About this file

This is a Questions and Answers document for Bid Solicitation s-73000-00015172, issued by the Oregon Department of Transportation (ODOT) on December 8, 2025, addressing inquiries regarding statewide traffic counting services. The solicitation encompasses traffic data collection across ODOT Regions 1 through 5, including the Portland Metropolitan area, and covers multiple service types such as 24-hour and 16-hour video counts, 48-hour machine road tube counts, vehicle classification counts, weave studies, bike and pedestrian studies, and speed studies. Work orders will be distributed throughout the year with location lists provided in formats such as Excel, KMZ, or shapefiles, with typically one to three coverage count work orders issued annually (spring, summer if needed, and fall) and special project-specific requests coordinated as needed. Data delivery is required no later than two calendar weeks following collection for straightaway counts to allow for review and potential resets, with special request counts subject to timelines outlined in individual work orders. The bid opening date is December 11, 2025, with the anticipated contract term of five years from full execution and a 90-day firm and binding bid period.

The Q&A document clarifies that there is no formal camera system approval process, but contractors may use camera systems provided they reliably capture all 13 FHWA vehicle classifications and meet ODOT accuracy standards; video retention is recommended for verification purposes. Data must be uploaded to ODOT's MS2 count database for straightaway and turning movement counts, with Excel format acceptable for specialized requests such as bike and pedestrian counts and speed studies. Collection on interstate highways will be required in 2026, with emphasis on on/off ramps and video counts for mainline or high-volume roads due to safety concerns. The contract is federally funded and subject to Buy America requirements, FHWA Form 1273 guidelines, and DBE reporting requirements for no-goal agreements. Bidders must provide at least three references for similar services completed within the last three years and maintain Commercial General Liability insurance with $1,000,000 per occurrence limits; the contract is non-exclusive with no guaranteed minimum or maximum purchase volumes.

Bid Solicitation s-73000-00015172 - Statewide Traffic Counting Services Questions and Answers dated 12/8/2025.

1. Is there a camera system approval process, and if so, can we receive a copy of the process?

At this time, there is no formal camera system approval process. However, we do require accurate and reliable data. If you have documentation outlining your data collection methods, please provide it for our review.

2. Will contractors be permitted to use cameras to capture machine data under both assumptions that the camera units are capable of providing all 13 FHWA classifications and that the accuracy meets ODOT requirements? If so, will video delivery be required for these counts?

Yes, contractors may use camera systems if they can reliably capture all 13 FHWA classifications and meet ODOT’s accuracy standards. We recommend retaining video records when possible for verification purposes, especially if data appears to be out of range. In some cases, devices may process data in the field and only provide summarized outputs, which may not include video.

3. How will the list of locations be distributed? (All in the beginning, monthly, quarterly, etc.)

Location lists will be provided with each work order in formats such as Excel, KMZ, or shapefiles. There are two types of requests:

· Coverage Counts (from the Transportation Systems Monitoring Unit): These typically include tube counts and video counts on straightaways. We usually issue one to three work orders annually—typically for spring, summer (if needed), and fall.

· Special Requests (non-coverage counts): These are project-specific and may include turning movement counts, straightaways, speed studies, bike/pedestrian counts, or weave studies. These can be requested at any time and are coordinated as needed.

4. What is the expected data delivery schedule?

Each work order will specify the data delivery timeline. For straightaway counts, data should be submitted no later than two (2) calendar weeks after collection to allow time for review and potential resets. Special request counts will have delivery schedules outlined in their respective work orders.

5. Aside from the photo with lat/long info, are there other location-specific expectations with either setup requirements or data delivery?

Straightaway and turning movement counts should be uploaded to our MS2 count database. For specific requests such as bike/pedestrian counts, weave studies, or speed studies, Excel format may be acceptable. We recommend keeping setup records for verification purposes.

6. Please provide the “Weave Study” data collection requirements. Is there a standard distance that will need to be captured for a weaving study?

Weave studies are not commonly requested but may be included in special count projects. Requirements will be coordinated with the requesting unit and discussed with the contractor. A separate quote may be needed depending on the complexity of the study.

7. In the “Menu of Services (PAY ITEMS)”, the “Unit” field is missing for several line items. Does the bidder get to select the unit of measure?

You are referencing the Sample Work Order (the ordering instrument). Pricing must be submitted on the bid pricing form. The Sample Contract is updated to show the unit that matches the bid pricing form?

8. Will collection on interstates be required?

Yes, 2026 will include a significant number of counts on interstate highways, primarily on/off ramps. For mainline or high-volume roads, video counts are asked due to safety concerns. If tube counts are asked and safety is an issue, we can discuss converting those to video counts.

9. The Oregon Temporary Traffic Control Handbook does not seem to specifically consider the conditions surrounding traffic data collection installations that are <15 minutes in length. What are the expected safety measures under the following conditions:

· <15 minute installations in the shoulder

· <15 minute installations off the shoulder and right-of-way The 2026 Oregon Temporary Traffic Control Handbook (Section 5.7, page 80) addresses short-duration shoulder work:

“Activity in the roadway of 15 minutes or less with vehicles parked on the shoulder. Work in the roadway coincides with gaps in the traffic so flow is not impeded.”

In these cases, vehicle warning lights are sufficient, and a full work zone setup is not required. Additionally, we’ve attached our internal work practice guidelines for technicians, which outline safety expectations.

10. Does the DOT require a two-man crew or will a one-man crew suffice as long as all safety measures are met?

A one-person crew is acceptable as long as all safety protocols are followed.

11. Confirm whether full FHWA 13-bin vehicle classification is required for all Turning Movement Counts collected under this contract?

Yes, all Turning Movement Counts collected under this contract should include full FHWA 13-bin vehicle classification, unless the requestor specifically asks for a reduced number of bins.
