PERFORMANCE WORK STATEMENT N6945025Q1003
GENERAL SUMMARY OF CONTRACT SERVICE REQUIREMENTS
The Contractor will provide silvicultural practices to the Government for a 116-acre tract located at Naval Air Station Meridian, Mississippi (NASMER) and a 108-acre tract at Outlying Field Joe Williams located in DeKalb, Mississippi (OLF-JW). The silvicultural practices sought by the Government include aerial application of herbicide to prepare land tracts for tree planting proceeded by hand planting of containerized loblolly and longleaf pine seedlings. Aerial map images of each tract accompany the solicitation as attachments. See attachment 03 titled NASMER Tract Aerial Map and attachment 04 titled OLF-JW Tract Aerial Map. In addition to the aerial map attachments offerors should also take time to review attachment 01 for a copy of the prevailing wage determination and attachment 02 for additional instructions to offerors.
TRACT #1: NASMER
Aerial spray 116 acres Plant 50 acres with genetically improved containerized loblolly pine seedlings Plant 66 acres with genetically improved containerized longleaf pine seedlings
TRACT #2: OLF-JW
Aerial spray 108 acres Plant 108 acres with genetically improved containerized loblolly pine seedlings
REQUIREMENT #1: AERIAL HERBICIDE SPRAYING APPLICATION FOR SITE PREP
The contractor will prepare the tracts for reforestation by applying 16 oz. Imazapyr 4, 128 oz. Glyphosate 4, 2 oz. Detail, 4 oz. SFM Extra, 32 oz.
MSO and 15 gallons of water per acre. The contractor will be responsible for providing all the necessary labor, chemicals, materials, vehicles and equipment required for the aerial herbicide application to the designated tracts. The contractor must submit chemical manufacturer data sheets for the herbicide mixture within 10 calendar days of contract award to be approved by the Contracting Officer before onsite aerial spraying can commence.
Only the approved herbicide mixture mentioned above is authorized for use in connection with this contract. Chemical substitutions are strictly prohibited. The contractor shall guarantee 95% coverage of the area designated with the herbicide rate prescribed for the tract. The contractor's performance will be measured against the coverage rate previously mentioned.
AERIAL HERBICIDE SPRAYING APPLICATION SERVICE SCHEDULE
All aerial herbicide applications must occur between the dates of July 1, 2025, and October 1, 2025. Any time extensions requests are strictly prohibited and will be denied by the Contracting Officer.
It is important to note that scheduling of the aerial herbicide spraying event is strictly limited to days when the installation airfields are closed to avoid negatively impacting naval flight operations. Normal flight operational hours are variable, but the contractor should prepare its proposal in a manner that can accommodate providing services on a single weekend (Saturday/Sunday) or a phased approach to scheduling in which spraying occurs across multiple weekends. In essence, the contractor can reasonably anticipate that the aerial spraying services must occur on the weekend during daylight hours and that any scheduling request involving a weekday (Monday through Friday) will likely be denied by the Contracting Officer. The contractor must submit a proposed schedule within 10 calendar days of the date the contract is awarded, and the proposed schedule must be approved by the Contracting Officer (KO) before the aerial spraying event can occur.
Private Aircraft (including helicopters) are prohibited from taking off or landing at Naval Air Station Meridian, Mississippi's McCain Airfield or its Outlying Airfield Joe Williams. All offers submitted in response to this solicitation must include verbiage that explains the offeror's takeoff and landing plans, as well as watering locations.
REQUIREMENT #2: TREE PLANTING
The contractor must provide all the necessary seedlings, labor, materials, vehicles and equipment to hand plant seedlings on the designated tracts in a satisfactory manner. The seedlings geographic seed source origin must be suitable for the specific Mississippi counties of Kemper and Lauderdale. The contractor shall guarantee 80% of the living pine trees planted are uninhibited from hardwood competition for no less than two full growing seasons. If the contractor fails to meet the least 90 percent of the trees in a satisfactory manner, the contractor will replant at his own expense.
In addition to the specifications mentioned above the contractor must also abide by the following:
-Plant seedlings only within the areas specified in the attached maps.
- Plant quality genetically improved containerized loblolly and longleaf pine seedlings at a spacing of 10' x 8' (544 seedlings per acre) with an allowable variance of +/- 50 seedlings per acre.
- Planting may be performed using hoedad, dibble bar or container plug planters.
- Seedling plugs must be kept moist prior to and throughout the planting operation. The contractor must permit the Contracting Officer or their designated representative to inspect seedling plugs.
- Seedling plugs must be planted deep enough to cover the root plug completely.
- Seedlings will be firmly packed with mineral soil to eliminate air pockets and so that they cannot be pulled out of the ground by slight tugs or minimal disturbances.
The contractor is prohibited from planting during extreme weather events. Extreme weather events are considered instances when the ground is frozen or extremely dry. The Government may permit a time extension to the contractor in the event of unusual or prolonged adverse weather events. To request a time extension for tree planting the contractor must submit a written request to the NASMER Contracting Officer and Forester specifying the number of calendar days that extreme weather conditions adversely impacted its ability to plant during the established planting period of December 15th, 2025, through March 15th, 2025, and the duration of additional time needed to accomplish the work. Submitting a time extension request does not guarantee that the Government will grant the request. The contractor is strictly prohibited from charging the Government for any additional costs that may be associated with extending the contract completion date should the Government elect to grant the contractors request for a time extension.
The NASMER Contracting Officer and Environmental Forester are permitted to inspect the contractor's work at any time during service performance.
The NASMER Contracting Officer and Environmental Forester are authorized to suspend contractor operations at any time or request that the contractor re-work deficient items that do not conform to contract specifications. Examples of deficient items include but are not exclusive to the following, planting outside of the specified dates, improper planting methods, inadequate care of seedlings, or any other manner of service performance which fails to conform to the technical specification referenced within the contract.
TREE PLANTING SERVICE SCHEDULE
The contractor is prohibited from planting trees prior to December 15TH, 2025, and must complete tree planting by March 15TH, 2026. It is important to note that the tree planting service schedule is not subject to the same weekend scheduling limitations as the aerial herbicide spraying service.
The Government's regular working hours are from 7:00 A.M. to 3:30 P.M., five days per week, Monday through Friday, except observed Federal holidays. The Government observes the following holidays: New Year's Day, Martin Luther King Jr.'s Birthday, President's Day, Memorial Day, Juneteenth Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. Contractor service performance should be accomplished within the Government's regular working hours.
Prior to tree planting services starting the contractor must provide a proposed schedule to the Contracting Officer 15 business days prior to December 15th, 2025. The proposed schedule must be approved by the Contracting Officer before tree planting services can commence.
Due to the contract terms regarding inspection and acceptance of work, requests to change an approved schedule must be submitted to the Contracting Officer no less than 10 business days prior to the anticipated service date. Advance notice of schedule revisions is essential because it affords the Government sufficient time to coordinate onsite representation to observe contractor service performance.
The Contracting Officer will approve requests to perform work outside of regular working hours when it is in the best interest of the Government to do so. Requests to work outside of regular working hours must be submitted in writing by the prime contractor to the Contracting Officer no less than 10 business days prior to the anticipated service date.
OTHER TECHNICAL SPECIFICATIONS THAT APPLY TO REQUIREMENTS #1 AND #2
MINOR MATERIALS AND WORK
Any minor materials or work not specifically mentioned herein but considered technically necessary for work performance, shall be furnished by the contractor at no additional cost to the Government. Minor material and work costs must be included in the contractor's offer.
DAMAGES TO GOVERNMENT PROPERTY AND EXISTING WORK
Any alteration of existing work shall be carried out in a manner that prevents injury or damage to Government property. Should damage occur during service performance, the contractor is legally and financially responsible for restoring the area to its previous condition. If damage to Government property occurs the prime contractor must report the incident to the Contracting Officer. The contractor shall report incidents of damage to Government property in writing and delivered to the Contracting Officer via e-mail.
If during service performance the prime contractor or a subcontracting affiliate discovers unforeseen deteriorated material of a major nature, work must stop immediately, and the contractor shall notify the Government of the discovery. The Government will determine the appropriate course of action before the contractor can resume work. If the prime contractor or subcontractor fails to follow the procedures for handling deteriorated material the prime contractor may be held financially liable for damages resulting from disturbing deteriorated material.
INSURANCE
FAR clause 52.228-5 is a contract requirement. The contractor must supply certificates of insurance within 10 days of contract award. The contractor must adhere to all insurance requirements expressed within the clause cited below.

(End of clause)
QUALITY CONTROL & SUPERINTENDENT DESIGNATION
The contractor is responsible for the quality of the work performed. A written quality control report must be submitted in writing to the Government following each service event. The reporting of work shall be identified by terminology consistent with the contractor's service schedule. Contractor Quality Control Reports are to be prepared, signed, and dated by the contractor's appointed superintendent.
Prior to services starting the contractor must submit to the Government a written designation letter identifying the contractor's on-site superintendent.
The superintendent designation letter must include the person's name, scope of responsibility, experience, qualifications, and authority to act on behalf of the contractor.
The contractor must always maintain onsite representation during service performance. If the contractor desires to change the superintendent designation or appoint an alternate, they must revise and resubmit a new superintendent designation letter to the Contracting Officer no less than 10 calendar days prior to the next service event.
ACCIDENT PREVENTION PLAN (APP)
Due to the estimated dollar value and low degree of risk involved in performing the contracted service requirements, the contractor is permitted to submit an abbreviated accident prevention plan, in lieu of a fully developed APP. Instructions for creating an abbreviated APP can be found within Appendix A of the U.S. Army Corps of Engineers Manual, EM 385-1-1, published on November 30th, 2014. A copy of the latest version of the EM 385-1-1 can be found on the following website: https://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf
The contractor must provide safety controls for protecting the life and health of its employees and others; to prevent damage to property, materials, supplies, and equipment and to avoid service interruptions during the performance of this contract. The prime contractor is ultimately responsible for ensuring its employees and subcontracting affiliates comply with EM 385-1- provisions, OSHA regulations, and any applicable state and federal safety regulations.
Prior to services starting, the contractor must submit a written abbreviated accident prevention plan (APP), activity hazard analysis (AHA), and any applicable employee certifications or credentials that apply to the type of work being performed.
Prior to services starting, the contractor shall coordinate and schedule a meeting with the superintendent, any subcontracting affiliates, and Government personnel to discuss and develop mutual understandings relative to the administration of the silvicultural contract service requirements and the contractor's safety program.
After services start, the contractor is required to maintain accurate written records of any accident resulting in death, traumatic injury, acute injury, or occupational disease that occurs during the life of the contract.
After services start, the contractor is required to report major and minor workplace accidents to the Contracting Officer immediately after emergency care services assume responsibility for the injured party and the workplace is cleared of all safety concerns.
After services start, the Contracting Officer is authorized to notify the contractor verbally or in writing when the Government identifies instances of noncompliance with the APP, OSHA, state, local, or federal regulations. After the contractor receives a notice of noncompliance, the contractor must immediately take corrective action. Should the contractor fail or refuse to comply promptly to correct the noncompliance, the Government may issue a stop work order until satisfactory corrective action is taken by the contractor. Contractor claims for an equitable contract price adjustment claims which are the byproduct of Government issued stop work orders stemming from contractor induced safety failures will be denied.
SPILL PREVENTION CONTROL AND COUNTERMEASURE PLAN (SPCC)
The Contractor shall prevent, contain, clean up, and report all spills on Government property caused by the contractor during service performance.
The contractors spill prevention efforts must be conducted in a manner that complies with all applicable local, state, and federal laws. An SPCC Plan establishes engineering controls including procedures, methods, equipment and other requirements to prevent the discharge of oil or other environmental contaminants into or upon the surface of the ground or navigable waters ways. The contract definition of spillage is any refuse dislodged from a waste containment area and/or liquid collecting equipment that occurs during collection and disposal efforts. A template SPCC plan accompanies this procurement as an attachment.

However, should the contractor have concerns or questions regarding waste classifications encountered during service performance the contractor must immediately notify the Contracting Officer. The contractor is strictly prohibited from using chemicals or products which could be classified as hazardous waste or materials.
Non-Hazardous Solid Waste - All non-hazardous or regulated substances must be handled and disposed of in a manner that complies with Environmental Protection Agency (EPA) and Mississippi Department of Environmental Quality (MDEQ) regulations. Prior to transporting non-hazardous substances to or away from the installation, the contractor must submit a transportation plant to the Contracting Officer for approval.
