About this file
This is a Justification for Single Source Awards document from the Department of Veterans Affairs for the Butler VA Health Care System. The procurement is for MetroMax i high-density storage units and components for the new Mercer County Community Based Outpatient Clinic, with a total quantity of 21 units across six different line items. The storage units include high-density shelving with features like overhead track, corrosion-resistant steel posts, polymer shelving with stainless steel corners, removable shelf mats, built-in Microban antimicrobial protection, and the ability to hold up to 1000 lbs per shelf.
The acquisition will be a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside through an open market procurement. Market research confirmed the required equipment is not available on the VHA Healthcare Furniture IDIQ or a Single Award Contract (SAC), though individual items are available on GSA contracts. The justification highlights unique characteristics of the MetroMax i units, including top-track design, lifetime corrosion warranty, suitability for wet and dry environments, and compatibility with sterile and non-sterile use. The procurement will be executed via a firm fixed-price contract, with an effective date of 11/15/2024.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Item #2-6 – Storage units are currently utilized in other spaces within Butler VA.
Components are interchangeable and reconfigurable allowing product that might not be utilized in one area to be utilized at another. Top track design allows for no anchorage to leased building. MetroMax I has the following characteristics provided only by them:
Top-Track for high density Built-in microban Lifetime Corrosion Warranty Wet and dry environments Sterile and non-sterile use

4. Description of market research conducted and results or statement why it was not conducted:
Mission Partner
1. Applied personal knowledge of furniture supplies/services.
2. Confirmed that three (3) furniture suppliers are able to supply the required equipment on the open market:
3. Reviewed past transactions for similar equipment.
4. Utilized GSA Advantage and GSA eLibrary.
5. Conducted vendor research, reviewed samples, trialed furniture from various vendors, and held manufacturer representative meetings.
6. Reviewed product catalogs and the VHA Healthcare Furniture IDIQ catalog.
The following product lines were reviewed:
Contracting:
1. Conducted search of Dynamic Small Business Search.
Used keyword search term “high density storage”, NAICS 337215, and
Business Type VOSB – Yielded 21 SD/VOSB results Used keyword search term “lockers”, NAICS 337215, and Business
Type VOSB – Yielded 7 SD/VOSB results
2. Conducted search of VA Supply Chain Master Catalog. A search of VA
SCMC for the brand name required for Items #2-6 (MetroMax) did not yield any results available on a SAC contract.
Findings:
The required equipment/services are not available on the VHA Healthcare Furniture IDIQ. Although they are available individually on GSA contracts, there is no single vendor that can provide all of the required equipment/services. The equipment does not appear to be available on a SAC contract. Therefore, an Open Market acquisition is appropriate. Since at least two SDVOSB concerns have been identified as able to provide the equipment/services and likely to submit an offer, this will be a 100% SDVOSB set aside.
