Scope Narrative Summary 9‐27‐2018

PROJECT INFORMATION

Project Name and Location: Weis Backfill, Joseph F. Weis Jr. U.S. Courthouse, 700 Grant Street, Pittsburgh, PA 15219

Project Summary Description: The General Services Administration (GSA) intends to procure construction services to construct the necessary shell and tenant improvements (TI) required for the Social Security Administration (SSA). Included in the Solicitation Phase One is the 65% Progress Construction Documentation for the limited demolition and tenant fit‐out of approximately 17,028 SF total space for the SSA and associated mechanical space and equipment, inclusive of approximately 1,100 SF of GSA owned space at the 7th Avenue Lobby. The 65% documents are being provided as a reference to the intended work and for the Technical Evaluation of the Solicitation. Updated 95% or 100% documentation shall be provided for Pricing in the Solicitation Phase Two.

Architect: The term Architect refers to the project designer. The Architect's status relative to the construction will be stated in writing by the Contracting Officer prior to the pre‐construction conference.

Project Delivery Method: The intended project delivery method is Design/Bid/Build.

The initial intended project delivery method was going to be Construction Manager as Constructor (CMc). In Divisions 01 through 49 Sections of the 65% Specifications, the term "Construction Manager (CMc)" or "CMc" denotes the Construction Manager as Constructor. Please disregard all references to “CMc”. Final documents shall remove all references to “CMc” and be replaced with “Contractor”.

WORK SEQUENCE

A. The work shall be conducted in phases in the Joseph F. Weis Jr. United States Courthouse as indicated in drawings. A schedule of time allotted for each phase is also indicated in drawings.

Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

WORK BY OTHER CONTRACTORS

A. The Contractor shall cooperate with other contractors performing related work, including providing labor, materials and other costs necessary to satisfactorily coordinate the Contract work with work performed under other contracts.

SCHEDULE OF GOVERNMENT‐FURNISHED PROPERTY

A. The project includes the following Government furnished property to be installed by the Contractor. The contractor shall advise GSA at least 30 days in advance of when the property should be delivered.

1. None anticipated.

MISCELLANEOUS PROVISIONS

A. Work in existing facilities shall correspond in all respects with the existing conditions to which it connects, or to similar existing conditions, in materials, workmanship and finish.

B. Alterations to Existing Conditions: Existing conditions shall be cut, drilled, removed, temporarily removed, or removed and replaced, as necessary for performance of Work under the Contract. Work out of alignment where exposed by removal of existing work shall be called to the attention of GSA. Necessary corrective work shall be as directed.

C. Replacements of existing conditions that are removed shall match similar existing conditions.

D. Unless otherwise indicated, existing structural members shall not be cut or altered without authorization by the Contracting Officer.

E. Conditions remaining in place, which are damaged or defaced during the Work, shall be restored to the condition existing at time of award of Contract.

F. Discolored or unfinished surfaces exposed by removal of existing conditions, that are indicated to be final exposed surfaces, shall be refinished or replaced as necessary to produce uniform and harmonious contiguous surfaces.

G. Existing structures will remain in place.

H. Existing utility services with related meters and equipment will remain in place.

I. Removed items indicated to remain the property of the Government shall be stored on site where directed by the Contracting Officer.
