About this file
This is a Questions and Answers document (Amendment 0001) for RFP 05GA0A25R0001 regarding food service operations at GAO Headquarters. The document addresses 19 questions from potential offerors about operating the GAO cafeteria and providing catering services.
Key details revealed include: there is currently no incumbent contractor (previous contractor was I.L. Creation of Maryland, Inc.); no site visit is required; the cafeteria has been closed since 2019 due to the pandemic; current building occupancy is 600-700 people Tuesday-Thursday and 400-500 Monday/Friday; staffed catering events range from 20-500 people with typically one week advance notice; PPQs must be submitted directly by references with a maximum of 6 PPQs allowed (3 for food service, 3 for catering); parking is limited to 2 spaces; the cafeteria is not open to the public; and the contract will begin after completion of the transition period. Historical data shows approximately 578 breakfast and 667 lunch patrons daily in 2019, though current occupancy patterns may differ. The government cannot guarantee future occupancy levels and states that while equipment has been non-operational since 2019, it should be in working order.

Request For Proposal - 05GA0A25R0001 – Amendment 0001 Questions and Answers
Food Service
Question 1:
In order to provide a thorough proposal, would it be possible to visit the space?
Answer 1:
No site visit is required for this requirement. Please see attachment 3 - GAO HQ-1 Cafeteria Plan for your planning purposes.
Question 2:
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services? If not brand new, could you please provide the current / previous contract number?
Answer 2:
Currently, there is no incumbent contractor performing these services. The previous contract holder was I. L. Creation of Maryland, Inc. Contract number GAO-15-CO-0005.
Question3:
I see the financial data from 2018-2020 however it would help tremendously to view 2022 or 2023 if available. There is a big difference between 2019 & 2020 for obvious reasons however I've seen numbers increase in the industry in 22'/23'.
Lastly would you be able to advise on a timeframe for an RFP would come out?
Answer 3:
The cafeteria has remained closed since the pandemic started. Therefore, there would not be any financial data for the years of 2022 and 2023. The RFP is out and was posted on www.sam.gov under Notice ID 05GA0A25R0001 on November 20, 2024.
Question 4:
I would like more information about that contract, I'm a SDVBO (Small Disabled-Veteran Business Owner). So maybe I could send up a proposal and see what type of food I can provide.
Answer 4:
All details for the Solicitation has been posted on www.sam.gov under Notice ID 05GA0A25R0001. All amendments to the Solicitation will also be posted on www.sam.gov.
Question 5:
Can the Government provide any specify evaluation criteria that will be used for making an award decision?
Answer 5:
The evaluation criteria are in Section M of the Solicitation.

Question 6:
Do the PPQs need to be submitted by the offeror with the proposal submission or do the PPQs need to be submitted directly to the Government by the organization providing the PPQ?
Answer 6:
As described in L.1.11.2, Completed PPQs shall be submitted directly by the reference/organization not later than the due date for the proposal to the Contract Specialist, Alethea Moody at moodya@gao.gov, the Contracting Officer, Adrienne R. Washington at washingtona@gao.gov, and the Alternate Contracting Officer Ada Williams at williamsa2@gao.gov.
Question 7:
Is there a minimum or maximum number of PPQs requested?
Answer 7:
There is a maximum of 6 PPQs. Offerors must ensure that PPQs submitted are for the same contracts cited as references in the Past Performance Narratives. There is a maximum of 3 Past Performance Narratives demonstrating past performance in food services, and a maximum of 3 Past Performance Narratives demonstrating past performance in catering services. If a contract reference includes both food and catering services, that reference may count as a reference for both types of service. A completed PPQ is requested for each contract/order references in the Narratives, so there is a maximum of 3 PPQs for food services and 3 PPQs for catering services. PPQs are to be sent to each reference for completion.
Question 8:
Will the basis for this “Firm Fixed-Price” contract be based on the information provided in the pricing schedule file: “Pricing Schedule_112024.docx”
Answer 8:
The basis for award is within Section M of the Solicitation. The Pricing Schedule file Pricing Schedule_112024.docx” is the pricing schedule that will be used for the Firm-fixed Price (Catering Services) part of the contract.
Question 9:
The cafeteria layout that was provided in file “GAO HQ-1-Cafeteria112024.pdf” did not show the specific equipment available. Does the Government have a listing of exiting equipment in operation withing the cafeteria? (Perhaps with make, model, serial number, and date procured)
Answer 9:
Please see attachment 6 – GAO Kitchen equip.
Question 10:
Since 2020, has all of the equipment been maintained, in use and fully operational?
Answer 10:
The cafeteria has been non-operational since 2019. However, GAO believes that all the equipment should be in working order.
Question 11:
Does the Government know the date the facility was last inspected by the health department?
Answer 11:
No.
Question 12:
Is there an existing incumbent running the facility today? Or will this be a new food service offered since the return of staff after Covid-19?
Answer 12:

The solicitation states that on average, there are currently approximately 600-700 occupants in the building on Tuesday, Wednesday, and Thursday. And on Mondays and Fridays there are currently 400-500 occupants. Does the Government anticipate that these number will remain roughly the same over the base and two option periods?
