About this file

This is a pre-application conference presentation issued by the Maryland Department of Health's Behavioral Health Administration regarding a Request for Applications (RFA) for Alcohol, Tobacco and other Drug Prevention Centers. The RFA seeks to identify and engage four accredited higher education institutions in Maryland—one in each of the state's four regions (Eastern, Central, Western, and Southern)—to establish or operate on-campus prevention centers. The services are intended to prevent and reduce substance misuse and risk-taking behaviors among college-age students through programs aligned with the Substance Abuse and Mental Health Services Administration's Strategic Prevention Framework. The application deadline is January 28, 2026, at 2:00 p.m., submitted through the eMaryland Marketplace Advantage platform. The conference was held on January 14, 2026. The contract term is three years with a one-year renewal option contingent on funding availability. All applications must include a technical proposal and a budget with narrative justification, supported by three letters of reference attesting to the applicant's experience implementing substance use prevention programs.

Each award is valued at up to $159,700 per year, with the option year included in the total budget amount. Applicants must be accredited Maryland higher education institutions certified by the Middle States Commission on Higher Education with a minimum of zero to two years of experience in implementing substance use prevention programs and a proven history of reaching at-risk populations. All interventions must align with SAMHSA's Center for Substance Abuse Prevention strategies, and applicants must comply with all ADA requirements. Evaluation will be conducted by committee based on criteria outlined in Section 5.2 of the RFA, with the highest-scoring applicant in each region selected for funding. The budget and narrative will be evaluated based on the reasonableness of costs relative to the time and effort described in the project narrative. Contract Monitor Crystal Hack and Grant Monitor Helene Hornum are identified as points of contact.
