About this file
This Standard Form 30 (SF-30) Amendment 0001 provides critical updates to Solicitation N6945025Q1003 for Aerial Herbicide Spraying and Tree Planting Forestry Services at Naval Air Station Meridian, Mississippi. The amendment addresses six offeror inquiries, including key clarifications on civil aircraft landing permits, H-2B visa worker employment, project timelines, and specific contract requirements. Significant changes include allowing civilian aircraft landing with a Civil Aircraft Landing Permit (CALP), confirming H-2B visa worker eligibility with extended security processing times, maintaining the August 14th, 2025 offer submission deadline, and specifying that the contractor must purchase and plant loblolly and longleaf pine trees.
The document also establishes a second pre-proposal site visit on August 8th, 2025, at 10:00am CST, with specific instructions for installation access and security clearance. No herbicide chemical substitutions are permitted, and contractors must use the exact herbicide mixture specified: 16 oz. Imazapyr 4, 128 oz. Glyphosate 4, 2 oz. Detail, 4 oz. SFM Extra, 32 oz. MSO, and 15 gallons of water per acre. The amendment updates the wage determination by replacing Revision 26 with Revision 27 and provides detailed guidance on submitting accident prevention plans and activity hazard analyses before commencing work.

SUMMARY OF CHANGES
Solicitation/Contract Form Continuation
The following changes have been made:
Miscellaneous text in this section has been modified to:
Contract opportunity N6945025Q1003 is hereby amended to incorporate official responses to six offeror inquiries that the Government received in response to the solicitation. Each Government response supersedes earlier subject matter statements or directives. Please review the Government response to each offeror inquiry listed below and adjust offers accordingly. A complete and eligible offer will include a signed copy of the SF-1449, a signed copy of the SF-30 amendment, a plan for take-off/landing/watering (simply state in your plan if you intend to request a CALP), and complete the Past Performance Questionnaire or a CPARS evaluation as proof of past performance. All other contract terms and conditions not specifically referenced herein remain in effect and unchanged by Amendment 0001.
Inquiry #1: Will the Government allow civilian aircraft to take-off and land on a watering truck positioned inside the installation boundary marker /property line?
Government Response: Yes. The Government removed the prohibitive language previously expressed in the performance work statement. "Private Aircraft (including helicopters) are prohibited from taking off or landing at Naval Air Station Meridian, Mississippi's McCain Airfield or its Outlying Airfield Joe Williams."
The Government changed the performance work statement language to state the following, "Individuals and corporations seeking permission to land a civilian aircraft at Navy air stations or facilities must obtain a Civil Aircraft Landing Permit (CALP) prior to any landing. A CALP is a permit to use specified Department of the Navy (DoN) air stations and facilities for a specified, authorized purpose. To use these facilities, the applicant must have a permit based on a bona fide, approved purpose, adequate insurance and an executed Hold Harmless agreement. For FAQ's regarding DoN Civil Air Landing Permits, please visit https://www.cnic.navy.mil/Operations-and-Management/Base-Support/DoN-Civil-Air-Landing-Permits/. The Government recommends that interested offerors review Official Government Regulation 32 CFR 766 "Use of Department of the Navy aviation facilities by other than United States Department of Defense Aircraft" in its entirety. To read 32 CFR 766 in full text format please visit, https://www.
ecfr.gov/current/title-32/subtitle-A/chapter-VI/subchapter-G/part-766.
The Government intends to grant a CALP in connection with contract opportunity N6945025Q1003 as so long as the requestor meets the conditions required for obtaining a permit as outlined in 32 CFR 766. Positioning watering locations on runways or taxiways at McCain Airfield or Outlying Airfield Joe Williams is not allowed but the Government will designate a suitable area within the installation boundary/property line that is easily accessible and within close proximity to each land tract.
The Contracting Officer will supply the award recipient with all template forms needed to submit a CALP request, as well as help facilitate routing the request to Naval Air Station Meridian's Air Operations Manager and Installation Commanding Officer. Within 10 days of the award date the awardee must return all completed CALP forms and any required supporting documentation to the Contracting Officer.
Offerees who base their proposed contract price on obtaining a CALP must verify prior to submitting an offer that their civilian aircraft, operator, insurance thresholds and any other qualification requirements satisfy the permit criteria expressed in 32 CFR 766. Any offeree who bases their proposed contract price on obtaining a CALP and whose permit request is denied despite meeting all mandatory permit criteria will be afforded an opportunity for administrative adjudication. Conversely, any offeree who bases their proposed contract price on obtaining a CALP whose permit request is denied because the entity failed to meet all mandatory permit criteria will not be afforded an opportunity for administrative adjudication."
Inquiry # 2: Are offerees allowed to employ individuals with active H-2B Nonimmigrant Visas for this project? If so, what is the approval timeline and approval process for such individuals?
Government Response to Inquiry #2: Yes. Individuals with an active H-2B Nonimmigrant Visa can request access to Naval Air Station Meridian, Mississippi but authorization to access the installation is contingent on the individual's ability to satisfy all security requirements. It is important to note that the routing and approval timeline is longer in duration for individuals possessing an H-2B status compared to individuals who are registered U.S. citizens. The Contracting Officer recommends that H-2B visa holders who wish to request installation access supply all necessary documentation at least two weeks prior to their scheduled date of arrival to accommodate potentially lengthier processing timelines. The Contracting Officers' recommendation must not be interpreted as a set maximum or minimum time constraint for processing installation access requests for H-2B visa holders. The length of time required for processing installation access requests can widely vary for citizens and non-citizens alike so offerees must pre-plan to ensure that sufficient time is allocated for this essential administrative process. In short, the Government cannot provide assurance as to the exact duration for processing access requests. Offerees who base their contract price on a two-week approval timeline and after award experience longer processing durations than anticipated will not be entitled to additional monetary compensation nor time extensions for work delays resulting from such situations.
Inquiry #3: What is the anticipated timeline of the award after bid submissions? What are the anticipated review timelines of APP/QCP submittals, as well as herbicide submittals?
Government Response to Inquiry #3: The due date for offers remains unchanged. All offers must be submitted by August 14th, 2025, at 5:00pm CST.
Any offer submitted after the aforementioned date will be excluded from consideration. Prior to services starting, the contractor must submit a written abbreviated accident prevention plan (APP), activity hazard analysis (AHA), and any applicable employee certifications or credentials that apply to

the type of work being performed. Only after the Contracting Officer returns written confirmation that the awardee's AHA and APP are approved can onsite work commence.
Inquiry #4: Given the likelihood of elevated temperatures during the specified application window (July 1 - October 1), is there any flexibility to propose an alternative chemical mixture, of equivalent efficacy, that may be better suited for high-temperature conditions, while still achieving the required 95% coverage rate?
Government Response to Inquiry #4: No herbicide chemical substitutions are allowed. Only the approved herbicide mixture referenced within the performance work statement is authorized for use in connection with contract opportunity N6945025Q1003. "The contractor will prepare the tracts for reforestation by applying 16 oz. Imazapyr 4, 128 oz. Glyphosate 4, 2 oz. Detail, 4 oz. SFM Extra, 32 oz. MSO and 15 gallons of water per acre."
Inquiry #5: Does the Government intend to purchase the loblolly and longleaf pine trees for the project?
Government Response to Inquiry #5: No. The awardee is responsible for purchasing and planting the loblolly and longleaf trees. Thus, an offeree's proposed price for item 0002 must include any costs associated with purchasing trees, transporting trees, planting the trees, and any other miscellaneous expenses that are considered essential for work completion.
Inquiry # 6: Will the Government consider holding a second pre-proposal site visit for interested offerors?
Government Response to Inquiry #6: Yes. A second pre-proposal site visit will be held on Friday, August 8th, 2025, at 10:00am CST. All participants must meet in the conference room of building 427 located on Allen Road Naval Air Station Meridian, Mississippi. Any individual interested in participating in the site visit must promptly notify the Contracting Officer by e-mail at lea.m.cook.civ@us.navy.mil. Any site visit participant who does not possess access to the installation must obtain a temporary day pass to access the installation. To obtain a temporary one-day pass an individual must present proper identification to the Pass and Tag Office in building 221 and complete SECNAV form 5512 which will be used to perform a federal background check to authenticate that an individual possesses the adequate security clearance for admittance onto the installation. It is recommended that all participants plan to arrive at the Pass and Tag Office no less than 30 minutes prior to the site visit start time to allow ample time for processing. The Government is not responsible for any participants who arrive onsite but are unable to obtain the security clearance required for admittance onto the installation.
