About this file

This is a Question and Answer document for a Request for Applications issued by the Maryland Department of Health, Behavioral Health Administration, regarding the establishment of Alcohol, Tobacco, and other Drug Prevention Centers at four Maryland colleges or universities, one in each of the state's four regions (Central, Eastern, Southern, and Western). Applications were due January 28, 2026 at 2:00 p.m. through eMaryland Marketplace Advantage, with a pre-application conference held on January 14, 2026. The contract period runs from July 1, 2026 through June 30, 2029 (three years), with one optional renewal year from July 1, 2029 through June 30, 2030. Applicants must be accredited higher education institutions or 501(c)(3) nonprofit organizations and must demonstrate experience implementing substance use prevention programs aligned with the Substance Abuse and Mental Health Services Administration's Strategic Prevention Framework and Center for Substance Use Prevention strategies.

Each regional award is valued at $159,700 annually on a firm fixed price basis, totaling $2,555,200 across all four awards over the four-year period including the option year. Applicants must submit a technical proposal, budget with narrative justification (using the provided Exhibit B and Exhibit C templates that include all four fiscal years in columnar format), proof of accreditation or tax-exempt status certification, three letters of reference from community and/or campus partners, key staff resumes, and a completed work plan. A two-year strategic plan must be developed by the end of year one of the contract but is not required with the initial application. Successful applicants must join the Maryland Collaborative to Reduce College-Age Drinking and Related Problems, conduct comprehensive community needs assessments, implement evidence-based programs, and participate in quarterly check-in calls, bi-annual site visits, and submit monthly data, quarterly progress reports, and annual evaluation reports. Contract Monitor Crystal Hack and Grant Monitor Helene Hornum serve as points of contact.

Q&As for BPM054749

Alcohol, Tobacco, and Other Drug Prevention Centers

1. Are we to include 4 years in our budgets for this RFA? If so, do we need to break down/separate each fiscal year? Also, can it be all on one document?

Answer: Yes, all 4 years shall be included in the budget. It should be in one document with different columns for each of the fiscal years, and the option year should be included as well.

2. Is there a specific template that we have to use for the budget?

Answer: Exhibit B is the template/format that applicants shall use for the budget.

Exhibit C is the template for the budget narrative that applicants shall use. The budget format (Exhibit B) has space for one (1) fiscal year. The budget should reflect all fiscal years and include the option year.

3. Section 3.2.1.3 states that a strategic plan is due within 90 days of the award;

however, section 3.2 B states that the key requirement of developing a Two-Year Strategic Plan must be completed before the end of year one of the award… Please clarify.

Answer: Please disregard the requirement in A under section 3.2.1.3 (Deliverables).

Please see the addendum.

4. Are we submitting a strategic plan with the application or describing the process for the submission and producing that later?

Answer: No, it is not required to submit a strategic plan with the application. The applicant would describe the process for the strategic plan and then produce the strategic plan later.

5. eMMA question – Where do you submit in applications in eMMA (I do not see it on my screen)?

Answer: After you have added a Solicitation to your profile, acknowledged receipt of the Solicitation, and submitted your intent to respond, you should see an option to Prepare Response. If you are unable to get to this step or having any technical issues with the eMMA platform you may contact the eMMA Helpdesk at emma.helpdesk@maryland.gov. They do not have a direct phone number, but they are very responsive.

6. Will eMMA ever consider doing a virtual tutorial for vendors?

Answer: eMMA does have virtual tutorials for vendors. You can locate and register for them at https://procurement.maryland.gov/vendor-training-and-resources/.

eMMA also has QRGs available for step-by-step instructions to navigate the platform. QRGs are Quick Reference Guides and they cover instructions for many actions in eMMA, including responding to solicitations and navigating and updating roles for your organization’s team members. You can locate all of eMMA’s QRGs at https://procurement.maryland.gov/emma-qrgs/.

7. May you provide an example of how to provide proof for the history of reaching target populations in section 2.1.5?

Answer: An example would be an applicant discussing their experience and projects in reaching the target populations in section 2.1.5. Applicants are welcome to provide outcome data to validate their experiences in reaching the target population.

8. For Mandatory Requirement 2.1.9, how do you define Good Standing?

Answer: In the state of Maryland, “good standing” means a business entity has met all state legal requirements, primarily by filing annual reports, paying fees/taxes (including personal and property), and maintaining a registered agent, allowing it to legally operate, get licenses, and prove legitimacy with a Certificate of Status issued by the Maryland Department of Assessments and Taxation (SDAT). Your organization is not required to provide proof of good standing with your application, however, you must in good standing to receive an award.
