About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for a Laboratory Information Management System (LIMS) Modernization project. The solicitation is a 100% set-aside for small businesses under NAICS code 513210, with a total of 214 required features. The contract will be for a base period from 11/17/2025 to 11/16/2026, with four potential one-year option periods through 11/16/2030.
Key details include a response due date of 09/24/2025 at 11:00 ET, with potential contract award on or after 09/09/2025. The solicitation requires offerors to provide a comprehensive LIMS solution involving software installation/configuration, user licenses, maintenance, instrument integration, off-site consulting, and data migration. The evaluation will be conducted using a comparative method, with Factor 1 (Technical Capability) being more important than Factors 2 (Past Performance) and 3 (Price). Offerors must complete a features questionnaire, participate in a technical demonstration, and provide a technical capabilities quote to be considered for award.
