About this file
This document is a General Terms and Conditions Supplemental Rider for SLAC National Accelerator Laboratory subcontracts, effective August 2026, modifying the existing DOE Contract No. DE-AC02-76SF00515.
The rider incorporates multiple FAR clauses applicable to all subcontracts, including small business utilization requirements (FAR 52.219-8), diversity and inclusion discrimination provisions (FAR 52.222-90), environmental compliance measures for biobased products and ozone-depleting substances, Buy American provisions for supplies and construction materials, vessel preference requirements for ocean transportation, and commercial products and services provisions. Conversely, the rider deletes certain FAR clauses related to Kaspersky Lab restrictions, segregated facilities, equal opportunity, and EPEAT-registered equipment acquisitions. The rider implements changes from Policy Flash 2026-05, increasing the micro-purchase threshold from $10,000 to $15,000, the simplified acquisition threshold from $250,000 to $350,000, and the small business subcontracting plan threshold from $750,000 to $900,000 (with construction threshold rising from $1.5 million to $2 million). For subcontracts valued at $2.5 million or more, specific cost accounting and pricing data provisions apply (FAR 52.215-10, 52.215-11, 52.215-12, 52.215-13, and 52.230-3), unless the subcontractor qualifies for modified cost accounting standards coverage. Additionally, the document updates the invoicing and reimbursement reference link for SLAC supplier procedures.
