If a contract reference includes both food and catering services, that reference may count as a reference for both types of services. However, the performance of the food and catering services will be evaluated separately.
A reference is considered recent if performance occurred during the five (5) years preceding the date of issuance of this solicitation.
Relevance will be determined by a comparison of the scope, size and complexity with the requirements set forth in this RFP.

SECTION M - EVALUATION FACTORS FOR AWARD
SECTION M – Evaluation Factors for Cafeteria Food Services Selection:
M.1 Basis for Award All proposals received will be fairly considered and award will be made in accordance with the evaluation criteria in this RFP. Award will be made to the Offeror whose proposal contains the combination of the price and non-price factors offering the best overall value to the Government utilizing the best-value process. Best-value will be determined by comparing technical proposals with the technical requirements set forth in this RFP, by determining a confidence level for past performance, and then by considering price. The Government reserves the right to make an award to other than the lowest priced offeror or to the offeror with a higher-rated evaluation based on non-price factors if the Contracting Officer determines that to do so would result in the best value to the Government and explains why the price premium is justified. All non-price evaluation factors, when combined, are significantly more important than cost or price.
M.2 Evaluation Factors Each written proposal will be evaluated against the three factors listed below. GAO will use the information provided in the offeror’s written proposal submission and responses to discussion questions or clarifications, if applicable, in conducting the evaluation of:
• Factor 1 – Technical Proposal o Subfactor 1 – Technical Approach o Subfactor 2 – Management Approach
• Factor 2 – Past Performance
Document Number: 05GA0A25R0001 Page 9 of 46 o Subfactor 1 – Food Service
• Subfactor 2 – Catering Services
• Factor 3 – Price The government will evaluate each offeror’s proposal against the evaluation factors listed above using the evaluation criteria in the Basis for Award section of this document.
The relative weight of the factors are as follows: Technical Proposal and Past Performance are of equal weight relative to one another.
Each of the non-price factors are more important than price, and the non-price factors, combined, are significantly more important than price.
If offerors’ proposals are determined to be relatively equal with respect to all non-price evaluation factors, or when cost is so significantly high as to diminish the value of the technical superiority to the government, price may become the determining factor in the award decision. In sum, cost/non-cost trade-offs will be made. Offerors are encouraged therefore to offer the government a sound technical proposal supported by competitive pricing.
GAO will evaluate proposals using the “Best Value-Tradeoff” method. The Government intends to award a contract resulting from this solicitation to the responsible offerors whose proposal(s) represents the best value after evaluation in accordance with the factors and sub-factors in the solicitation.
The Government may reject any or all proposals if such action is in the Government’s interest. The Government may also waive informalities and minor irregularities in proposals received. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of quotations in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. To be accepted and eligible for evaluation, proposals must be prepared in accordance with, and must comply with, the instructions given in this RFQ.
The price for catering services will be evaluated for reasonableness. Ratings for Factors 1 - 2 will be based on the significant strengths, strengths, weaknesses, significant weaknesses, and deficiencies of the offeror’s approach as demonstrated in its written proposal.
Assigned ratings for each individual non-price factor will reflect the consensus developed by the evaluation panel’s assessment of the offeror’s demonstrated ability based on the content of the offeror’s proposal.
Proposals must clearly and fully address the requirements in accordance with the following instructions and evaluation criteria:
M.3 The factors for selection are as follows:
M.3.1 Factor 1: Technical Proposal The Government assesses the offeror's capability to perform specified requirements under the contract by evaluating the offeror's technical approach and management approach. Subfactor 1 - Technical Approach is considered comparatively equal to Subfactor 2 - Management Approach.
M.3.1.1 Subfactor 1-Technical Approach. The Government will evaluate the offeror's proposed technical approach to meeting the food service and catering requirements.
Food Service and Catering Requirements. GAO shall evaluate the extent to which the offeror's technical approach demonstrates the offeror's ability to meet the contract requirements for both food service and catering operations. Evaluation will also include the extent to which the offeror's technical approach demonstrates a clear understanding of all tasking areas.
Fair Market Value. GAO shall evaluate the soundness of the offeror's approach to determining the fair market value of prices for products offered.
Quality Control. GAO shall evaluate the effectiveness, efficiency, completeness, and soundness of the offeror's quality control process to control and monitor the quality of services required by the contract with emphasis on customer service methodology, food preparation, and overall facility and product sanitation.
Staffing Plan. GAO will evaluate the extent to which the offeror's proposed staffing plan will ensure contract requirements are effectively met.
Plan for Financial Accounting. GAO shall evaluate the extent to which the offeror's plan for its food services' financial accounting will ensure proper accounting of food service receipts and expenditures.
Preventative Maintenance Plan. GAO shall evaluate the extent to which the offeror's technical approach will minimize repair costs and maximize useful life of equipment.
Example of Sample Menus. GAO will assess the contractors sample menus of both breakfast and lunch. This will give the government samples of menu cohesiveness to evaluation options in menus that can meet both dietary restrictions (vegan, keto etc.) and innovation for any unforeseen circumstances that may come up or flexibility with customer recommendations.
Menu Prices. GAO shall evaluate the offeror’s menu prices and portions, and standard unit of measurement price, and how it reflects service level requirements. The price and portion book is complete and lists menu portion, price, and standard unit of measurement price. Each category of the Menu Portion and Pricing comparison is consistent with service level requirements. The overall pricing and portioning structure reflects service level needs and is advantageous to the government. The proposal contains a description of policies on procurement procedures, discounts, inventory controls and quality assurance.

M.3.1.2 Subfactor 2 – Management Approach. Evaluation will be based on the offeror's demonstrated approach to, and procedures for, managing and controlling the services identified in the PWS. Evaluation will also be based on the offeror's understanding of, approach to, and procedures for managing requirements to ensure all contract requirements and tasks are completed in a satisfactory manner.
The management approach evaluation will include consideration of the following:
Staffing. GAO shall evaluate the offeror's ability to recruit, retain, and replace staff in order to provide qualified personnel to effectively support the work requirements initially and over the life of the contract. This will include evaluating the offeror's plan for providing replacement/backup personnel.
Key Personnel. GAO shall evaluate the resumes of the offeror's key personnel, and letters of commitment to determine the qualifications and experience of the individuals proposed to staff its organization. The key personnel under this contract are the Chef and the Food Service Facility Manager.
Transition Plan-GAO shall evaluate the offeror's ability to timely and seamlessly begin providing full services following contract award taking into account any proposed equipment or space modifications.
Teaming Plan/Subcontracting Plan-GAO shall evaluate the offeror's proposed plan to coordinate work among teaming partners and/or manage subcontractor(s), if any.
Corporate Support-GAO shall evaluate the offeror's proposed plan for providing support at the corporate level to ensure that contract requirements are met.
M.3.2 Factor 2: Past Performance This section applies to both Subfactor 1 – Food Services and Subfactor 2 – Catering Services.
Subfactor 1 – Food Services is considered comparatively equal to Subfactor 2 – Catering Services.
For both subfactors listed above, the Government will evaluate the offeror’s recent (within the past 5 years from date of posting) past performance to determine its relevance (as to size, scope, and complexity) to the Government’s current needs, and the quality of that performance.
In evaluating the offeror’s past performance record, the Government will determine a confidence rating for each subfactor based on the Past Performance Narrative included in offerors’ proposals, as well as the required corresponding completed Past Performance Questionnaires (PPQs). The two subfactor confidence ratings will then be combined into an overall past performance confidence rating.
Each cited contract is evaluated as to size, scope, and complexity, each receives its own relevancy rating. Each cited contract receives a quality rating based on the PPQ for the cited contract. As a supplement, the Government may, but is not required to, obtain information from the Contractor Performance Assessment Reporting System (CPARS) as well as other Government reports, and the Government’s own knowledge. The Government will consider offeror’s past performance as an entire team (where primes propose with subcontractors or in partnerships) or on an individual basis for offerors proposing on their own. The Government will evaluate the role(s) of predecessor and/or corporate affiliate firm’s roles, and to what extent the similar expertise and entities will be performing the current requirement. However, each offeror shall receive only one past performance/experience confidence rating.
More relevant past performance and experience may have greater impact on the past performance and experience rating.
The Past Performance Questionnaire (PPQ) Tracking Record is the Offeror's documentation of the PPQ process. A PPQ Tracking Record must be included for all distributed questionnaires and is a 1-page addition to the 2-page narrative.
Offerors without a record of relevant and recent past performance or for whom information is not available will receive a neutral (neither favorable nor unfavorable) past performance rating. Past performance references that do not have both a narrative and a Past Performance Questionnaire will not be evaluated and will receive a neutral rating for the particular past performance.
M.4 Factor 3: Price Price reasonableness for catering services will be determined based on a comparison of offerors' completed pricing schedules (Attachment 4) and the independent government cost estimate.
For food services, offerors are advised that the various classes of service employees who will be employed in the performance of the contract awarded under this solicitation must be paid the minimum monetary wage and shall be furnished fringe benefits shown on the attached Wage Determination No. 2015-4281, dated July 22, 2024 (Attachment 5). This determination was issued under the provisions of 41 U.S.C. chapter 67, Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). The wage determination, issued under the Service Contract Labor Standards (41 U.S.C. § 6701, et seq.) by the U.S. Department of Labor, current on the anniversary date of a multiple year contract or the beginning of each renewal option period, shall apply to this contract.
