About this file

This is an informational resource document from the State of Michigan's Department of Technology, Management and Budget (DTMB) detailing the Service Disabled Veteran Owned Business (SDVOB) Preference program applicable to state contracts, including the Rose Lake S.G.A. Facility Improvements project (751/24215). The document outlines that Michigan offers a 10% pricing preference to qualified service-disabled veteran-owned businesses bidding on state projects pursuant to Public Act 91 of 2005. To claim this preference, bidders must document their SDVOB status through submission of specific evidence including a DD214 or equivalent proving service and discharge conditions, proof of service-connected disability via DD214 or VA Rating Decision Letter, and legal documentation of business ownership. Alternatively, businesses may provide National Veterans Business Development Council (NVBDC) certification to satisfy eligibility verification requirements.

The state does not pre-certify SDVOB businesses and does not recognize federal certifications from the Center for Verification and Evaluation (CVE) database or the U.S. Small Business Administration's VetCert program. A qualified SDVOB is defined as a business entity with 51% or greater ownership by one or more veterans with a service-connected disability, where service-connected disability is defined per 38 USC 101(16) as a disability incurred or aggravated during active military, naval, or air service. Additional detailed information regarding the SDVOB Preference program is available through the SDVOB Preference Fact Sheet and the Michigan DTMB procurement website.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
