular meetings with our clients to ensure we are in lock-step with expectations and that they are given updates regularly for the best transparency. These meetings are often held weekly if there are ongoing campaigns with Smith Kroeger providing an agenda with status updates and action items.
