About this file
This is an Amendment of Solicitation/Modification of Contract and associated proposal template for a real estate lease opportunity issued by Naval Facilities Engineering Systems Command Northwest. Amendment One, effective March 17, 2026, modifies Solicitation N4425526RP00018 (originally dated January 16, 2026) to replace Attachment F and correct the lease term language from "1 Year Firm Term, 9 One-Year Renewal Options" to "5 Year Firm Term, 5 One-Year Renewal Options" as reflected in Section 1.1 of the solicitation. The amendment also notifies offerors of pre-proposal inquiry questions and responses that were received during the pre-proposal phase.
The solicitation seeks proposals for warehouse and light industrial space totaling approximately 10,000-20,000 square feet to support Navy operations at Silverdale, Washington. Proposals must be structured on a 5-year firm term with five optional 1-year renewal periods and include pricing for base rent, taxes, tenant improvements, FSL security, operating expenses (maintenance, janitorial, utilities), and parking. The Government requires space with high-bay warehouse capability (250 pounds per square foot floor load, up to 4-pallet racking heights), ancillary office and administrative areas for 10-25 personnel, specialized rooms (communications/data room, break room), 120 PSI low-pressure air capability, and security fencing with controlled access. Offerors must comply with federal, state, and local building codes, seismic compliance standards, OSHA lighting minimums, and complete the NEPA environmental review process before lease execution. Offerors acknowledged receipt of the amendment and must return signed copies to the Naval Facilities Engineering Systems Command Northwest at the specified address.

Question DoN Response
Is the seismic compliance form required for new construction, or will a narrative as to how the property will meet suffice?
Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Narrative will suffice.
Can Offeror's propose alternative term structures than the advertised 5-yrs with 5 1-yr options? Please reference section 1.4 of the SFO.
Do the Government termination rights apply solely to the 1-yr renewal options, or can the Government terminate during the initial 5-yr term as well?
"The Government may terminate this lease without cost and in the best interests of the Government, in whole or in part, providing one hundred and twenty (120) days’ written notice to the Offeror." Please reference section
1.4. of the SFO.
Is the Reps & Certs exhibit required if a SAM Registration is in process or complete?
Yes, the reps and certs are a required element for the proposal to be considered complete, regardless of sam.gov registration status.
Is 208 3 Phase sufficient for warehouse buildings 10k-20k square feet? Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations as applicable.
400 amps sufficient for warehouse buildings 10k-20k square feet? Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations as applicable.
If HVAC is on roof with no stairs what is required for security?
Any entrance, such as maintenance doors or ladders must be controlled/locked to prevent unauthorized access.
Room sizes Public area, meeting room, office space, computer room, possible layout sketch would help for permitting and TI estimates?
"The Offeror shall design and propose a layout that optimizes functionality, details space utilization and finishing elements, and complies with applicable federal, state and local building code. The proposed layout should accommodate the requirements as described in Attachment A while ensuring efficient workflow, accessibility and safety." Please refer to section 1.1 of the SFO.
What type of Parking design would be needed if multiple buildings are being proposed?
“The Offeror should include parking that meets local government code requirements and/or provide a minimum of one parking space for every 1,000 SF of rentable space. Space must be able to receive daily business mail and packages during the business week.” Please refer to section 1.1.C of the SFO.
Does there need to be office spaces in every building if building multiple 10k-20k square feet buildings?
“Ancillary space is required within or adjacent to the warehouse to support occupancy for 10-25 Government personnel. Such space may be located within the warehouse or in separate interior or exterior structures and must be climate controlled.” Please refer to section 1.1.A of the SFO.
3.1 item 1 wall detail steel stud 5/8" sheetrock ok? Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations as applicable.

NEPA has a reputation for slow response? Is there a time limit for their action to respond? If we have occupancy for local jurisdiction, can we start collecting rent and be paid for TI's? There is a lot of info for NEPA to respond very slowly.
“The Government will not proceed with Lease execution until the NEPA process is complete as evidenced by the Government’s issuance of a completed Categorical Exclusion (CATEX), Environmental Assessment or Environmental Impact Statement.” Please see section 8.4.F of the SFO for additional environmental due diligence information.
N4425526RP00018 Pre-Proposal Inquiry Questions and Responses
What are the security fence set-backs for structures inside the security fenced area?
What are the set-backs or clearance requirements for the outside perimeter of the fenced area from neighboring structures, trees, slopes, etc? Should the security fence be recessed from the property line to ensure that no future structures or trees infringe into the required security clearance area from neighboring properties?
Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations as applicable.
What are the lighting standards for the security perimeter and what are the lighting requirements inside the secured perimeter around the buildings and in the parking lot? Does security lighting need to be installed around the security fence?
Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations as applicable.
Please confirm the maximum actual height of racking (feet/inches). Attachment A notes 'maximum height of 4 pallets height' but there are varying rack heights available.
Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations as applicable.
Please confirm the type of material that will be stored including IBC classification. Plastic, wood, metal. All types of each. No hazmat for warehouse spaces. Expect hazmat for light industrial spaces. Government will provide storage lockers.
Attachment A notes heavy racking but does not qualify the maximum potential racking weight per rack instance. Please confirm "8,000lb per 8' shelf"; is that per 8' length, depth, height?
Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations as applicable.
If an existing warehouse is unable to satisfy the Navy's maximum height (dimensional) racking requirement, will the Navy entertain existing spaces that have lower rack capabilities (eg: 16' maximum height).
Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations as applicable.
Please confirm if the any racking will be greater than 12' in height. Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations as applicable.
Will an existing warehouse floor that is less than 6" thick but found to be capable of withstanding the minimum 250# floor load capacity (via core and engineering analysis), will that existing floor be acceptable or will full replacement be required?
Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations.
Please confirm the requirement to provide NRC 0.60 ceilings in warehouse spaces.
Is it the intent to provide finished ceilings (acoustical ceiling tile, other) in warehouse areas?
It is not the Government’s intent to require finished acoustical ceiling systems (i.e., ACT) throughout general warehouse areas. Standard open warehouse construction is acceptable for primary storage use. The NRC .60 requirement applies to occupied office, administrative, conference, and similar personnel spaces where sound control is appropriate. It does not apply to high-bay warehouse storage areas unless specifically identified otherwise.
Per UFC 4-010-01, the warehouse spaces are understood to not qualify as Inhabited spaces. Inhabited spaces attached to warehouses are noted as Adminstrative; please confirm if the break room and other rooms in Attachment A qualify as Inhabited spaces with referenced to UFC 4-010-01.
Please note, UFC 4-010-01, DoD minimum Antiterrorism Standards for Buildings, defines an inhabited building or portion of the building as one that is routinely occupied by 11 or more DoW personnel. Therefore, administrative spaces and other similarly occupied rooms should be evaluated under this criterion. Therefore, this reference should be considered within its proper context, as the definition is intended for the protection of personnel and is not related to temperature control or space requirements criteria.
Does the Navy have a preferred push back racking system? We intent to base the preliminary push back racking layout with nominal 8'-4" wide (2 pallet wide) racks. Rack depths (2, 3, 4 pallet) will vary depending on the existing building dimensions. Please see prior questions regarding rack heights.
No
If multiple buildings on one site are to be offered in our response, will each building be required to be provided with the 120 PSI low pressure air? If one of the offered buildings is less than 10,000sf, would that building be exempt from the preferred low pressure air request?
Proposals must meet (or explain how they will meet) all minimum requirements outlined in the SFO for consideration. Site specific questions may be addressed during TI negotiations as applicable.
Attachment A lists a Communication Room under room-by-room requirements but also states a Data Room under minimum temperature requirements. Is the Data Room presumed to be included in the minimum 100sf Communication Room area?
Is there a specific area/size for the Data Room? Can the Data Room and Communication Room be one in the same or are they required to be separate?
The minimum footprint for the Communications Room should be 10x10. The rooms can be colocated provided there is 3' of access in front and rear of each lockable cabinet and wall panel. Please refer to Attachment A (Warehouse Requirements) for additional details.
Can the Navy provide additional information regarding the preferred electrical requirements, as the loads indicate a higher use than warehouse storage and accessory spaces.
The base requirement is for a general warehouse with typical warehouse electrical needs. Since this solicitation also includes a light industrial option and if that option is exercised, additional electrical capacity above standard warehouse levels would be required to support equipment and operational functions. The higher loads referenced are associated with that potential option. We would like offerors to propose standard warehouse configuration for the base requirement and identify any additional infrastructure needed to support the optional light industrial use.
