SFSIAQ15Q4010 Q&A

1. Section B.1.

FSI “anticipates the award of multiple fully loaded firm-fixed priced Blanket Purchase Agreements.” It is not clear how or when FSI will determine which BPA awardee will deliver the course module(s). Will there be a secondary competition for the BPA awardees?

How many days are estimated between the vendor notification of award and the delivery of the course?

No there will not be a secondary competition among BPA awardees. Fair opportunity to deliver the session will be given to each awardee as sessions occur throughout the year.

PY100 is offered approximately six times per year but the contractor should be prepared to provide additional or fewer sessions with two weeks advance notice to be provided for each addition or subtraction. Tentative dates will be provided in April of each year for the following fiscal year (October through September). These dates are subject to change per program requirements with two weeks advance notice provided.

If administrative/schedule constraints allow, the first session delivered under this BPA may be in August 2015. The next tentative offering of PY100 is in March 2016.

2. Section L.1(9) Instructions; Section M.1 - Factor 1 Subfactor 1: Quality (Technical).

The instructions for completing the technical proposal indicate that offerors should include their approach or methodology (including course design) along with a sample session outline for the module. However, with no page limit, offerors could submit a wide range of materials, including a complete 4 hour course module. The wide variation of responses will make a fair evaluation difficult. In order to maintain a level playing field among prospective offerors, can FSI provide a page limit or provide more specificity on the content required for the technical proposal?

At a minimum, sample session outlines may include in the following elements:

-Purpose -Overview -End-of-Session Objectives -Time Frame -Lesson Plan There is no page limit to the sample session outline, or to any supplementary materials.

3. Section L.2 Past Performance For past performance we will identify organizations that can attest to our competence in training. We would also like to identify organizations that can attest to the experience of our academic expert(s) who will develop and offer the course. Is that permissible?

Yes. Past performance information/questionnaires for the proposed academic expert/ presenter(s) are also permissible.

4. My first question is that it looks as if you need some sort of document of feedback from other employers included in the bid packet. Can FSI employees provide this?

Yes. Offerors can ask references of their choice, including FSI employees, to complete past performance questionnaires and submit them in accordance with the instructions in Section L.2 of the solicitation document.

5. Is it the norm that many bidders would be authorized (i.e., would “win”) for each BPA? Is it required for more than one to be so authorized? If several “win” would it be expected that a course would rotate among them in a predictable way?

This solicitation specifics that FSI intends to make multiple awards (see Section B.1 and C.7).

Fair opportunity to deliver the session will be given to each awardee as sessions occur throughout the year.

6. If a BPA is ongoing, is it possible for another bidder to enter in a proposal?

No. After BPA award(s) have been made for this requirement, the opportunity to deliver these sessions will only be given to those that received BPA awards.
