About this file

This is a Work Practice Guidelines document for the Oregon Department of Transportation (ODOT) establishing safety and operational standards for Traffic Recorder Technicians performing short-term traffic counting services across Oregon. The guidelines specify requirements for vehicle equipment, count location procedures, parking protocols, and nighttime activity conditions. All technicians must comply with ODOT's Personal Protective Equipment standards, including safety vests with reflectorized tape, and must use appropriate warning devices and signage based on traffic conditions and visibility. Vehicles must be equipped with communication devices, reflectorized warning signs, cones, and magnetic signs indicating frequent stops. Count locations shorter than 15 minutes require reflectorized warning signs and cones in advance of work areas or the use of spotters when visibility is limited, high traffic volume, or high speed exists. Road tube placement and fastening operations in travel lanes or centerlines require spotter assistance. The guidelines permit parking on sidewalks and bike paths under specific conditions including count location immobility, duration under 15 minutes, absence of pedestrian or bicycle access obstruction, and mandatory flashing lights when adjacent to traffic.

Technicians may conduct nighttime equipment setup only when the location is unsafe during daylight hours, data cannot be obtained during daylight, or the location is in an urban area. The document emphasizes that all traffic counting work shall be suspended if technicians determine conditions are unsafe, and supervisory approval is required to develop alternative plans for task completion. These work practice guidelines are designed to ensure the safety of technicians and the public during traffic data collection activities conducted under the statewide traffic counting services contract with ODOT, which encompasses Regions 1 through 5 including the Portland Metropolitan area. The guidelines apply to various traffic counting methodologies including 24-hour and 16-hour video counts, 48-hour machine road tube counts, vehicle volume counts, weave studies, and bike and pedestrian studies.

Work Practice Guidelines If at any time an employee performing traffic counting believes the job is unsafe, it shall either not be done or an appropriate plan shall be worked out with a supervisor to accomplish the task.

All Traffic Recorder Technicians shall follow the ODOT Safety Standard for Personal Protective Equipment (PPE), including wearing a safety vest with reflectorized tape or lighting at all times.

During times of limited visibility or high volume/speed, the Traffic Recorder Technician shall use signs and/or a spotter (see below under Count Locations).

Good judgment shall be used at all times when operating a vehicle. Vehicles cannot be parked in any portion of the travel lanes. If it is necessary to park in the travel lanes, refer to ODOT’s Short Term Traffic Control Handbook.

Technicians shall use good judgment in any situation not specifically covered by these guidelines.

Traffic Recorder Technicians A. Vehicles

· Vehicles used should be side-loading type.

· Equipment should be unloaded on the side away from traffic.

· Minimize work on the traffic side or rear of the vehicle.

· Vehicles should have adequate warning devices (e.g., multi-rotating light bar or yellow rotating light).

· Each vehicle shall be equipped with:

· A communication device (radio or cell phone)

· Two (2) reflectorized free-standing warning signs with the legend “WORKERS”

· Two (2) 28” reflectorized cones

· A magnetic sign with the legend “FREQUENT STOPS – DO NOT FOLLOW”

B. Count Locations

· Stops longer than 15 minutes: Follow guidelines in Oregon Temporary Traffic Control Handbook.

· Stops shorter than 15 minutes: Where limited visibility, high traffic volume, or high speed exist, place a reflectorized “WORKERS” warning sign and two 28” reflectorized cones in advance of the work area and/or use a spotter.

· Road tube placement: Avoid placing tubes when visibility is limited unless a spotter is used.

· Fastening tubes/cables in travel lanes or centerlines: Use a spotter.

C. Parking on Sidewalks and Bike Paths/Lanes Parking is allowed under the following conditions:

· The count location cannot be moved.

· Duration is less than 15 minutes.

· Vehicle does not block pedestrian/bicycle access (if unavoidable, use cones to alert users).

· Vehicle does not block driveway access.

· Flashing lights must be used when parking adjacent to traffic.

· Arrow boards must comply with the Short Term Work Zone Handbook and be used in non-directional caution mode only.

D. Nighttime Activity Traffic Recorder Technicians may set up equipment during nighttime hours under the following conditions:

· The location is unsafe to enter during the day.

· Data cannot be obtained during daylight hours.

· The location is in an urban area.
