This amendment is issued in responses to questions received in response to the subject solicitation. The questions and responses included in the following pages are hereby incorporated into the subject RFP.

The deadline for submission of Phase I Technical Proposals is hereby extended from Monday October 29, 2018 to Wednesday October 31, 2018.

INSTRUCTIONS

Instructions for items other than those that are self-explanatory, are as follows:

Item 1 (Contract ID Code). Insert the contract type identification code that appears in the title block of the contract being modified.

For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.

For a supplemental agreement, the effective date shall be the date agreed to by the contracting parties.

For a modification issued as an initial or confirming notice of termination for the convenience of the Government, the effective date and the modification number of the confirming notice shall be the same as the effective date and modification number of the initial notice.

For a modification converting a termination for default to a termination for the convenience of the Government, the effective date shall be the same as the effective date of the termination for default.

For a modification confirming the contacting officer's determination of the amount due in settlement of a contract termination, the effective date shall be the same as the effective date of the initial decision.

Item 14 (Description of Amendment/Modification).

Organize amendments or modifications under the appropriate Uniform Contract Format (UCF) section headings from the applicable solicitation or contract. The UCF table of contents, however, shall not be set forth in this document

Indicate the impact of the modification on the overall total contract price by inserting one of the following entries:

1. Q: Article I.H.(2) & (3) refer to hard copy delivery, but article II.B.(1) says this is to be an electronic submission and hard copies won’t be accepted. Can you please clarify?

A: No hard copy submissions are required. An electronic copy must be submitted as stated in Section II.B(1)

2. Q: Assuming an electronic submission is required, is there a size limit for transmission/receipt?

This package will most likely get quite large. Would submission to a FTP or Dropbox type site be possible?

A: Email submission is preferred. If multiple attachments are required, separate emails may be sent and would not each be held to the submission deadline.

3. Q: Article II.B indicates a 35 page limit on this submission. Does this limit include pages such as divider sheets? What about the government forms that are required, such as the SF1442 (2 pages), C301 (8 pages), GSA527 (6 pages), previous project evaluations, etc.? If these count as pages, they will take up half the limit.

A: Divider sheets, Tables of Contents and all required Government Forms are exempt from the page limitation.

4. Q: Article II.B.(2) says all pages are to be 8-1/2 x 11. Does this apply to the schedule as it might be a bit small to read at that size? Would 11x17 be acceptable?

A:11x17 is acceptable for the schedule

5. Q: Article II.A.(3) says a bid guarantee SF24 is required with this technical submission. Is this correct?

A: No bid guarantee will be required with the submission of Phase I proposals. It will be required in Phase II and this requirement will be clarified through an additional amendment.

6. Q: As stated during the pre-proposal conference, that the reps and certs are not required as long as we are current in SAM?

A: Correct, an active SAM registration will suffice.

7. Q: Please confirm that there are no “Other Documents as Required” necessary.

A: Within the VI.F. Non-Price Factors,(4) PAST PERFORMANCE ON RELEVANT PROJECTS (20%), item (d)

• The Offeror’s safety record will be a consideration under this factor. To that end, in addition to the information requested under Prior Experience on Relevant Projects, the Offeror is requested to submit the most recent OSHA 300 or 300A Log form, Trailing Recordable Incident Report (TRIR) for the prime contractor (or joint venture).

8. Q: Key Personnel: Are there any specific qualifications, aside from 10 years relevant experience, for the Construction MEP Coordinator? Could the government further define their idea of the duties of a Construction MEP Coordinator?

A: MEP coordinator should have documented experience with various mechanical systems and projects that included system upgrades. Provide any supplemental information that can clearly demonstrate knowledge and ability to foresee and mitigate mechanical system pitfalls within the overall project and commissioning process.

MEP Coordinator shall coordinate conveyances, mechanical, electrical, sprinkler, BAS system, and life safety system installation with trade supervisors; assist with submittal and quality reviews prior to submission to Government; coordinate with owner personnel, CMa and Commissioning Agent to schedule and implement start-up testing and commissioning of equipment and systems; and assist in development of O&M manuals prior to submission to Government.

9. Q: Key Personnel: Can one individual fill more than 1 key role (i.e. Superintendent also performs QCM duties)?

A: Yes, it is not the intent that a separate individual be assigned to each role, merely that the role is filled by a specific individual and their experience and work history demonstrates the ability to perform those duties for the role.

10. Q: What is the process for gaining access to areas near the rails?

A: Contractor must contact the Allegheny County Port Authority to review the scope of work to be performed in vicinity of the tracks. This usually requires a site visit, which GSA Regional and Field Office staff should attend. The site visit should review the scope, area of work, duration, anticipated time frames, etc.

and confirm any requirements regarding increased liability insurance and/or training requirements through the Port Authority.

Power line shutdowns will be required for any work within a specific distance of the lines. Contractor to confirm distance with Port Authority. Historically, each power line shutdown and re-activation has cost $1500. Contractor also to confirm cost with Port Authority. Note, the Port Authority dictates shutdown dates and durations based on their train schedule, and durations can vary from one shutdown to the next. Some shutdowns have been weeks at a time while others have only been approved for a day or two. There have also been extended periods of time when the track couldn't be shutdown. The earlier coordination occurs, the better.

GSA will also need to sign a License Agreement for the Port Authority to authorize work within the vicinity of the tracks. The License Agreement should be reviewed by GSA legal prior to signature by a member of the GSA Field Office. Contractor to facilitate coordination between GSA and the Port Authority.

11. Q: Will the successful Offeror need to schedule use of the freight elevators?

A: Freight elevator 18 or 19 will be available at the Contractor’s discretion. As discussed during the walk through GSA intends to have one operational freight elevator available for Contractor use at a time, holding the second in reserve. Use of any other freight elevators within the building must be scheduled with the GSA Field Office.

12. Q: Is any pricing info required for the Phase I Technical Submission.

A: No pricing information is required in Phase I. Separate instructions will be issued when pricing information is required.

13. Q: Do key personnel resumes count towards the 35 page limit? If so, as they would take up 5-10 pages alone we would request the page limit be increased to approx. 45 pages to accommodate the schedule and all remaining technical factors so the schedule won't have to be formatted very small. We assume the Google forms do not count toward the page limit, correct?

A: Resumes are included in the page limitation. The total page limitation is hereby raised to 45 pages.

14. Q: The Specifications page 108, paragraph 1.3 B. state a full-time SSHO who cannot also be the Site Superintendent is required on the project. Should we also include qualifications/resume for this individual in our Phase 1 Technical Proposal?

A: Yes, a resume for the SSHO is expected. The same requirements hold for that of other resumes requested.
