Mechanical Forestry Treatments Qualification Criteria – Solicitation SJ484664

This is a qualification criteria form for a mechanical forestry treatments contract focused on prescribed burn unit preparation and fuel break maintenance. Offerors must respond to five qualification requirements and provide supporting documentation. The five mandatory qualification criteria address: (1) similar forestry experience performing mechanical treatments for natural resources management, prescribed burn unit preparation, or fuel break maintenance including in-place tree and standing dead tree mulching; (2) equipment capability to provide an excavator-mounted mulcher capable of treating standing and felled trees, snags, and stumps as described in the Statement of Work; (3) treatment method and environmental protection capability to mulch trees in place without pushing fragile dead trees over first, distribute material uniformly without large accumulations along unit edges, and exclude wetlands and their 100-foot buffers from treatment; (4) safety and personnel capability to provide qualified personnel, submit work-method and Health and Safety Plans addressing each work activity and equipment, obtain required Brookhaven National Laboratory (BNL) approval before work begins, and ensure all employees complete required Contractor/Vendor training; and (5) seasonal performance capability to provide personnel and equipment needed to complete solicited treatment quantities within the November 1 through March 1 seasonal work window and the specified period of performance.

Offerors must submit five categories of supporting information: (1) one or more completed similar projects with customer details, location, completion date, acreage or treatment quantity, contract value, equipment and methods used, and customer reference contact information; (2) excavator and mulcher make/model, specification sheets, and basis of availability (owned, leased, rented, or subcontracted) addressing horsepower, cutting width, cutter system, grapple, hydraulic flow and pressure, ground pressure, reach, and tree/stump treatment capability; (3) a brief treatment approach explaining in-place mulching of standing trees and snags, uniform material distribution methods, and wetlands protection procedures; (4) proposed supervisor and equipment operator qualifications including experience with standing dead trees and excavator mulchers, plus description of safety controls and commitment to submit required plans before field work; and (5) anticipated mobilization lead time, equipment/crew availability, estimated daily or weekly production with key assumptions, expected project duration, and scheduling constraints affecting completion within the seasonal work window. BSA will evaluate responses to determine whether offerors meet qualification requirements; a "Yes" response alone does not establish qualification, and missing responses or supporting information may result in technical rejection. The form requires offeror certification that submitted information is accurate.

Mechanical Forestry Treatments Qualification Criteria Prescribed Burn Units and Fuel Breaks

Solicitation No.: SJ484664 Company: __________________________

Complete each response and submit this signed form with your quote and the supporting information listed in Section B. Attach additional pages as needed and identify each attachment by criterion number.

A Qualification requirements

1 Similar forestry experience

Has your company successfully performed similar mechanical forestry treatments for natural resources management, preparation of prescribed burn units, or maintenance of fuel breaks, including mulching trees and standing dead trees in place?

Yes ☐ No ☐ Supporting attachment: __________________________

2 Equipment capability

Can you provide an excavator-mounted mulcher capable of treating the standing and felled trees, snags, and stumps described in the Statement of Work? Identify the proposed equipment and any differences from the desired specifications.

Yes ☐ No ☐ Supporting attachment: __________________________

3 Treatment method and environmental protection

Can you mulch trees in place without pushing fragile dead trees over first; distribute material uniformly without large accumulations, particularly along unit edges; and exclude wetlands and their 100-foot buffers from treatment?

Yes ☐ No ☐ Supporting attachment: __________________________

4 Safety and personnel

Can you provide qualified personnel and submit a work-method plan and Health and Safety Plan addressing each work activity and piece of equipment, obtain required BNL approval before work begins, and ensure each employee completes required Contractor/Vendor training?

Yes ☐ No ☐ Supporting attachment: __________________________

5 Seasonal performance

Can you provide the personnel and equipment needed to perform the solicited treatment quantities within the November 1 through March 1 seasonal work window and the period of performance specified in the solicitation?

Yes ☐ No ☐ Supporting attachment: __________________________

B Supporting submittals

1 Relevant projects

Provide one or more completed similar projects demonstrating Criterion A.1. For each project, identify the customer, location, completion date, acreage or treatment quantity, contract value, equipment and methods used, and relevance to this scope. Include a customer reference name, email address, and telephone number. Federal project experience is not required.

2 Equipment information

Provide the excavator and mulcher make/model, specification sheets, and basis of availability (owned, leased, rented, or subcontracted). Address the desired horsepower, cutting width and cutter system, grapple, hydraulic flow and pressure, ground pressure, reach, and tree/stump treatment capability stated in the scope. Explain any differences and how the proposed equipment will perform the required work.

3 Treatment approach

Provide a brief approach explaining how standing trees and snags will be mulched in place, how uniform material distribution will be achieved, and how wetlands and their 100-foot buffers will be protected. Explain how you will avoid pushing fragile dead trees over before mulching.

4 Personnel and safety approach

Identify the proposed supervisor and equipment operator qualifications, including relevant experience with standing dead trees and excavator mulchers. Briefly describe the proposed safety controls and confirm commitment to submit the required work-method and Health and Safety Plans for approval and complete required training before field work. Final approved plans are required before work begins;

they are not required with the quote.

5 Availability and production

State anticipated mobilization lead time after award and authorization to proceed, equipment/crew availability, estimated daily or weekly production with key assumptions, and expected duration for the solicited treatment quantities. Identify scheduling constraints affecting completion within the seasonal work window.

BSA will evaluate the responses and supporting information to determine whether the offeror meets the qualification requirements. A Yes response alone does not establish qualification. Missing responses or supporting information may result in the quote being determined technically unacceptable. Clearly identify exceptions or limitations. The equipment specifications identified as desired in the Statement of Work remain desired; the offeror must demonstrate the required treatment capability.

Offeror certification

I certify that the information submitted is accurate and that I am authorized to make these representations on behalf of the company.
