Questions and Answers Offsite Facilitators and Logistics Solicitation SFSIAQ13Q0020

1. How many facilitators are requested?

The number of facilitators will vary per class offering and is completely dependent on class size, which is driven by federal hiring trends. It could be as many as 4 or as few as 1 or none per class. The government intends to maintain a list of qualified facilitators who are called on when needed.

2. How many technical assistants are requested?

The intent is one technical assistant per class offering. The government intends to maintain a list of qualified technical assistants who are called on when needed.

3. Is there an incumbent; if yes, what is the award # and the incumbent's name?

There is no incumbent.

4. Does FSI anticipate a single award or multiple awards?

Multiple Awards

5. Who is the incumbent for SFSIAQ13Q0020 Offsite Training Facilitators and Logistics?

See # 3

6. Under the "Special Instructions to the Offeror" it states "Offsite location is variable, and can range from a 30 minute drive to 2 hour drive from Arlington, VA. This is also subject to change in future." We currently run a training site in another state, we believe our training site, training experience and staff are ideal for this program, would our training site distance from Arlington disqualify us from the bid?

Program location is determined by the government, is variable (determined by a separate contract), and subject to change. Location will always be within a few hours’ drive, or approximately 50 – 150 miles, from Arlington, Virginia for the overnight program, closer for the day program.

7. Should I fill out the entire application and complete the Cycletime Puzzle exercise or is there any less cumbersome method to offer my services as a sort of adjunct trainer.

You must submit a complete quote as outlined in the solicitation.

8. May I use government employees as references?

Yes

9. Pricing: p. 5 indicates you want pricing per day. p. 4 does not. Do you want pricing per day for the Facilitator work or do you want pricing for the 1 day and for the 2.5 day programs?

Your pricing should be listed as a daily rate in section B. If you work 2.5 days you will be paid your daily rate times 2.5 days.

E.g. Daily rate of $10.00 x 2.5 days = $25.00.

10. My colleague and I are able to meet the requirements for the Facilitation work. Should I put in references for each of us and price for both of us together, indicating it is for 2 people? Or should I just put in pricing for 1 of us, indicating that 2 are available.

Proposals should include references for the organization/company, along with names of staff and their credentials. Pricing should be for one facilitator, and if two are needed, the government will pay for each. Sub-contractors after-the-fact must be approved by COR.

11. Do you have the anticipated dates for the year? Since you will not be using all the awardees for all programs, I'm assuming you will check with people’s calendars if you need them to see if they have dates available?

Class schedules are planned according to federal fiscal year, and are subject to change. Class size will drive the need for outside facilitators, and class size is usually determined in the weeks or months prior to class start date. When facilitation or logistics services are needed, the government will check dates with providers in the lead-up to each class. The government can provide dates at the beginning of the fiscal year, with understanding that it is not a guarantee of work, and dates are subject to change.

12. What is the anticipated # of times you will be using each facilitator awardee? Are there approximately 15 classes of each program/year?

There is potential for 11 classes total for the year – that is a combination of the one and two day programs. The number of proposed courses is subject to change or cancellation. Available work will be rotated fairly between all awardees holding a BPA.

13. I was concerned when reading that contractors must do heavy lifting. What does this entail?

Facilitators are expected to pitch-in with the set-up, break-down and clean-up of equipment. This may include lifting items such as, but not limited to: bundles of PVC piping, bins of materials, platforms or other assorted equipment. Weight can vary from 1 or 2 pounds up to 40. Heavier items will be team lifted.

Logistics contractor will be required to be able to lift equipment within the same weight range.

14. Is there an incumbent? If yes, what fee was s/he paid for each course?

See #3.

If we were to provide you with the range, it would actually impair competition. You may perform your own market research or consult with colleagues to determine what rates are competitive. In essence we do not set the rates; they are set by the market.

15. Page 1, Block 17. What is needed for the "code" and "facility?"

This is your name (company) and address.

16. Page 1, Block 23 and 24. How does "unit price" and "amount" differ from Section B?

Unit Price is your Daily Rate described in section B.

There is a typo in Section L, Instructions. Block 23 and 24 may be disregarded. Please use Section B for your pricing.

17. Section B. Can I apply for the CLIN 001 (Facilitator) and CLIN 002 (Logistics/Technical) with one combined proposal or do I need separate proposals?

They may be submitted together, however proposals must be clearly written so facilitator and logistics/technical qualifications can be evaluated separately and awarded independently, if needed.
