About this file

This document is an Amendment of Solicitation (Standard Form 30) for solicitation SICG030-25, issued by Federal Prison Industries, UNICOR. The amendment provides a set of questions and answers related to a repair project for the Defense Contract Management Agency (DCMA) at the Pease location, which sustained water damage. Key details include:

The project involves repairing and replacing drywall, insulation, drop ceiling tiles, and carpet tiles, with specific requirements such as building a new wall from deck to ceiling grid, no new electrical work, and no sprinkler modifications needed. The office will be closed during construction, with employees' personal property removed. Contractors are advised that this is a new contract, no hazardous materials are known, and the wall is not a fire-rated partition. The award will be made after proposal reviews, with no taxes to be included in proposals and contractors required to follow the Wage Determination.

Question 1: Is this a new contract or if there is (was) an incumbent performing these services?

Answer: This is a new contract.

Question 2: Are there any outlets/electrical components being added in the newly framed wall in the office?

Answer: Not aware of any plans to include new outlets on the new wall.

Question 3: Will a lay down area be provided?

Answer: Because the office is limited on space, there is no room for a lay down area.

Question 4: Will employees be working in this area while work is being conducted? If so, will poly walls be required?

Answer: The plan is to close the office to the staff while construction takes place. Only access to the office would be to enter to obtain/return keys for any NTV’s being used during this phase.

Question 5: Are dumpster rentals allowed, or is all trash required to be removed off site each day?

Answer: Historically, when the office was being repaired the excess construction material was removed from the site each day. Note initial removal of affected material from the flood was removed and taken away already.

Question 6: Office furniture will be removed temporarily, so we have access to prep and install the flooring. Is this a possibility?

Answer: DCMA will not be moving any furniture but will have all employee property removed.

Question 7: What is the expected date of awarding the job?

Answer: The award will be made after all proposals have been reviewed and a selection has been made.

Question 8: Is make safe to be carried in our contract or through onsite maintenance?

Answer: The only make safe measure to be carried out is that DCMA will secure the office at the end of the day. DCMA will not be responsible for any contractor equipment left in the office , Question 9: Are we to plan on repairing these data drops and terminate? If so, how far away are the patch panels to terminate the run?

Answer: I would plan on repairing any affected data ports if applicable to return the layout to it original condition as it was prior to the incident. No new work to add is needed to our understanding.

Question 10: Please confirm if taxes should be carried out in proposals?

Answer: No. You will be required to follow the Wage Determination.

Question 11: Please confirm if any state, local, and/or Federal permits will be required on this project?

Answer: No. DCMA would provide a copy of the final plan the Pease base POC for review.

Then once it as approved by the base they would provide authorization in writing to start and complete the planned work.

Question 12: Please confirm if there are any known hazardous materials?

Answer: There is no known hazardous material

Question 13: Do you have manufacturer and color for carpet tiles or new tile with transition strips where tile border other tiles?

Answer: Please see Section M - Technical Factors.

Question 14: Please provide the make and model for ceiling grid and tile?

Answer: Please see Section M - Technical Factors.

Question 15: No electrical identified in SOW. Should contractors assume no light switch for the new room or outlet in the new wall? Please confirm there is no emergency lighting needed in this room.

Answer: There is currently a switch to control the lights in this area already in the wall dedicated for this area.

Question 16: Can we also assume no sprinkler work is required in new room or main room from the wall installation?

Answer: No sprinkler work is required.

Question 17: Is the new wall to be build flush to the bottom of the existing ceiling grid?

Answer: The wall does now require to be deck-to-deck, but it must be properly braced overhead to prevent swaying.

Question 18: Is the new wall being build …6” above the ceiling or to the deck?

Answer: The SOW specifies a wall from deck to ceiling grid. If the wall is built 6” above the grid, the contractor will be responsible for installing addition grid track.

Question 19: Is the new wall a fire rated partition wall?

Answer: No.
