About this file

This Addendum No. 2, issued on July 27, 2026, by Kendra C. Thompson Architects (KTA) for the DNR Rose Lake Facility Upgrade Project in East Lansing, Michigan, clarifies and modifies the original bid documents through twelve Request for Information (RFI) responses and three substitution requests. The project, identified as File #751/24215.JLM and Job #22025001, involves facility improvements at 8903 E. Stoll Road. Key clarifications include confirmation that existing roofing will be demolished with new roofing installed; that owner-provided equipment such as safes, displays, appliances, and furniture are excluded from the bid scope; and detailed specifications for fluid-applied decorative resinous flooring with Sherwin-Williams' Decorative Mosaic Epoxy Coating System as the basis of design. The addendum provides comprehensive specifications for window selections (Andersen aluminum clad frames in Terratone and Dark Bronze with pine interior jambs), well water equipment relocation, sanitary plumbing demolition and abandonment, duct cleaning requirements prior to final completion, and specific piping requirements for LP gas and air compressor installations. Building signage design intent and corner guard installation locations are referenced in specification sections 10 14 01 and 10 26 01, respectively. The bid form requires only Bid Alternate No. 1, with bidders instructed to strike out non-applicable Alternates 2 and 3 on the Bid Summary. Regarding the septic system, elevations reflect the finish grade at approximately 864.5, with the system revised from pressurized to gravity-based design; the contractor is responsible for obtaining necessary permits from the Mid-Michigan District Health Department, with potential change directives issued for any required design adjustments.

The addendum denies Substitution Request #02 for Kommerling 76 window units, maintaining the requirement for aluminum clad wood window units consistent with previously completed DNR projects. Substitution Request #03 is accepted, allowing Overhead Door Corp Model #592 and Model #625 to replace the specified sectional and rolling doors, respectively, provided they meet or exceed all specified design intent requirements. The fluid-applied flooring specification (Section 09 67 00) establishes detailed substrate preparation requirements, including shot-blasting or grinding with dust containment, moisture-vapor emission testing per ASTM F 1869 (maximum 3 lb/1000 sq. ft. in 24 hours), and relative humidity testing per ASTM F 2170 (maximum 80 percent). The flooring system requires a manufacturer's authorized installer trained in the specific system, single-source procurement of primary materials, and pre-installation conference at the project site. The decorative mosaic epoxy system includes a primer coat (8-10 mils DFT), body coat with colored paint chip aggregates (10-12 mils DFT), clear grout coat (8-10 mils DFT), and finish coat of solvenated urethane (1.5-2 mils DFT), producing an overall system thickness of 26-34 mils. Yellow safety traffic striping (two 3-inch wide by 60-foot stripes at each overhead door) is required, with final placement coordinated between the contractor, design professional, and owner representative. Traffic is prohibited on the flooring for 48 hours after installation, with the area barricaded until fully cured.

PART 3 - EXECUTION
3.1 PREPARATION
A. Concrete Substrates: Provide sound concrete surfaces free of laitance, glaze, efflorescence, curing compounds, form-release agents, dust, dirt, grease, oil, and other contaminants incompatible with resinous flooring.
1. Roughen tile substrates as follows:
a. Shot-blast or grind surfaces with an apparatus that abrades the concrete surface, contains the dust within the apparatus.
b. Comply with ASTM C 811 requirements unless manufacturer's written instructions are more stringent.
2. Repair damaged and deteriorated concrete according to resinous flooring manufacturer's written instructions.
3. Verify that concrete substrates are dry and moisture-vapor emissions are within acceptable levels according to manufacturer's written instructions.
a. Perform anhydrous calcium chloride test, ASTM F 1869. Proceed with application of resinous flooring only after substrates have maximum moisture-vapor-emission rate of 3 lb of water/1000 sq. ft. of slab area in 24 hours.
b. Perform relative humidity test using in situ probes, ASTM F 2170. Proceed with installation only after substrates have a maximum 80 percent relative humidity level measurement.
c. Proceeding with Work is acceptance that conditions are acceptable and meet requirements of manufacturer’s installation specifications.

4. Alkalinity and Adhesion Testing: Verify that concrete substrates have pH within acceptable range. Perform tests recommended by manufacturer. Proceed with application only after substrates pass testing.

B. Resinous Materials: Mix components and prepare materials according to resinous flooring manufacturer's written instructions.
C. Use patching and fill material to fill holes and depressions in substrates according to manufacturer's written instructions.
D. Treat control joints and other nonmoving substrate cracks to prevent cracks from reflecting through resinous flooring according to manufacturer's written instructions.
3.2 APPLICATION
A. General: Apply components of resinous flooring system according to manufacturer's written instructions to produce a uniform, monolithic wearing surface of thickness indicated.
1. Coordinate application of components to provide optimum adhesion of resinous flooring system to substrate, and optimum intercoat adhesion.
2. Cure resinous flooring components according to manufacturer's written instructions. Prevent contamination during application and curing processes.
3. At substrate expansion and isolation joints, comply with resinous flooring manufacturer's written instructions.
B. Apply specialty primer over prepared substrate at manufacturer's recommended spreading rate.
C. Apply two coats patch and fill materials over tile to fill in grout lines. The material should be used only to fill in grout lines. Abrade second coat to remove any trowel lines.
D. Apply primer over prepared substrate at manufacturer's recommended spreading rate.
E. Apply grout coat, of type recommended by resinous flooring manufacturer, to fill voids in surface of final body coat and to produce wearing surface indicated.
F. Apply topcoats in number indicated for flooring system and at spreading rates recommended in writing by manufacturer.
G. Protect resinous flooring from damage and wear during the remainder of construction period.
3.3 FIELD QUALITY CONTROL
A. Record temperature of the following during application:
1. Air temperature.
2. Substrate temperature.
3. Relative humidity.
