DEPARTMENT OF STATE

FOREIGN SERVICE INSTITUTE

SCHOOL OF PROFESSIONAL AND AREA STUDIES

Curriculum and Staff Development DIVISION

TASK PLAN - Facilitator for Offsite Program

Professional experiential education facilitation services are requested by the U.S. Government to assist with small group development throughout the teambuilding and leadership themed programs for Foreign Service Officers and Foreign Service Specialists. These programs are delivered as part of new employee orientation to the State Department and the Foreign Service, and are either a one- or two-day event for students, depending on the audience. The team building and leadership programs are held "offsite" and away from the classroom, at a facility outside of Washington, D.C. area. An essential aspect of the program is the division of class members into small groups, each working with a facilitator. The U.S.

Government seeks qualified individuals who can perform this small group facilitation.

Background on the Program

The Curriculum and Staff Development Division (CSD) of the Foreign Service Institute (FSI) has developed two teambuilding and leadership programs to be delivered offsite as part of new employee orientation for Foreign Service Officer Generalists (FSOs) and Foreign Service Specialists (Specialists). These programs, referred to as the "offsite," are experiential learning-based, learning-activity driven and designed to challenge participants to think about personal reactions to situations in a team environment and to observe others' reactions in the same. Debrief conversations support learning objectives by utilizing the experiential learning model to analyze the activity and its relevance to real-world situations.

One offsite purpose is to get class members moving and provide an antidote to sitting in the classroom for weeks. Learning activities have an element of physical challenge, but solutions are not dependent on physical ability of the team members. Learning activities are primarily cognitive in nature and will focus on themes such as: leadership, team work, communication, competition v. collaboration, planning, problem solving, and roles and responsibilities (on an individual and team level). Locations are chosen to provide both sufficient outdoor space for activities and indoor space, for debriefing discussions or in case of inclement weather.

Class size will vary, but students will be divided into small work-groups of between 12 and 16. Each small group will work with one facilitator and move through the challenges designed to bring about discussion on the activity's theme. The government seeks qualified facilitators to work with a small group, to run the activity and facilitate the discussion afterwards. To the extent that staffing allows, a course coordinator from the Orientation Division at FSI will observe the groups during activities and debrief discussion. The purpose of the coordinator's presence is to provide State Department and Foreign Service context, rather than to evaluate specific student behavior. Coordinators may develop feedback for the facilitator. The specific duties of the facilitator are discussed below.

Background on the Audience

All State Department employees, regardless of their position, are required to plan and implement projects with their fellow workers.

The success of the individual employee and the success of the Department depend on the employee's ability to work effectively with his/her colleagues. The leadership and teambuilding program helps participants assess skills and develop strategies to work most effectively within diverse groups, both as leaders and team members.

Foreign Service Officer Generalists' (FSOs) Orientation is a six-week program, with the offsite normally during the third week. The course is devoted to helping new FSOs better understand the overall organization in which they work, the terms of their employment, and the competencies needed for success in the organization. New FSOs join the service in one of five career tracks, and will spend much of their career immersed in that type of work. Shortly after completing training, class members will be assigned to U.S. embassies and consulates around the world. While the class members will never work as an in-tact work team overseas, all will work in highly team-focused environments during their Foreign Service careers.

The FSO Orientation course objectives are:

Upon completion of this offsite, participants will be able to:

- Apply the principles of the MBTI personality types to situations involving communication and/or inter-personal challenges;

- Utilize provided models for team development and group leadership to analyze team experiences in an effort to become a more high-performing team.

- Recognize personal reactions to situations involving rapidly forming teams, frequently changing situations, and possibly ambiguous instructions;

- Identify the effects of time pressures on team dynamics;

- Recognize the value of challenging assumptions in group or individual situations that are emergent, rapidly changing, and/or the outcome may not be clear;

- Demonstrate the Foreign Service "One Team" concept as applied to the U.S. mission overseas.

For more information on the five FSO career tracks, please visit this website:

http://careers.state.gov/officer/career-tracks#.UXan8BeK1vE

Foreign Service Specialist (Specialists) Orientation is a three-week program, with the offsite normally during the second week. Like the FSO Orientation, this program is devoted to helping new Specialists better understand the overall organization in which they work, the terms of their employment and the competencies needed for success in the organization. New Specialists join the service in one of twenty-two specialties that fall into a number of categories. Specialists will spend their entire career within their chosen career track, and like FSOs, will leave training to take assignments overseas in U.S. embassies or consulates, working in highly team-focused environments.

The Specialist Orientation course objectives are:

Upon completion of this offsite, participants will be able to:

- Apply the principles of the MBTI personality types to situations involving communication and/or inter-personal challenges;

- Recognize personal reactions to situations involving rapidly forming teams, frequently changing situations and possibly ambiguous instructions;

- Identify the effects of time pressures on team dynamics;

- Recognize the value of challenging assumptions in group or individual situations that are emergent, rapidly changing, and/or the outcome may not be clear;

- Demonstrate the Foreign Service "One Team" concept as applied to the U.S. mission overseas.

For more information on the twenty-two career specialties, please visit this website:

Duties

The contractor shall:

- Provide professional small-group facilitation for one group throughout the entire one- or two-day program, in order to observe group cohesion and growth during that time;

- Facilitate each of the activities for a small-group according to the program instructions and the provided program schedule (both will be furnished by offsite coordinator in advance of the program start);

- Facilitate discussions for a small-group after each activity that use the Experiential Learning Cycle to relate the activities to real-world interpersonal and work situations;

- Closely monitor the progress and performance of all small group participants to provide a safe learning environment;

- Opportunities will exist to facilitate one or more of the large group sessions/discussions, for example the introductory activity or the closing activity, this will be agreed upon by all facilitators in advance of the program;

- Take part in offsite set-up and break-down; as well as activity set-up and break-down when appropriate;

- Take part in facilitator meetings before, during and after offsite, to contribute to the preparation, delivery and evaluation process for this program. Conference calls may be set up for this purpose, and times will be mutually agreed upon. Meetings/calls will be used to accomplish the following:

o Review training program materials, all activities and program logistics;

o Discuss strategies for the debriefing conversations;

o Assign responsibility for facilitation of large group sessions;

o Assign training rooms and outdoor space at the offsite location;

o Review any concerns or unusual circumstances;

o Facilitate an in-progress program review and address any issues as needed;

- Utilize various leadership and teambuilding theories and tools as appropriate to direct and debrief exercises and how group members can apply what they have learned to the workplace in order to better model the Foreign Service Core Precepts (precept information attached). The tools that the State Department uses most frequently include, but are not limited to:

o Myers-Briggs Type Indicator (MBTI);

o John Adair's Three-Circle leadership model;

o Tuckman's stages of team development;

- Report any issues to FSI staff throughout the program and assist in the resolution if necessary;

- Accept monitoring and feedback about facilitation and debriefing conversations from offsite coordinator from the Curriculum and Staff Development Staff Division and/or course coordinators for the Orientation Division; feedback may require program revision (to be handled by CSD) or facilitation revision (to be done by individual facilitators).

In addition:

1. Facilitators must be experienced in experiential teamwork/teambuilding education programs in a government or business environment and have a strong foundation in adult education theory and practice.

2. Facilitators must have verifiable experience in facilitating outdoor experiential learning activities with a physical element; this includes experience handling safety procedures, and the possibility of group failure;

3. All facilitators must be sufficiently familiar with the federal government and the work of the State Department to be able to put the concepts presented into a proper context; past performance in training for the U.S. Government is highly desirable; (offsite coordinator will provide additional information to help provider understand the audience and course coordinators will provide relevant Foreign Service context when possible at the offsite.)

4. Payment for each session will be made upon successful completion of that session and upon receipt of a proper invoice submitted to the Budget and Management Office of the Foreign Service Institute;

Period of Performance

Period of performance of this contract shall be a base year on or about August 1, 2013 to July 31, 2014 plus 4 option years. The final number of training sessions will be determined by the number of classes held for each program per fiscal year. Contractors will not be used for every class, but at times, class size and Foreign Service Institute staffing will require the use of one, or possibly more, contractors per offsite. Below dates represent the currently planned class schedule for FY14. Specific offsite dates will be finalized with the offsite coordinator in advance. There are approximately 15 courses annually.

All dates are subject to change and additional sessions may be scheduled on an as-needed basis. Should it be necessary to cancel or postpone one or more of the training sessions, the contractor will be given a minimum of two weeks' notice prior to the scheduled start of that training session, and in the case of cancellation, will be paid only for actual documented costs incurred in preparation for the training session. In the case of postponement, the contractor will be reimbursed only actual documented costs that cannot be deferred until the rescheduled session(s).

For subsequent years, class dates will be announced prior to the beginning of the fiscal year.

Special Instructions to the Offeror

- Proposal should be inclusive of preparation time, both individual time and group preparation (calls/in-person meetings), which will decrease with the frequency of delivery. Offsite Coordinator is primary government contact and will be available for question by e-mail or phone. Government preparation plan as follows:

o FSI/Offsite Coordinator will deliver design documents to contract facilitator no later than 2 weeks in advance of program;

o Offsite Coordinator will schedule a meeting/conference call to answer questions;

o Offsite Coordinator will schedule a program/activity run through in advance of the program (if needed);

? For one-day program, this is the only scheduled run-through

? For two-day program, the first half a day is for program set-up and run-through and will be included in proposal bid, additional time may be arranged with Offsite Coordinator if needed.

- Proposal should be inclusive of travel time and cost, with the following consideration:

o Two and a half-day program: meals provided (day 1: dinner; day 2: B-L-D; day 3: B-L) o Two and a half-day program: hotel room will be paid directly by government as part of the facility contract, and not to the facilitator; incidental expenses in hotel will be paid by offeror, and will not be reimbursed.

o One-day program: lunch is provided

- Offsite location is variable, and can range from a 30 minute drive to 2 hour drive from Arlington, VA.

This is also subject to change in future.

o One day offsite is closer to Washington, DC o Two-day offsite is farther away

- Facilitators certified in Meyers-Briggs Type Indicator (MBTI) preferable, not required.

- Evaluation Committee may schedule interviews to speak about proposals.

Government Provided Property

The U.S. Government will provide the following material and supplies:

• The program will be conducted at an offsite location selected by FSI. Transportation for all FSI staff and students will be provided by FSI, facilitator is responsible for personal transportation (non reimbursable) or may drive with offsite coordinator and other staff from FSI;

• The government will provide up to two night's lodging for the facilitator at the overnight offsite location; meals for both the overnight program and the one day program are provided by government;

• Activity equipment will be provided by the government; this includes any specialized equipment to run an activity; ropes, buckets, throwable items; puzzles; tarps; bungee cords; pvc piping; other materials (not an exhaustive list); facilitator is not expected to bring items required for any of the activities;

• Routine classroom supplies including whiteboards, flipcharts, markers and erasers will also be provided for breakout rooms;

Quote will include:

Resume highlighting outdoor experiential learning experience.

TASK PLAN - Training and Technical Coordinator for Offsite Program

Training and Technical Coordination assistance is requested by the U.S. Government to assist with the outdoor teambuilding and leadership programs for Foreign Service Officers and Foreign Service Specialists. These programs are delivered as part of new employee orientation to the State Department and the Foreign Service, and are either a one- or two-day event for students, depending on the audience. The team building and leadership programs are held "offsite" and away from the classroom, at a facility outside of Washington, D.C. area. The programs require transportation of equipment and materials and, once at the location, set up and break down. The U.S. Government seeks qualified individuals who can help us perform these functions.

For more information on the five FSO career tracks, please visit this website:

Foreign Service Specialist (Specialists) Orientation is a three-week program, with the offsite normally during the second week. Like the FSO Orientation, this program is devoted to helping new Specialists better understand the overall organization in which they work, the terms of their employment and the competencies needed for success in the organization. New Specialists join the service in one of twenty-two specialties that fall into a number of categories. Specialists will spend their entire career within their chosen career track, and like FSOs, will leave training to take assignments overseas in U.S. embassies or consulates, working in highly team-focused environments.
