About this file

This is an informational document from the State of Michigan Department of Technology, Management and Budget (DTMB) regarding Service-Disabled Veteran-Owned Business (SDVOB) preferences applicable to state contracts. The document outlines the state's commitment to supporting veterans with service-connected disabilities through a structured preference program in the bidding process. The SDVOB preference is claimed at the time of bid submission on State of Michigan contracts, with no pre-certification required from the state. To claim the preference, bidders must indicate SDVOB status in their bid response and provide supporting documentation including DD214 forms or equivalent proof of service and discharge conditions, proof of service-connected disability from the VA Rating Decision Letter or documentation at discharge, and proof of business ownership through legal documents. Alternatively, bidders may submit National Veterans Business Development Council (NVBDC) certification as verification of eligibility under specified conditions. The state does not accept federal CVE database or SBA VetCert certifications for this program.

The SDVOB preference provides a 10% pricing advantage to qualifying businesses under Public Act 91 of 2005. Eligibility requires that a business entity be 51% or more owned by one or more veterans with a service-connected disability, defined as a disability incurred or aggravated during active military, naval, or air service per 38 USC 101(16). This preference applies across all State of Michigan contracting opportunities and represents a specific program distinct from federal veteran certification databases, allowing Michigan to directly control and verify SDVOB status through submitted documentation or NVBDC certification.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
