About this file

This is a Subcontractor Summary Worksheet instruction document issued by the City of St. Petersburg, Florida, detailing the requirements and procedures for prime contractors to disclose and manage subcontractor relationships on city projects. The worksheet requires prime contractors to submit a completed subcontractor summary with their bid, listing all intended subcontractors, their business addresses, contact information, trade classifications, and subcontract amounts. For the Shelter Bid project referenced in this document, subcontractors may comprise up to 80% of the contract work. The instructions establish that subcontractors may not be changed or substituted after the prime contractor is awarded and the pre-construction meeting is held, except under specific circumstances including failure to execute a contract, lack of appropriate licensing, bankruptcy, ineligibility, performance failures, unsatisfactory work quality, or substantial project delays.

The worksheet requires identification of whether subcontractors are Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) certified, with a provision that any SBE subcontractors used to meet SBE percentage requirements must be replaced with another SBE contractor if substitution becomes necessary. Only first and second tier subcontractors are permitted unless the contract documents specify otherwise. All requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management division, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org. The instructions note that restrictions on subcontracting percentages and multiple-tier subcontractors do not apply to FDOT LAP or federally funded projects. The form was last revised in January 2020.
