About this file
This RFA Addendum modifies the solicitation issued by the Maryland Department of Health, Behavioral Health Administration for Alcohol, Tobacco, and other Drug Prevention Centers. The addendum removes the requirement for applicants to have an established ATOD Center, revises the minimum experience requirement to include organizations with 0-2 years of substance use prevention program implementation experience (with three or more years preferred), and eliminates the requirement to submit Strategic Plans with the RFA application, deferring this submission to the award period. The solicitation seeks four colleges or universities or 501(c)(3) nonprofit organizations to establish or operate prevention centers across Maryland's four regions: Central, Eastern, Southern, and Western. Applications were due January 28, 2026, with a pre-application conference held on January 14, 2026. The contract term runs from July 1, 2026 through June 30, 2029, with one optional renewal year from July 1, 2029 through June 30, 2030, subject to successful implementation and funding availability. Awardees must participate in an initial planning meeting within two weeks of award, quarterly check-in calls, and bi-annual site visits.
Each regional award is valued at $159,700 annually over the three-year base contract period, with the combined total for all four awards amounting to $2,555,200 over the four-year period including the option year. The contract type is firm fixed price. Applicants must be accredited by the Middle States Commission on Higher Education or certified as 501(c)(3) nonprofit organizations, and all interventions must align with SAMHSA's Strategic Prevention Framework. Required deliverables include comprehensive community needs assessments, two-year strategic plans with SMART goals, evidence-based program implementation with minimum performance measures, monthly data submissions, quarterly progress reports, and annual evaluation reports. The addendum also notes that supporting documents including a Q&A document and PowerPoint presentation from the pre-application conference have been added for vendor reference.
