About this file

This is a Statement of Work (SOW) issued by Brookhaven Science Associates, LLC for the U.S. Department of Energy, dated September 21, 2026, for the rental of a mobile concrete crushing and screening system at Brookhaven National Laboratory (BNL) in Upton, New York.

BNL requires a 30-day consecutive calendar rental of a track-mounted, two-stage concrete crushing and screening system to process uncontaminated, stockpiled BNL-generated concrete into recycled concrete aggregate (RCA) at the BNL Borrow Pit. The system must consist of a primary jaw crushing plant and a secondary impact crushing plant with integrated screening and oversize recirculation capability. The primary crusher must feature a track-mounted jaw crusher with a minimum 44-inch by 28-inch feed opening, 15.5 cubic-yard hopper capacity, vibrating grizzly feeder, hydraulic jaw and deflector plate adjustments, product conveyor, and a magnetic separator or equivalent ferrous-metal removal system on the discharge conveyor. The secondary impact crusher must include a track-mounted design with integrated hydraulically driven single-deck screen box (minimum 8'x4'), finished-product and oversize conveyors, impact rotor with minimum dimensions of 34 inches by 33 inches, two independent hydraulically adjustable aprons, automatic engaging clutch, and magnetic separator. The system must be manufacturer-rated to produce approximately 200 tons per hour or greater and include a functional dust-suppression system configured for connection to BNL-provided pressurized water supply.

Contractor responsibilities include delivering complete operations and maintenance manuals at least 10 business days prior to delivery, transporting and setting up both crushing plants, providing operator familiarization training addressing startup, shutdown, daily inspection, normal operation, emergency stops, and basic troubleshooting, furnishing telephone technical support during business hours and on-site technical or repair support as needed, maintaining equipment in safe operating condition and supplying parts to correct normal equipment failures, and removing all equipment promptly upon rental conclusion. The 30-day rental period begins after successful setup, demonstration, and initial operator training completion. Equipment that does not meet stated requirements or cannot be safely operated shall be repaired or replaced by the Contractor. BNL will provide the work area, concrete feed material, loading equipment, designated operators, access to pressurized water where available, and diesel fuel for normal operation.

Statement of Work

Title: Rental of Mobile Concrete Crushing and Screening System for RCA Production at the BNL Borrow

Pit.

Overview: Brookhaven National Laboratory (BNL) requires the rental of a mobile, two-stage concrete crushing and screening system to process stockpiled, recognizable, uncontaminated BNL-generated concrete at the BNL Borrow Pit into usable recycled concrete aggregate (RCA). The rental shall include delivery, setup, operator familiarization, technical support, repair support, and removal from the site at the conclusion of the rental period.

Scope of Work: The Contractor shall furnish a complete, track-mounted crushing and screening system for a thirty (30) consecutive calendar-day rental period. The system shall consist of two complementary mobile plants: a primary jaw crushing plant and a secondary impact crushing plant with integrated screening and oversize recirculation capability. The equipment shall be suitable for processing reinforced and non-reinforced concrete, with ferrous material removed from the processed material stream.

The system shall be capable of producing a consistent RCA product suitable for BNL reuse. Final crusher settings and screen media shall be coordinated with BNL based on feed material characteristics and

BNL’s desired RCA product. Actual production rate will depend on material composition, feed size, moisture, and operating conditions.

Minimum Equipment Requirements:

Equipment Minimum Requirement

Primary crushing plant • Track-mounted jaw crusher with a nominal feed opening of at least 44 inches by 28 inches.

• Configured for recycled concrete containing reinforcing steel.

• Vibrating grizzly feeder

• Minimum hopper capacity of 15.5 cubic yards.

• Hydraulic jaw setting adjustment

• Hydraulic deflector plate adjustment

• Product conveyor suitable for stockpiling and transfer to a secondary plant.

• Magnetic separator, or equivalent ferrous-metal removal system, positioned on the jaw discharge conveyor to remove reinforcing steel and other ferrous material before material is transferred to the secondary impact crushing plant.

Equipment (cont’d) Minimum Requirement (cont’d)

Secondary crushing and screening plant • Track-mounted impact crusher suitable for recycled concrete, with integrated hydraulically driven, single-deck screen box at least 8’x4’ in size.

• Finished-product conveyor, and an oversize conveyor capable of recirculating material to the crusher or discharging it separately.

• Impact rotor with nominal dimensions of at least 34 inches by 33 inches.

• Two independent hydraulically adjustable aprons within the crushing chamber to control product size.

• Automatic engaging clutch to maximize project uptime by preventing driveline stalls and providing immediate overload/jam protection.

• Magnetic separator, or equivalent ferrous-metal removal system, positioned on the discharge conveyor to remove reinforcing steel and other ferrous material before material is discharged to the product pile.

System capability Manufacturer-rated configuration capable of producing approximately 200 tons per hour or greater of processed concrete under typical operating conditions, subject to feed material and final product requirements.

Dust control Functional dust-suppression system at crusher feed and discharge points, configured for connection to BNL-provided pressurized water supply.

Safety and mobility • Track mobility.

• Installed guards.

• Emergency stops.

• Standard manufacturer safety equipment in safe operating condition.

Project Task(s):

1. Provide the manufacturer’s complete operations, maintenance, and safety manual(s) no less than ten (10) business days prior to equipment delivery to support BNL work planning and identification and control of hazards associated with operation of the equipment.

2. Deliver both crushing plants and all required accessories, to the BNL Borrow Pit. The Contractor shall provide all transportation, mobilization, and demobilization necessary for the rental.

3. Set up, commission, and demonstrate basic operation and mobility of the crushing and screening system with BNL personnel present. The thirty-day rental period shall begin after successful setup, demonstration, and completion of initial operator training.

4. Provide on-site operator familiarization and training for designated BNL personnel at startup. Training shall address safe startup and shutdown, daily inspection, normal operation, crusher-setting adjustment, material flow, emergency-stop functions, basic troubleshooting, and routine maintenance requirements.

5. Provide telephone technical support during normal business hours throughout the rental period and provide qualified on-site technical or repair support when issues cannot reasonably be resolved remotely.

6. Maintain the rented equipment in safe operating condition. The Contractor shall furnish parts and service required to correct normal equipment failures or pre-existing deficiencies during the rental period.

Repairs attributable to BNL misuse, neglect, or damage outside normal operation shall be coordinated with BNL before work is performed.

7. Supply all standard equipment necessary for operation, including applicable conveyors, magnets, guards, controls, and dust-suppression components. The Contractor shall identify any optional equipment, exclusions, operating limitations, or site requirements in its quotation.

8. Remove all Contractor-furnished equipment and materials from the BNL site promptly at the conclusion of the rental period, unless BNL authorizes an extension in writing.

BNL Responsibilities:

BNL will provide a suitable work area, concrete feed material, BNL-operated loading equipment, designated equipment operators, access to pressurized water for dust suppression where available, and diesel fuel for normal operation unless otherwise included in the Contractor quotation. BNL will coordinate site access, safety requirements, and work scheduling.

Acceptance:

BNL will accept the equipment after delivery, setup, demonstration of basic operation and mobility, and completion of initial operator training. Equipment that does not meet the stated requirements or cannot be safely operated shall be repaired or replaced by the Contractor.
