2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: The Bay Pines VA Healthcare System operates an enterprise Physical Access Control System based on the Software House C•CURE 9000 platform. To maintain system compatibility, standardization, and interoperability across with Bay Pines VAMC and supported Community Based Outpatient Centers, LCHC requires the installation of a PACS system that fully integrates with the existing enterprise configuration. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Lee County Health Clinic (LCHC) requires installation of the identical CCURE 9000 Physical Access Control System currently deployed throughout the Bay Pines Clinic Campus, as directed by Bay Pines Leadership and Police for enterprise‑wide standardization. This mandate makes the Software House CCURE 9000 platform, including iSTAR controllers, HID RP40H PIV‑class readers, Kantech T.Rex‑LT REX devices, and Cisco 9300‑48UN switches, uniquely capable of meeting the Government’s minimum operational needs.

These components are the only products fully compatible with the existing Bay Pines CCURE 9000 environment and are required to ensure seamless integration with system maps, naming conventions, PIV authentication, CBOC system connectivity, and uniform event/door configurations as described in the SOW. Substituting alternative products would create interoperability failures with the enterprise CCURE 9000 system, introduce incompatible device behaviors, disrupt standardized operations, and violate the directive to maintain an identical access control solution across all Bay Pines facilities.

Using alternative PACS platforms, controllers, or devices would create major compatibility failures with the required CCURE 9000 system. Door events, naming conventions, input/output logic, software configuration, mapping, and monitoring are all defined within CCURE 9000. Alternatives would not integrate with these mandated CCURE‑based configurations and would prevent the system from operating identically to the Bay Pines standard.
