About this file
This is a Request for Environmental Impact Analysis (AF Form 813) for repair of an overhead 70 kilovolt transmission line (SL2) at Vandenberg Space Force Base in California. The project involves repairing the SL2 transmission line that serves South Loop 2, which distributes power throughout the base as part of Spaceport of the Future infrastructure.
The proposed action requires replacement of the SL2 transmission circuit with three alternative solutions developed in coordination with the 30th Civil Engineer Squadron. All alternatives include required coordination to avoid identified archaeological sites, maritime chaparral areas, and groundwater monitoring wells, plus mandatory coordination with environmental standards and nesting bird surveys. The purpose is to replace the aging SL2 line to ensure reliable power for the developing space launch range. The project does not qualify for Categorical Exclusion and requires a full Environmental Assessment. The document identifies environmental impact considerations across ten categories including air quality, water resources, biological resources, cultural resources, and hazardous materials. Specific constraints include avoidance of vernal pools through coordinated routing, heritage resource consultation with the California State Historic Preservation Office and Santa Ynez Band of Chumash Indians, potential archaeological testing and monitoring, Endangered Species Act Section 7 consultation, wetland delineation and Section 404/401 Clean Water Act permits, and management of construction equipment to prevent weed introduction. The selected alternative (COA 2) involves overhead repair and rebuild with utility coordination, new access roads, culverts for drainage, and pole replacement strategies including 100 percent replacement of insulators, bonding, guys, and anchors.

Measures for 813-25-043 Repair OH 70kV Transmission Line SL2
L Lum Comments 04 Nov 2025
Further coordinate with and implement these measures with Luanne Lum at (805) 606- 5299 or luanne.lum@spaceforce.mil:
1. Contact luanne.lum@spaceforce.mil at least two weeks prior to site activities for required briefing and inspection of weed seeds on equipment vehicles (dozers, mowers etc.); clean heavy equipment of weed seeds as follows:
• Equipment vehicles shall be thoroughly cleaned (power washed) of weed seeds, dirt, and caked mud prior to use in the project area to prevent the introduction of weeds.
• Prior to site transport, any skid plates shall be removed and cleaned. Equipment should be cleaned of weed seeds daily especially wheels, undercarriages, and bumpers.
• Prior to leaving the project area, for vehicles that have caked-on dirt or mud, vehicles shall be cleaned with hand tools such as bristle brushes and brooms at a designated exit area; vehicles may subsequently be washed at the AAFES car wash or approved wash area.
• For vehicles with dry dusted dirt on vehicles (and no caked-on dirt or mud), prior to leaving a site at a designated exit area, equipment vehicles shall be thoroughly brushed; vehicles may alternatively be air blasted on site.
2. Avoid as much native plant vegetation as possible. Requirements for projects with temporary vegetation and ground disturbance (e.g. access roads) include the following.
• Provide to CEIEA initial, pre-construction component plant list with percent of native plant cover prior to construction ground disturbing activities preferably with plan below.
• Provide a seeding and planting plan/strategy for approval. Coordinate plantings/seed mix that may be similar to surrounding native vegetation with CEIEA. Collect native seed available on site where vegetation is removed and in adjacent areas and properly store for future site dispersal. May compliment with outside source if needed but source should be from the California coast close to the project region. Thoroughly clean equipment vehicles as specified prior to work activities. Remove iceplant and properly dispose prior to work in the area. Any native vegetation designated for removal or disturbance shall be mulched and salvaged for use in restoration as mulch material where appropriate. The top 4 inches of soil where native vegetation is present shall be salvaged and used as topsoil in the project area. Any topsoil imported shall be weed-free and clean as specified. Soil must be properly prepared to provide seed germination. Amendments may be necessary.
• Control weeds for one year post-construction to achieve at least the same amount or more of pre- construction native plant cover. After one year, provide report with plant list and cover, then coordinate site inspection with CEIEA for approval. Approval is dependent upon amount of native plant cover achieved. Plants shall be watered as necessary without overwatering.
mailto:luanne.lum@spaceforce.mil mailto:luanne.lum@spaceforce.mil
3. Prefer that willows be trimmed or cut without root removal whenever feasible. If willows are removed, restoration and willow mitigation is required. Willow cuttings from the site or adjacent/nearby area will be a minimum of 6-feet tall and range from 0.75-inches to 1.5-inches in diameter. Holes 3.5-inches in diameter and up to a depth of 5-feet will be dug. Where applicable, heavy equipment may be used to assist hole digging. Each hole will receive one willow cutting and either 1) backfilled using a water stinger to inject water into the ground next to the hole for sandy dune soil or 2) infilled with native slurry soil mixture, where applicable. After installation, the distal end of each willow pole will be cut at an angle approximately one foot above the ground. Provide applicable watering as necessary and monitor for at least one year.
4. Heavy equipment vehicles should minimize work in riparian, pools, and wet/ponded areas during the dry season; avoid work in these areas during the wet season. If any equipment vehicles enter the riparian, pool, and wet areas on a regular basis during construction activities, protective matting such as Dura-Base/swamp mats that are designed for wetland protection shall be used to cross or conduct activities in these areas.
Protective matting shall be removed as soon as practicable.
5. Maritime chaparral provides habitat for sensitive resources and regionally endemic plants. Chaparral shall be avoided or disturbance minimized whenever possible. Direct access from existing roads or non-native herbaceous habitat shall be prioritized. If temporary disturbance or access through chaparral habitat is necessary, if vegetation needs removal, vegetation shall be cut keeping root systems intact and Durabase type construction mats shall be used for equipment access. Construction mats shall be removed as soon as possible.
6. For temporary access routes with native vegetation, prefer vegetation be cut and shrub root systems remain intact.
