4.b Supporting Rationale:
This URGENT procurement action is in response to the world-wide exposure of the highly contagious virus known as Coronavirus (COVID) and the immediate actions that will be required for all Federal Agencies as this virus continues to reach out across the whole world and into the United States and our citizens. In an urgent and immediate need to continue supporting the IRS and avoid a break in service due to a national emergency, this is the support required to assist the Treasury/Internal Revenue Service (IRS) in immediately identifying and implementing the requirements of CARES2, the Families First Act (HR 6201), Economic Impact Payments (EIP II/III, Get My Payment, American Rescue Plan (if/when passed), COVID related Tax Relief Act of 2020 and filing season procedural guidance.
The IRS is seeking a sole source award under the Information Technology Enterprise Program Management Support Services Blanket Purchase Agreements (IT-EPMSS BPAs). Competing requirements with all nine BPA holders (BPA numbers are 2032H5-19-A-00010, 2032H5-19-A- 00019, 2032H5-19-A-00020, 2032H5-19-A-00021, 2032H5-19-A-00022, 2032H5-19-A-00023, 2032H5-19-A-00030, 2032H5-19-A-00031, and 2032H5-19-A-00032) is preferred, however, it is urgent that these services need to continue to avoid a break in service not later than 04/01/2020 and that the contractor selected is able to immediately begin working with no learning curve.
Deloitte has provided preliminary support for the implementation of the Families First Coronavirus Response Act under Task Order 2032H5-20-F-00271. This task order expired on November 30, 2020. Deloitte is currently providing support under Task Order 2032H5-21-F- 00043, Work Request #LH0005. This order will expire on March 26, 2021. It is the IRS’ urgent need that this work continue until completion. Due to Deloitte’s previous experience on these task orders, their familiarity with the implementation and support of new 2021 urgent COVID-19 legislation has put them in a unique position to provide support immediately with no interruption in service. This action supports mission critical requirements that have resulted from new, unforeseen legislative changes.
5. A determination by the ordering activity Contracting Officer that the order or BPA represents the best value consistent with FAR 8.404(d):
The Contracting Officer shall determine that the anticipated cost to the Government will be fair and reasonable. The IT-EPMSS BPAs were competitively awarded under GSA Schedule and the Government anticipates that the final price will reflect a discount from the Contractor’s federal supply schedule price list. Additionally, the proposed pricing will be reviewed to determine price reasonableness prior to award.
