About this file
This is a Performance Work Statement (PWS) for a one-time off-base 300-horsepower electric motor rebuild service contract for the Oklahoma City Air Logistics Complex (OC-ALC), prepared by OC-ALC/OBCA on April 20, 2026, with Service Code C26-104. The contractor must provide a complete motor rebuild for an Aerospace Service & Controls composite curing autoclave (Model No. EC 15X30) to restore it to full operational capacity for the 76th Commodities Maintenance Group (76 CMXG). The work is specified as an off-base repair service to be performed by a contractor located within a 130-mile radius of Tinker Air Force Base, Oklahoma.
The scope of work includes two primary service options: Electric Motor Reconditioning Services (full inspection, cleaning, testing, minor repair, and reassembly without full winding replacement) or Electric Motor Rewind Services (complete stator winding replacement with comprehensive reconditioning). The rewind services specifically require full stator rewind, Class H (180°C) or higher insulation system, Vacuum Pressure Impregnation (VPI) treatment with 100% solids epoxy resin (standard dip-and-bake is explicitly unacceptable), dynamic rotor balancing to G2.5 specification or better, new severe-duty sealed bearings, upgraded bearing isolators, and comprehensive final testing including insulation resistance, winding resistance, surge test, and no-load run test data. The contractor must be an EASA AR 100 Accredited Service Center and capable of legally rebuilding hazardous-duty motors. Within one business day of inspection completion, the contractor must submit a written Estimate Repair Report to the Government Property/Program Office Contact (GPOC) containing equipment identification, findings, recommendations, required parts with part numbers and costs, and estimated labor hours. Only the Contracting Officer (CO) can authorize repair actions; parts must be ordered within two business days of authorization and repair completed within five business days of parts receipt. Final service reports must be submitted within five business days of completion and include company name, service dates, contract and equipment identification, detailed service descriptions, labor cost breakdown, materials and parts used, technician and SME signatures, performance verification, and confirmation that only new parts and materials were used. The contractor must arrange return shipment via the fastest traceable method within five business days after repair completion to Tinker AFB, OC-ALC/OBC, Building 3001 Staff Drive, Tinker AFB, Oklahoma 73145-3052, with Free On Board (FOB) Destination terms. Standard work hours are Monday through Friday, 6:00 a.m. to 4:00 p.m., excluding federal holidays and base closures. The contractor must provide written certification that repaired equipment is cleaned and drained of all hazardous contaminants two business days prior to return, comply with all federal and state environmental regulations and Tinker AFB requirements including hazardous material management and Safety Data Sheet submissions within ten calendar days of award, maintain detailed spill reporting procedures, and ensure all contractor personnel complete OC-ALC Security and OPSEC briefings within five business days. The contract includes mandatory Over and Above (O&A) work provisions per DFARS 252.217-7028, corrective action reporting within two business days, quality assurance review by the GPOC and CO, and a Contract Manager designation requirement within ten business days of award.
