About this file
This is a Questions and Answers document for RFQ 36C24826Q0380, addressing clarifications related to a CCURE 9000 access control system replacement project at Lee County Health Clinic.
The project involves upgrading an existing Lenel access control system to a Software House CCURE 9000 platform supporting 132 access-controlled doors/readers distributed across eight telecom/IT rooms (3 each on 1st and 2nd floors, 1 each on 3rd and 4th floors). The contractor must provide phased installation while maintaining parallel operation of both systems during transition. Existing cabling (primarily 6-conductor, 22 AWG) may be reused if it meets manufacturer specifications and passes testing; new or replacement cabling must utilize OSDP communication. Existing power supplies and locking hardware may be reused if functional and compliant with applicable codes; deficient units must be replaced. The system shall operate as a standalone CCURE 9000 installation configured to support future integration into the Bay Pines enterprise system without requiring hardware replacement or reinstallation. PIV-compatible credentials (reading via CHUID at 13.56MHz) must be supported alongside legacy proximity credentials (125 kHz) with FASC-N data enrollment and utilization. Three workstations are required: one enrollment/badging station (configured for monitoring) and two additional monitoring workstations. Training includes six personnel—all six receiving entry-level Operator/Basic Administrator certification and three receiving Level 1 Installer/Maintainer certification, with each session approximately 4 hours; one session may be conducted immediately following system acceptance. Government-provided 120VAC power will be supplied; new network switches are required on a dedicated, segmented network, coordinated with Government. The Government will perform user enrollment, access level management, and provide naming conventions. No CCTV integration, external credential validation, enterprise network connection, or system migration is required under this scope. Contractor access to data closets requires coordination with Government Points of Contact, and work shall occur during normal operating hours unless otherwise arranged.

1. Can you provide the exact number of doors on the system?
Answer: The system consists of 132 access-controlled doors/readers. See Question 17 for scope clarification.
2. How many IDF rooms are there, or rooms that house panels?
Answer: See Question 14.
3. With the cabling being reused? If so, this will need to be phased in. Are you okay with running two (2) systems at once until the full project is complete?
Answer: Yes. Cabling may be reused where it meets required equipment manufacturer specifications and passes required testing. Installation shall be phased, and temporary parallel operation of the existing Lenel system and the new CCURE 9000 system is required to maintain continuous operation.
4. Will the existing power supplies be reused or will new ones be required?
Answer: Existing power supplies may be reused if they meet required equipment manufacturer and code requirements. Deficient units shall be replaced as required to support full system operation.
5. Will the existing locking hardware be reused or will new ones be required?
Answer: Existing locking hardware may be reused if it is functional, compatible, and compliant with applicable life safety and fire codes. Replacement may be required where hardware does not meet operational requirements.
6. Regarding Contractor Training:
a. The Statement of Work states the Client will provide the vendor 30 days written notice for exact dates. Is it possible that we can schedule at least one (1) of these training sessions to immediately follow system acceptance from the VA while our personnel are already on-site?
