About this file
This is a Small Business Participation Plan (SBPP) submission form issued by the City of Phoenix Public Transit Department for contractors engaged on Disadvantaged Business Enterprise - Neutral (DBE-N) program professional services contracts. The document establishes annual reporting requirements for contractors to demonstrate commitment to small business participation on Federal Transit Administration (FTA)-assisted projects in compliance with 49 CFR Part 26. Contractors must submit updated SBPP documentation annually on the anniversary date of contract execution, identifying current small business relationships including subcontractors, joint venture partners, suppliers of goods and services, and other business arrangements. The plan requires contractors to document all tracking and reporting of small business participation through the City of Phoenix Certification and Compliance System at phoenix.gob2g.com, with submissions entered on a monthly basis.
The SBPP obligates contractors to use good faith and reasonable efforts to foster small business participation by contacting the PTD Compliance Specialist for guidance, identifying verified small business suppliers, conducting proactive outreach, and maintaining detailed logs of correspondence with potential small business partners. Contractors must identify future opportunities for small business participation by scope of work (NAICS), estimated timeframe, and known contractor/vendor information, utilizing City of Phoenix and Federal databases as starting points. A designated contract liaison must be responsible for submitting annual SBPP updates and other required reports to the contracting agency, with complete contact information and authorized signature certification provided with each submission.
