The RFP outlines the mandatory requirements for proposals, including a signed Request for Proposal For Contractual Services form, clarity and responsiveness of the proposal, completed Corporate Overview, Sections II through VI, Technical Approach (Attachment A), and State Cost Proposal Template. The evaluation criteria include points allocated for the Corporate Overview, Technical Approach, and Cost Proposal, with a total of 200 points available without oral interviews and an additional 100 points possible for oral interviews, for a total of 300 points.

The cost proposal points will be calculated based on the lowest cost submitted, with the lowest cost receiving the maximum points and other proposals receiving points proportionally. The resulting contract may not be exclusive, as the State reserves the right to contract for the same or similar services from other sources in the future.
