Section C- Descriptions/Specifications/Statement of Work
1. Performance Work Statement
1.0 INTRODUCTION
The Mission Statement for the Department’s Public Diplomacy practitioner’s is: to support the achievement of U.S. foreign policy goals and objectives, advance national interests, and enhance national security by informing and influencing foreign publics and by expanding and strengthening the relationship between the people and government of the United States and citizens of the rest of the world. The role of the Public Diplomacy training division in the School of Professional and Area Studies (SPAS) at the Foreign Service Institute (FSI) is to sup-port the Mission Statement by providing training on the core functions of public diplomacy, public diplomacy history and background, strategic planning and analytical frameworks, and technical skills required of a suc-cessful Public Diplomacy practitioner.
2.0 BACKGROUND
The FSI/SPAS/Public Diplomacy (PD) Division provides training to Foreign Service Officers (FSO) and Spe-cialists, civil service employees and Locally Employed (LE) Staff. Many of our courses are open to all three audiences. However, our core tradecraft courses are directed primarily at FSOs and FS Specialists. Two years ago, we redesigned our tradecraft classes to ensure a solid training continuum for all FSOs and FS Specialists embarking on a PD assignment overseas. PY100, Foundations of Public Diplomacy, was designed specifically as a prerequisite to our Cultural Affairs Officer, Information Officer, and Public Affairs Officer tradecraft courses. Much of the material taught in those tradecrafts builds on the PY100 material. As a result, all Public Diplomacy first-tour FSOs and FS Specialists must take the two-week tradecraft course PY100.
PY100 forms the core of public diplomacy training and establishes a foundation on which to build specializa-tion and expertise in public diplomacy tradecraft. The course is designed to provide participants with an under-standing of public diplomacy as an instrument of U.S. foreign policy and an introduction to the tools, resources, knowledge and skills required for creating and implementing successful Public Diplomacy strategies overseas.
It addresses the development of public diplomacy at the Department of State, provides an overview of selected topics in U.S. society, history and culture that will enable officers to effectively represent U.S. interests abroad, and describes the various public diplomacy tools that can be employed in missions to promote national interests and fulfill mission and Public Diplomacy goals.
In order to give the students an outside unbiased perspective on Public Diplomacy, on day 1 of each PY100 course session, the students are provided a 4-hour introduction to the history and practice of Public Diplomacy by a an outside academic authority. FSI/SPAS/PD is therefore seeking proposals from an outside academic au-thority (referred to as “contractor” hereon) to design and deliver the 4-hour module and present it to the class at
FSI.
3.0 SCOPE AND OBJECTIVES
The contractor shall:
-Design and deliver to the PY100 class a 4-hour introduction module on the history and practice of Public Dip-lomacy. The modlue must be both lecture and include extensive participant engagement.
-Be currently teaching on the history of Public Diplomacy in the diplomatic arena with particular focus on the U.S. system.
-Be knowledgeable on recent and current trends in Public Diplomacy not only in the U.S. system but in the greater diplomatic arena, ie. what are other countries doing effectively or ineffectively with their public dip-lomacy agencies.
-Demonstrate experience in offering training on the history and practice of Public Diplomacy -Be an active researcher and/or college professor/lecturer from a university that offers graduate-level degrees and stand-alone courses in Public Diplomacy. Individuals who have authored formally published academic texts (e.g. academic journal articles, books, etc.) are highly desirable.
-Adhere to the deadlines specified by the COR/GTM with regard to providing training materials in advance of module delivery.
-Assign to this contract for delivery of the module the academic expert(s) whose resume(s) and qualifications were submitted with the proposal. No substitutions shall be made without prior notification and concurrence of the Contracting Officer. All proposed substitutes shall meet or exceed the qualifications of the person to be re-placed as determined by the Government.
The contractor’s module must address and contain the following content and by the end of the module, the students shall gain knowledge of:
Public Diplomacy’s history, including:
*Definitions of Public Diplomacy (PD) *Comparisons and contrasts between Propaganda and PD *The “New” Public Diplomacy that has grown out of this heritage and as it has developed with new technology and issues in recent years.
*Capacity or limits of Public Diplomacy
Public Diplomacy in advocacy/meeting strategic PD goals, including:
*Terminology *Types of Advocacy Organizations *Types of Advocacy Campaigns *Historical examples/case studies of advocacy and successful messaging *Basic Analysis of case studies and how they achieved results.
PY100 is offered approximately six times per year but the contractor should be prepared to provide additional or fewer sessions with two weeks advance notice to be provided for each addition or subtraction. The contractor shall develop and deliver 4-hour modules covering the objectives listed above. Tentative dates will be provided in April of each year for the following fiscal year (October through September). These dates are subject to change per program requirements with two weeks advance notice provided. Course size varies from 5 to 30 stu-dents per session, but proposed session rates are not subject to change with variances in course size.
FSI does not specify what materials the contractor will provide to the students (the expert can make that determ-ination based upon his/her teaching methodology), but does expect that all teaching materials, equipment, and supplies are included in the fully loaded firm fixed price rate for the delivery of each session/module. Prefer-ence will be given to proposals that include examples of similar modules that the expert has previously offered.
Contractors who can demonstrate such experience should provide references.
FSI staff may, at their option, meet the contractor before and after the delivery of each workshop session to re-view past workshops and to discuss any necessary updates or possible changes. All requested changes and up-dates will be within the scope of the contractor’s original proposal and contract award. These meetings may, at the option of FSI staff, be by telephone or in person, and will not exceed 90 minutes. The contractor must provide these meetings, when requested by FSI staff, at no additional cost.
2. Performance Metrics
All BPA Calls issued off of this contract will be closely monitored by the Contracting Officer’s Representative (COR) and or Govern-ment Technical Monitor (GTM) throughout the contract base/option year and will be reported upon at a minimum one time annually at the conclusion of each base/option year period. This evaluation will be considered in determining if an option year will be exercised.
Listed below are the performance metrics by which the Contractor will be evaluated in addition to the contractor’s adherence to Per-formance Work Statement (PWS) requirements. The Contractor must be considered successful in fulfilling the contract requirements in order to continue to be considered for future opportunities. To be considered successful the Contractor will score a minimum of four
(4) in all categories listed below. The Contractor will be evaluated using this scale (Poor 1- Superior 5).
5 - Superior:
Contractor routinely demonstrates outstanding understanding of PWS requirements for the awarded course segments and significantly exceeds performance standards. Contractor has exceptional strengths that significantly benefit the Government.
4 - Excellent:
Contractor demonstrates excellent understanding of PWS requirements for the awarded course segments and exceeds performance standards. Contractor has one or more strengths that significantly benefit the Government.
3 - Acceptable:
Contractor demonstrates acceptable understanding of PWS requirements for the awarded course segments and has an approach that meets performance standards. Contractor is an acceptable solution and has few or no strengths that benefit the Government.
2 - Fair:
Contractor routinely demonstrates shallow understanding of PWS requirements for the awarded course segments and approach.
1 - Poor:
Contractor routinely fails to demonstrate understanding of PWS requirements and approach.
Quality of Design and Delivery:
The Contractor must adhere to the requirements outlined in the PWS and facilitate a high-quality, coherent, appropriate 4-hour mod-ule, specific to the teaching segments in the PY100 course. The design must be methodologically sound and must be focused on the objectives of the course. The delivery must be both lecture and include extensive participant engagement. The content must be up-dated to ensure that it includes the most up-to-date and relevant information. Multiple measurements will be used to formulate a rating between 1-5 including student feedback, review of teaching materials, and observation by both the Public Diplomacy Division leader-ship and the COR/GTM.
Timeliness of Performance:
The Contractor must adhere to the deadlines specified by the COR/GTM with regard to providing training materials, delivering train-ing, and/or participating in debriefs with the course chair as outlined in the Task Order. The rating between1-5 will be formulated by the COR/GTM based on his/her observation and input from the Public Diplomacy Training Division leadership.
Business Relations/Customer Satisfaction:
The Contractor must provide effective customer service to the internal FSI clients of this contract – COR/GTM, and Public Diplomacy Training Division staff and students – per their duties in the PWS. The COR/GTM will use his/her expertise and general observance of interactions and customer service with FSI staff, and students. A rating between1-5 will be tabulated for this evaluation based on stu-dent feedback, FSI staff feedback, and COR/GTM observations. The COR/GTM’s observations will include timeliness of responses to inquiries and requests within the scope of the contract and delivery of training.
Cost Control:
The Contractor must provide effective cost control within the contract award. A rating between1-5 will be tabulated for this evaluation based on COR/GTM observations, including timeliness and correctness of billing/invoicing.
3. Data Rights
All materials developed by the Contractor and their associated Presenter(s) become the property of the Govern-ment; and the Contractor/Presenter(s) may not copy or reproduce them in any way for use outside of an FSI class, share them by any means outside of the Foreign Service Institute, or publish them in any fashion without the express permission of the Government. The contractor shall share a copy of all materials developed with the COR by email.
4. Quality Assurance
The COR/GTM (Contracting Officers Representative/Government Technical Manager) determines acceptability of services according to the Performance Work Statement (PWS) and performance metrics. The Government has the right to inspect and approve all services called for in orders issued under the BPA.
If the Contractor fails to perform the required services at an acceptable level as determined by the Supervisor/ GTM, either from a performance or professionalism standpoint, the Government reserves the right to terminate the BPA.
5. Technical Direction
The COR/GTM shall provide guidance regarding the interpretation of the Performance Work Statement.
The contractor is expected to carry out instructions received from the COR/GTM in a professional and timely manner. The Government will provide feedback to the contractor, at its option, as outlined in the Performance Work Statement. It is assumed that once the Contractor/Presenter receives instructions and/or feedback about how to perform the duties that they will implement such guidance into the delivery of the introductory module.
Should contractor performance not be adequate, the Government may terminate the agreement without discus-sion.
6. Government Provided Property
The Government will provide classroom space for the delivery of the module. All teaching materials, equip-ment, and supplies required by the contractor in support of module delivery must be included in the fully loaded firm fixed rate. Only with the prior approval and coordination with the COR/GTM, the Government may accomodate requets for audiovisual support (e.g., use of existing projector, computers, slide advancer, mi-crophone, etc.) at no additional cost to the contractor.
7. Description of Agreement
This will be a Blanket Purchase Agreement (BPA) of a base and four (4) option years. This solicitation may res-ult in a pool of external trainers and consultants contracted via multiple award agreements. This solicitation is not for United States Government Civil Service jobs. Performance of these services will occur only as author-ized by specific BPA Calls detailing dates, tasks and schedules. The government may issue orders requiring ser-vices at multiple locations.
No part of the services to be performed under this agreement may be subcontracted, and no obligation or duty arising out of the individual order may be transferred, or assigned, without the prior authorization of the Con-tracting Officer.
8. Purchase Limitation
There will be no limit to the number of Calls issued under the BPA; however, the individual BPA Calls will not exceed the Simplified Acquisition Threshold (SAT).
9. Extent of Obligation
There is no specific commitment by either party, until dates, task and schedule are mutually negotiated. BPA Calls will be issued under a BPA based upon the government's need and according to FSI's determination of what is most advantageous to the Government. FSI does not guarantee any minimum level of work under any resultant BPA.
10. Individuals authorized to purchase under the BPA
Only an FSI Contracting Officer may enter into agreement with the contractor through the issuance of a BPA Call. Only an FSI Contracting Officer can make modifications to the BPA or BPA Call through a modification.
Prior approval by the Contracting Officer and the technical representative of the program office for subcontract-ing is required and must be documented.
Neither the COR/GTM have the authority to make changes in this Performance Work Statement or in the terms and conditions of this agreement; any necessary changes are only made by the Contracting Officer in the form of a bilateral agreement. The Contractor is forewarned that the Government will not compensate any additional work performed by the contractor if it is not authorized in the BPA.
11. Contractors
Awarded offerors under this solicitation understand that they are self-employed contractors and not Government employees. As such, the Contractor is responsible for managing their taxes, health insurance, social security payments, etc. The Government will pay the Contractor based on the fully loaded firm-fixed price per session rate; the Contractor is responsible for paying their personal expenses. The government will pay no benefits un-der this agreement. Contractors will be issued a BPA Call that will detail the period of performance their ser-vices may be required. The award of a BPA does not necessarily mean that the government will make a BPA Call of services.
12. Termination of BPA Calls
If the government determines that the terms and conditions of the BPA or BPA Call are not adequately met, the government reserves the right to terminate for cause. Contracting Officer Representatives and Government Technical Monitors (when applicable) are responsible for monitoring contractor performance. Should they ob-serve that a contractor is failing to follow guidance, is unable to complete designated tasks, cannot work collegi-ally with colleagues, or is demonstrating any other unprofessional behavior; the GTM will advise the contractor and also notify the COR. The government may also terminate for convenience as determined by the govern-ment’s needs.
