1. GENERAL INFORMATION

This notice constitutes a combined synopsis and Broad Agency Announcement (BAA) for the acquisition of research and development (R&D) in accordance with Federal Acquisition Regulation 35.016, “Broad agency announcement,” as supplemented with additional information included in this notice. No other solicitation will be issued. Only the information provided in this notice is available.

Requests for other forms of solicitation shall be disregarded.

The Weapons System Sustainment System Program (WSSP) is exploring the application of emergent technologies and commercial or other innovative business practices to develop new capabilities and improved Defense Logistics Agency (DLA) processes to sustain Department of Defense (DOD) weapon systems. WSSP seeks to develop and demonstrate capabilities with beneficial application across one or more DLA Major Subordinate Commands (MSCs) or HQ Process Owners.

Offerors are encouraged to propose innovative solutions within the scope of the WSSP. Equal consideration will be given to all approaches that enable improved processes aligning with the DOD and DLA Director’s Strategic Initiatives.

mailto:Latoya.Coney@dla.mil mailto:RandD.DCSO@dla.mil

This WSSP BAA will remain open for five (5) years from the date of original posting (though August 28, 2024) and will have a one-time initial closing date of September 30, 2019, for receipt of proposals;

the BAA will be published on BetaSAM at https://beta.sam.gov/. The Government anticipates awarding multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, called “Partner Contracts,” as a result of this BAA.

Proposals submitted under this BAA shall describe a potential Short Term Project (STP) that the Government will initially use for evaluation purposes only. Award of a Partner Contract as described below will be based on evaluation of the submitted potential STP.

Each entity (Partner) awarded a Partner Contract will be awarded a task order for partnership activities that includes travel to meet with the other Partners to form a “Weapon System Sustainment Partnership” whose purpose is to collaborate with the WSS Program Manager (WSS PM) and each other to identify problems and achieve improvements with measurable results in the business processes that support weapon systems sustainment.

Each Partner may also receive additional task orders for STPs, which may or may not include a task order to execute their initial projects proposed in response to this BAA.

For additional information pertaining to Partners please see Section 4 of this BAA, “Program Information”.

The Government reserves the right to select all, some, or none of the submitted proposals for award. The primary basis for selecting proposals for acceptance will be technical, importance to agency programs, and fund availability. Cost realism and reasonableness will be considered to the extent appropriate.

Partner Contracts awarded from this BAA will be for a one-year base period and four one-year option periods. These contracts will include two Contract Line Items (CLINs), although the second CLIN may not be initially funded:

CLIN 0001 Partnership Participation

CLIN 0002 Short Term Projects (STPs)

The Government intends to award only cost-reimbursable type IDIQ contracts under this BAA.

Proposals based on any other type of contract will NOT be considered. However, the Government reserves the right to award another type of contract at its sole discretion.

To be eligible for award for a WSSP Partner Contract, prospective offerors must meet minimum standards of responsibility set forth in Part 9 of the Federal Acquisition Regulation (FAR).

Once proposal evaluations are completed, each offeror will be notified whether or not their proposal was selected for award. Proposals not selected for award will be destroyed.

In a separate process to occur after the initial proposal and Partner Contract award process, the government intends to reopen the BAA to accept white papers for potential STPs from Partners, and possibly from others, that identify problems and present achievable improvements with measurable https://www.fbo.gov/ results in the business processes that support weapon systems sustainment. A white paper is an abbreviated document (limited to 5 pages) in which a submitter shall describe a technical R&D concept.

If such a technical concept is deemed by the Government to be of interest, the Government may request a full cost and technical proposal. Full proposals submitted through this white paper process may result in additional WSSP contracts—either IDIQ Partner Contracts or one-time, non-partner contracts. White papers will only be accepted after the BAA is reopened. White papers will not be accepted during the time period of award of initial Partner Contracts.

2. BACKGROUND

DLA seeks interested parties to become “Partners” in the WSSP, a DLA-sponsored logistics R&D program with a mission to conduct research and development projects to provide improved capabilities and methods for delivery of parts and services to DLA’s customers. Problems addressed by WSSP are usually, although not always, associated with DLA management of weapon system parts in Supply Class IX, although the R&D solutions can be deployed to additional areas of DLA’s business processes.

WSSP projects address problems faced by the Troop Support, Aviation, and Land and Maritime MSCs and several DLA Headquarters Process Owners.

As stated in the introduction, by awarding contracts pursuant to this BAA, WSSP intends to create a set of “Partners” who will advise the WSS PM in developing enhanced DLA business processes using state-of-the-art emerging technologies and innovative business practices. These Partners will be organizations with demonstrated expertise in relevant areas of DLA business processes. WSSP’s mission will be accomplished through sharply-focused STPs, typically ranging from four months to 24 months in duration, that will be executed by the Partners and, possibly, by other contractors who submit project white papers after award of the initial Partnership Contracts (as described Section 8, below) as well. The Government’s intention is to have all WSSP Partners actively participate in scheduled meetings for the purpose of working to identify problems and develop improvements in DLA business processes that will have measurable results.

Subject to availability of funds, a total Government investment up to $7 million per year for 5 years is planned during Fiscal Years 2020-2024. This investment will be used to fund Partner Contracts and STPs.

3. SCOPE

WSSP will conduct STPs primarily, but not exclusively, in support of four DLA Key Processes:

Planning, Procurement, Order Fulfillment, and Technical/Quality.

1. Planning - process includes predicting what customers will order during defined intervals, defining what parts should be ordered in response to that projected customer demand and setting minimum and maximum stockage quantities for items with customer demand that is not amenable to accurate forecasting; e.g., low or irregular demand items.

2. Procurement - process places orders to suppliers for items in accordance with the supply plan and tracks delivery. The procurement process is central to DLA performance.

3. Order Fulfillment - process principally is focused on delivering items from suppliers or warehouses to customers when and where the items are needed. DLA maintains a system of 26 warehouses around the world that are responsible for receipt, storage, issue, packing, preservation and transportation.

4. Technical/Quality - process supports the other three processes through many different functions such as qualifying new suppliers, solving item quality problems, addressing the issues raised by counterfeit items, and assuring the availability of complete and accurate technical data to produce parts.

STPs may address other DLA processes, such as Distribution, Supply Management, or Customer Support, so long as they fall within the Technical Area of Interest described in Section 4.

4. PROGRAM INFORMATION

WSSP Structure

Each WSSP Partner will execute any R&D projects awarded to them under the guidance of the WSS PM, who is assisted by a PM Support Team. The WSSP PM and Support Team will manage all aspects of planning, execution, and reporting of the overall WSSP project portfolio, with particular attention to cost, schedule and deliverables. Each individual project will be managed by the contractor who executes that project, while the PM and Support Team will perform all coordination and management across STPs.

Partners

The period of performance for each Partner Contract will be 5 years, structured as a 1-year base period and four 1-year option periods. Partners will receive up to $25,000 per calendar year for authorized travel and related costs to attend and actively participate in WSSP meetings and other Government sponsored meetings as coordinated by the WSSP PM. Each Partner is required to bring specific technical expertise that lends itself to significant improvements to DLA processes. The purpose of Partner Contracts is to allow DLA to identify and address a wide range of candidate technologies and business practice innovations.

Meetings

The WSSP Partners will meet multiple times a year, as scheduled by the WSSP PM, to collaboratively support the WSSP PM’s efforts to identify problems and achievable improvements with measurable results in the business processes that support weapon systems sustainment.

WSSP STPs

In addition to the initial project submissions used to identify performers to receive Partner contracts, DLA will also accept white papers for additional STPs from Partners (and, later, possibly other potential contractors) as described in Section 8, below. Partners will not be compensated for developing white papers for proposed STPs. WSSP STPs awarded to Partners, will be separate task orders issued under the base IDIQ Partner Contract. Tasks Orders issued against resultant IDIQ’s will outline tasks to be performed and applicable deliverables; tasks will only be utilized in support of established research projects. All Partner proposals submitted for an STP are required to have a business case that specifies how success will be measured and a delineated path to implementation that addresses a specific DLA or DOD need.

Technical Area of Interest

As stated above, the WSSP is exploring the application of emergent technologies and commercial or other innovative business practices to develop new capabilities and improved DLA processes to sustain DOD weapon systems. The capabilities to be developed from this effort must have beneficial application across one or more MSCs or DLA HQ Process Owners.

Consideration will be given to all innovative approaches that enable improved processes aligning with the DOD and DLA Director’s Strategic Initiatives.

5. GENERAL PROPOSAL SUBMISSION INFORMATION

Offerors must submit a proposal for an R&D project of their choosing that they believe is suitable for execution by the WSSP as an STP (to be determined by evaluation against the criteria stated below).

The key business processes of interest are: Planning, Procurement, Order Fulfillment, and Technical/Quality, although others may be considered as long as the proposal falls within the stated technical area of interest. The Government intends to award Partner Contracts based upon evaluation of the submitted STP proposals. Proposals shall demonstrate knowledge, experience, and expertise in the Technical Area of Interest described in Section 4. Proposals must also provide information detailing past performance that demonstrates related efforts, achievements, technological aptitude, management support skill, and potential contribution and relevance to DLA’s mission. Resulting Partner Contracts will be basic IDIQ contracts and, as such, separate from individual STP awards. The projects submitted as proposals for evaluation for a Partner Contract award may or may not be funded as task orders under a Partner Contract. Accordingly, it is possible for an offeror to receive a Partner Contract without receiving an STP task order. Each STP proposal submitted will be evaluated separately using the evaluation criteria in Section 6.

Offerors must submit electronic proposals to the DCSO R&D Mailbox cited as the alternate Point of Contact on Page 1. The Government reserves the right to award Partner Contracts based on all, some, or none of the proposals received. This is an unrestricted acquisition. All responsible sources capable of satisfying the Government's needs may submit a proposal, which will be considered by DLA. DLA encourages industry, educational institutions, small businesses, small disadvantaged business concerns, and historically black colleges (HBCU) and universities and minority institutions (MI) to submit proposals under this BAA. However, no portion of this BAA will be set-aside for HBCU and MI participation due to the impracticality of reserving discrete or severable areas of research in this technology. For purposes of this acquisition, the small business size standard is 1000 employees and the North American Industry Classification System (NAICS) code is 541715, Research and Development in the Physical, Engineering and Life Sciences. All correspondence and questions on this BAA should be directed to the Contracting Officer POC at the top of the BAA; e-mail is preferred. Large business offerors will be required to submit a Small Business and Small Disadvantaged Business Subcontracting Plan at the time of proposal submission if proposal cost exceeds the $700,000.00 threshold. Proposals must remain valid 180 days from the date of submission.

6. EVALUATION CRITERIA FOR PARTNER AWARDS AND SHORT TERM PROJECTS

The Government reserves the right to award Partner Contracts based on all, some, or none of the proposals received. Proposals will not be evaluated against each other since they are not submitted in accordance with a common work statement. Offerors are encouraged to form teams to expand the level of technical expertise in their proposed STP, if appropriate. Evaluation of proposals shall be accomplished through a detailed review of each proposal, using the following criteria, listed in descending order of relative importance:
