Task 5: Cultural Resources Fieldwork & Consultations
The DAF has determined that the proposed SL 2 Power Line Project is an undertaking subject to compliance with Section 106 of the National Historic Preservation Act of 1966 (54 U.S.C.
306108), as amended, and the implementing regulations (36 CFR Part 800). The Contractor shall assist the SLD 30 Cultural Resources POC in fulfilling Section 106 requirements in accordance with the SLD 30 Integrated Cultural Resource Management Plan and DAFMAN 32-7003.
The contractor shall conduct an archaeological study that will result in a technical report that will be used by the SLD 30 Cultural Resources POC as the primary supporting documentation to complete the Section 106 consultation. The Contractor shall execute the tasks detailed in this SOW to 1) determine the presence of any unknown surface or buried archaeological deposits that could be impacted by ground disturbing activity(ies) associated with this project; 2) assess potential effects on known or newly discovered archaeological sites (historic properties); and 3) determine if any potential effects are adverse, and if so, provide recommendations in the study report for mitigating the effects to below a significant threshold, if feasible. If during fieldwork it is obvious that the project will have an adverse effect on an archaeological site (e.g. a pole may be installed in dense midden), the Contractor shall notify the SLD 30 Cultural Resources POC via email or phone within one (1) business day.
Based on the thirty (30) percent design of the Proposed SL 2 power line, the Area of Direct Impact (ADI) has been delineated by the SLD 30 Cultural Resources POC as a 40-foot buffer around the proposed access roads and an 80-foot buffer centered on the wires of the SL 2 power line. The Study Area has been delineated as a one-quarter (¼) mile buffer also using the wires as the centerline. The Area of Potential Effect (APE) is delineated as the full extent of any archaeological site that intersects with the ADI.
Twelve (12) recorded archaeological sites are within the proposed SL 2 ADI. Precontact archaeological sites CA-SBA-1125 and -1815 have been determined eligible for the National Register of Historic Places (NRHP) and will require adverse effects assessments. Sites CA-SBA- 945H, -1127, -2231, -2446, -2834, -2836, -4009H have been determined not eligible for the NRHP and do not require additional archaeological consideration as part of this SOW. Three (3) sites, CA-SBA-TMP3, -1066, and -3996 have not been evaluated for inclusion in the NRHP and shall be subject to an NRHP evaluation and assessment of effect.
All archaeological work performed by the Contractor shall be under the direction/supervision of a qualified archaeologist that meets the Secretary of the Interior’s Professional Qualification Standards. Principal Investigator and crew chiefs shall each have at least three (3) years of field experience in California coastal archaeology.
Adhering to the timeline of this project is critical and driven by the need to complete Section 106 consultation to support the completion of the EA within its one-year deadline. This requires the Contractor to have everything needed to deliver the final technical report on schedule. The contractor shall furnish personnel, office space, field equipment, photography equipment, laboratory processing space and equipment, computer hardware and software, and field, office, and laboratory supplies to complete Tasks 5.1 through 5.10. The following requirements are particularly important and therefore specifically called out.
• The Contractor shall have one (1) or more licenses to use Microsoft 365 Office applications including Excel, Word, and Access (multiple licenses allow multi-user use of Access).
• The Contractor shall have at least one (1) licensed version of ESRI ArcGIS Pro 3.x software and staff that has experience using file geodatabases and shapefiles.
• The Contractor shall have the ability to use a sub-meter accuracy GPS unit as well as transfer data from the GPS to the ArcGIS software.
Task 5.1 – Kick-off Meeting
• Within three (3) business days following contract award, the Contractor shall coordinate and host a maximum ninety (90) minute Microsoft Teams kick-off meeting with the SLD 30 Cultural Resources POC including any Contractor staff and other attendees as needed.
• The Contractor shall be responsible for capturing meeting minutes including all government or contractor action items. The Contractor has the option to record the meeting to assist in capturing the minutes and action items; however, the Contractor shall notify all participants at the beginning of the meeting if it is being recorded.
• Within five (5) business days following contract award, the Contractor shall deliver the meeting minutes to the SLD 30 Cultural Resources POC (Deliverable 5.1).
Task 5.2 – Background Research
The Contractor shall perform background research consisting of the examination of existing documentation for each archaeological site subject to NRHP evaluation and/or an assessment of effect. The completion of background research will entail the following:
• Within three (3) business days of contract award, the Contractor shall contact the SLD 30 Cultural Resources Data Manager to request relevant GIS data including, but not limited to, Archaeological Study Area (ASA), ADI, APE, archaeological site boundaries, archaeological features, archaeological concentrations, archaeological test units, and isolated finds.
• Within three (3) business days of contract award, the Contractor shall contact the SLD 30 Cultural Resources Data Manager to request a records search of all available documentation for the previous archaeological surveys, sites and isolated finds that fall within the ASA, ADI, and APE.
• Within three (3) business days of contract award, the Contractor shall establish at least one (1) tDAR (Digital Archaeological Record) account to access and download VSFB documents that are available in this repository (https://core.tdar.org).
• Within five (5) business days of contract award, the Contractor shall begin to verify background research document availability on tDAR. The Contractor shall contact the SLD 30 Cultural Resources POC via email to request any documents not available on tDAR. Those documents will be provided by the SLD 30 Cultural Resources POC via email or DoD SAFE.
• Prior to the start of fieldwork at sites CA-SBA-TMP3, -1066, -1125, -1815 and -3996, the Contractor, in addition to standard background research, shall specifically examine all previous investigation, testing, evaluation, or mitigation reports to identify existing test units at each site. The Contractor shall use this information to avoid excavating new presence/absence STPs within five (5) meters of an STP or TEU existing test unit. Test units for evaluation or assessment of effects are to be located at the discretion of the Contractor with no spatial constraints posed by existing test units.
https://core.tdar.org/
• The Contractor shall determine if test units discussed in related reports exist in the GIS feature class “ArchaeologicalTest_P”. If a test unit appears in a report and is not in the GIS feature class, the Contractor shall add a point to the feature class “ArchaeologicalTest_P_deliverable”. The Contractor shall add basic test unit data, if available in the report, for up to fifteen (15) data columns (e.g. was the test unit “positive” or “negative” for artifacts, the unit designation, etc.). (Deliverable 5.2).
Task 5.3 – Pre-field Preparation
• Within fourteen (14) business days of contract award, the Contractor shall coordinate the AF Form 103. The Contractor is advised that AF Form 103 coordination will require a contractor staff member to physically be on base with the requisite base access.
• Prior to a crew member working in the field, the Contractor shall ensure that they have attended Unexploded Ordinance (UXO) training at VSFB. SLD 30 Cultural Resources POC will provide UXO POC information at the kick-off meeting.
• The Contractor shall budget for and coordinate UXO monitoring for up to four hundred
(400) excavation units and auger borings. This equates to approximately one-hundred twenty (120) shovel/test units at the northern end of the power line and for all shovel/test units located on South Base representing approximately two-hundred eighty (280) excavation units. The Contractor shall ensure that the number of UXO monitors is commensurate with the number of field crews. Coordination of UXO monitors shall occur immediately following contract award to ensure availability of a monitor to support archaeological fieldwork.
• The excavation of any type of test unit located at least 160-feet outside of a known archaeological site does not require the presence of a Native American monitor.
Therefore, the Contractor shall budget for and coordinate Native American monitoring with the Santa Ynez Band of Chumash Indians (SYBCI) for all STPs or TEUs that will be excavated on or within 160-feet of a known archaeological site. The Contractor shall ensure that the number of Native American monitors is commensurate with the number of field crews. The Contractor is advised that the SYBCI typically require a two (2) week lead time to coordinate monitoring.
• The Contractor shall procure/prepare field equipment (e.g. vehicles, portable toilets, and other needed field related equipment), as needed.
Task 5.4 – Fieldwork
The contractor shall begin fieldwork no later than fifteen (15) business days following the contract award. The Contractor shall submit a summary email on the progress of the fieldwork to the SLD 30 Cultural Resources POC at the end of each week. (Deliverable 5.4) Following the start of fieldwork any issue that may impact on the fieldwork timeline should be brought to the immediate attention of the SLD 30 Cultural Resources POC.
The Contractor shall complete all fieldwork tasks within forty-five (45) business days of contract award.
Task 5.4.1 Pedestrian Survey
Pedestrian surveys require an archaeologist to physically walk over an area looking for historic and pre-contact artifacts, archaeological features, and paleontological material. The purpose of the survey at presence/absence STPs is to identify any surface artifacts or features that may be associated with a buried deposit. The purpose of the survey as part of a National Register (NR) site evaluation is to 1) define and/or verify the site boundary, and 2) help position a TEU within a site boundary based on the observation of artifact concentrations or features that may indicate the presence of a buried deposit.
• No systematic survey is required within the ADI; however, the Contractor shall examine an area 15-meters around each proposed STP location and/or proposed power pole.
• The boundary of a previously unrecorded site identified during survey or excavation will be delineated using GPS equipment, and the site will be recorded on California Department of Parks and Recreation (DPR) 523 forms. The Contractor shall add the new site boundary to the GIS feature class “ArchaeologicalSite_A” (Deliverable 5.4.1) and ensure that the GIS boundary matches the site boundary in the site record. The Contractor shall assume that two (2) new archaeological sites will be identified during survey or the result of presence/absence testing.
• It is not anticipated that any paleontological remains will be encountered. The Contractor shall in the event of a paleontological discovery complete a one-page locality form and collect a GPS point or area to capture the location of the specimen in the event of a fossil discovery. The Contractor shall also take one or more pictures of the specimen as well as a photograph that shows the general area.
Task 5.4.2 - Archaeological Excavation
Shovel test pits are primarily used for exploratory purposes to determine if archaeological deposits are present, the extent and depth of the deposit (vertical and horizontal boundaries of the archaeological site), and to get basic information about the types of artifacts present, such as stone tools, faunal remains, etc. They are meant to be excavated rapidly and provide less refined detail regarding the density, diversity, and extent of the archaeological deposit. All STPs for this effort shall be excavated as 50-centimeter diameter round holes in 20-centimeter levels. All STPs shall terminate at a depth of eighty (80) centimeters, or if an impenetrable level is reached. If an STP demonstrates that an archaeological deposit continues deeper than 80 centimeters, the Contractor shall bore an auger hole in 20-centimeter levels until two (2) consecutive sterile levels have been observed, or an impenetrable level is reached, or a maximum depth of three (3) meters has been achieved.
Test excavation units are 1-meter by 1-meter or 1-meter by 0.5-meter and are used to collect a larger sample of a site and excavated with more precision and control as required for NRHP evaluations. The Contractor shall determine the appropriate size TEU to employ for the evaluation of a site. TEUs will be excavated in 10-centimeter levels until two (2) successive culturally sterile levels or bedrock are encountered. Artifact yield is anticipated to be low-to-moderate at all sites. No sites are anticipated to encounter dense midden. If dense midden is encountered at a site subject to effects testing, the midden would most likely result in an adverse effect determination for that test unit.
The Contractor shall assume that wet screening is not required for any STPs or TEUs. Sediments from all excavations will be dry-screened through 1/8-inch wire mesh screens.
The Contractor shall perform the following:
• Assume the excavation of up to nine hundred (900) STPs for presence/absence testing to identify unknown buried archaeological deposits or to assess effects for NR eligible archaeological sites within the ADI.
• Excavate the proposed STPs at the location provided by the SLD 30 Cultural Resources POC or can be repositioned based on field conditions or the results of the 15-meter survey.
• For NR site evaluations the Contractor shall determine the position of TEUs based on field conditions, surface distribution of artifacts and/or features.
• Record the position of all STPs, TEUs, or any other data collection unit using a GPS unit with submeter accuracy. Compare the GPS position of the STP against the locations test unit locations provided by the SLD 30 Cultural Resources Data Manager in the GIS feature class “ArchaeologicalTest_P”.
