About this file
This is a Questions and Answers amendment to a federal solicitation for equipment rental services.
Brookhaven Science Associates, LLC (BSA) issued Amendment 1 to Solicitation SJ484216 for the rental of a mobile concrete crushing and screening system. The solicitation seeks a dual-machine configuration consisting of primary and secondary crushing and screening units capable of processing a minimum of 4,300 tons of concrete during a 30-day rental period to produce recycled concrete aggregate of approximately 2-inch-minus material. Delivery is anticipated within one to six months after award, with at least two weeks' advance notice provided before equipment delivery. The 30-day rental period begins after successful setup, demonstration, and completion of initial operator training. BNL anticipates single-shift operations up to nine hours per operating day, including warm-up and cool-down time, with no guaranteed minimum daily or weekly schedule. All pricing must be firm-fixed and include physical-damage insurance coverage for the equipment (contractors are responsible for all loss or damage regardless of BNL personnel operation), replacement of wear parts including jaw dies and blow bars, normal repairs, and all associated insurance and risk costs. Contractors must maintain Workers' Compensation coverage as required by New York law with $1,000,000 occupational-disease and $1,000,000 Employer's Liability per occurrence; General Liability of $1,000,000/$2,000,000 for bodily injury and $100,000 for property damage; and Automobile Liability of $250,000/$500,000 for bodily injury and $50,000 for property damage, with certificates of insurance due within 14 days of award. Buy American requirements do not apply. Rental charges are invoiced monthly, with separately priced delivery and setup line items invoiced upon acceptance. The quotation due date is October 8, 2026, at 4:00 p.m. Eastern Time.

Amendment 1 to Solicitation SJ484216
Rental of Mobile Concrete Crushing and Screening System
Purpose. This amendment provides answers to questions received regarding Solicitation SJ484216. These answers are incorporated into the solicitation and shall be considered when preparing quotations. All other solicitation terms and conditions remain unchanged.
1. Equipment Damage Question: Since BNL personnel will operate the equipment, will BSA accept a rental damage waiver as a priced line item? Or is the Contractor expected to carry physical-damage coverage for the equipment while it is in BNL’s custody?
BSA will not accept a separately priced equipment-damage waiver. The Contractor shall maintain physical-damage coverage for the rented equipment and is responsible for all loss of or damage to the equipment throughout the rental period, including while operated by BNL personnel. Include all associated insurance and risk costs in the firm-fixed-price quotation.
The Contractor remains responsible for normal repairs, equipment failures, and pre-existing deficiencies.
Coordinate any repair work required during the rental period with BNL before performing the work.
2. Operating Hours Question: What daily or weekly operating schedule does BNL expect? Rental rates are typically based on a single shift, so we would like to quote the correct hour allowance.
BNL anticipates operating the equipment on a single-shift basis, up to nine (9) hours per operating day.
This includes approximately 30 minutes for warm-up before operations and 30 minutes for running the equipment empty and cooling it down at the end of the day. BNL does not guarantee a minimum daily or weekly operating schedule.
3. Wear Parts Question: Should wear parts consumed in normal operation, including jaw dies, blow bars, and screen media, be included in the firm-fixed price or quoted separately based on usage?
The Contractor shall provide the equipment with all wear parts in serviceable condition at delivery and is responsible for replacement of wear parts consumed through normal operation during the rental period.
Include these costs in the firm-fixed-price quotation.
4. Insurance and Site Access Question: Please confirm the insurance minimums and any site-access or safety-training requirements for the dealer’s technicians.
The Contractor shall provide the following insurance:
• Workers’ Compensation coverage as required by New York law, including $1,000,000 occupational-disease coverage per person and $1,000,000 Employer’s Liability per occurrence;
• General Liability coverage of $1,000,000/$2,000,000 for bodily injury and $100,000 for property damage; and
• Automobile Liability coverage of $250,000/$500,000 for bodily injury and $50,000 for property damage.
Brookhaven Science Associates, LLC and the U.S. Government must be named as additional insureds.
Submit a certificate of insurance within 14 days after award and before issuance of a Notice to Proceed.
Technicians performing onsite work must complete required BNL orientation, obtain site access and badging, provide a job hazard analysis (JHA), and comply with BNL safety requirements. BNL will inspect the crushing equipment before use onsite.

5. Buy American Question: Does FAR 52.225-1, Buy American-Supplies, apply to this equipment rental?
No. FAR 52.225-1, Buy American-Supplies, will not apply to this temporary equipment-rental procurement. Offerors are not required to provide only domestic end products or identify the country of origin of the proposed rental equipment.
6. Delivery Schedule and Invoicing Question: What delivery window does BNL want, and will BSA allow invoicing of mobilization and setup when the equipment is accepted?
BNL anticipates requiring delivery within approximately one to six months after award. BNL will provide at least two weeks’ advance notice of the anticipated delivery date.
Rental charges may be invoiced at the end of each month. A separately priced physical-delivery line item may be invoiced after delivery, provided it is clearly identified in the Contractor’s quotation and incorporated into the resulting agreement. Setup and rental charges may be invoiced after the applicable work or rental period has been accepted by BNL.
7. Quotation Due Time Question: The notice text says 2:00 p.m. EDT on October 8, and the SAM.gov field says 4:00 p.m. Which governs?
The quotation due date is October 8, 2026, at 4:00 p.m. Eastern Time.
8. Material Quantity Question: What quantity of concrete does BNL expect to process during the rental period?
BNL estimates that a minimum of 4,300 tons of concrete will be processed during the 30-day rental period. This quantity is provided for planning and pricing purposes and does not modify or reduce the minimum equipment requirements stated in the SOW.
9. Equipment Start Date Question: When will the rental period begin?
The rental period is anticipated to occur within the next one to six months. The exact equipment delivery date and rental start date cannot be determined at this time; however, the selected Contractor will receive at least two weeks’ advance notice before delivery. In accordance with the SOW, the 30-day rental period will begin after successful setup, demonstration, and completion of initial operator training.
10. Final Product Size and Equipment Configuration Question: What final recycled concrete aggregate product is BNL seeking, and why is a dual-machine configuration required?
BNL generally seeks recycled concrete aggregate of approximately 2-inch-minus. Final crusher settings and screen configuration will be coordinated with BNL based on the feed material and intended reuse of the recycled concrete aggregate.
The specified dual-machine configuration is intended to allow the primary and secondary plants to feed into one another, eliminating the need for the operator to double-load material.
