About this file
This document is a Request for Proposals (RFP) issued by the Oregon Department of Emergency Management (ODEM) for the one-time purchase of three (3) rescue side-by-side vehicles and three (3) associated utility trailers. The purpose of this procurement is to acquire equipment for the State Preparedness and Incident Response Equipment (SPIRE) grant program, which provides equipment to local governments and other recipients for emergency preparedness. The RFP provides detailed specifications for the side-by-side vehicles and trailers, including engine, transmission, braking, suspension, and exterior and interior features. Proposals are due by December 12, 2023 at 10:00 AM Pacific Time, and the agency anticipates awarding a single purchase order contract to the highest-ranked responsive and responsible proposer.
The RFP outlines the evaluation criteria, which includes meeting all required specifications, estimated delivery timeline, and any value-added services or equipment offerings. Proposers must submit a price proposal form, work samples, references, and expected delivery dates. ODEM will apply preferences for Oregon-based goods and services, and recycled materials. The successful proposer will be required to provide additional information such as a W-9 form, business registry documentation, and a pay equity compliance certificate prior to contract execution.
