RFP Instructions W15P7T-23-R-0004 RFP Instructions Questions

Page # or Section ReferenceQuestionAnswer
1Page 21. Given that the RFP was released late Friday before the July 4th weekend, would the Government consider extending the proposal deadline to August 11, 2023 in order to give 8(a) firms time to provide the strongest proposal responses? The Government is not considering extending the proposal deadline at this time.
2RFP Due DateWill the Government extend the Proposal Submission Date to Tuesday, August 15? Due to the amount of information we are required to submit, the extra time will benefit Offerors and also align closer to the amount of time Offerors were ultimately provided the last time this opportunity was procured (40 days), as opposed to the current 31 days. The Government is not considering extending the proposal deadline at this time.
3Attachment 9, RFP Instructions, Page 20, Volume IV, SAM ReportStatement: Offerors shall submit a SAM report showing Active Exclusions for the prime contractor dated on the same date as proposal submission.
Question: Will the Government change the requirement and allow the SAM report to be dated within 10 days of the proposal submission date? This will be less of a burden on Offerors needing to Print this report and insert into the Volume IV document on day of Proposal submission. The Government will not change the requirement of the SAM report needing to be dated on the same date as the proposal submission.
4p. 4, section nWill the Government please state exactly what constitutes "identifiable information" to ensure offerors comply with the Government's expectations?Company name/logos and company owned systems and names of personnel/management.
5p. 11, (2) Section 2, factor 2Per the RFP requirements, Key Personnel résumés are to be included in the Volume 2 Technical. As part of the employment history, résumés usually include company names in the experience section to validate personnel experience. Will the Government please consider allowing the Key Personnel résumés to be provided in an Appendix to the Volume so they do not require redaction?Only Personnally Identifiable Information (PII) is required to be redacted in the Key Personnel resumes.
6Page 21 Paragraph 5 Certifications and RepresentationsSection G, Contract Administration Data is identified as a fill in to be provided by the Offeror. Section G pertains to Wide Area Workflow Payment Instructions. Will the Government please clarify what information is being requested from the offeror?Section G does not need to be filled out by offeror prior to award. Attachment 0009 RFP Instructions have been updated to remove this requirement.
7Page 2 Paragraph fThe RFP instructions requires Attachment 0011 to be dated on the same date as their proposal submission. Will the Government please consider allowing offerors to pull this information no later than 10 days prior to submission to allow them sufficient time for internal review and preparation of proposal documents? The Government will not change the requirement of the SAM report needing to be dated on the same date as the proposal submission.
8Page 7 IV Misc Submittals (SAM Report)The Vol IV SAM report is limited to one page. Based on the information provided within offeror's SAM profile, a one page report that includes the active exclusions portion is not possible. Will the Government please allow at least two pages? The Government will allow the SAM report to be no more than 2 pages. Attachment 0009 RFP Instructions has been updated to reflect this change.
9Page 7-8 and page 21Volume IV page 7-8 identifies System for Award Management (SAM) Report Attachment 0011, OCI Declaration/Mitigation Plan, Small Business Certification (Attachment 0013), Property Management Plan, Representations and Certifications to be provided. On page 21 (5) it also includes Section A Standard Form 33, Section G, and Section K to be included. Will the Government please confirm the SF 33 and Section G need to be included, as well as what certifications need to be provided for Section G?Section A Standard Form 33 and Section G does not need to be filled out by offeror prior to award. Offerors are still required to fill out the certifications and representations in Section K of the solicitation document. Attachment 0009 RFP Instructions have been updated to remove this requirement.
10N/ADraft RFP identified Attachment 0011 as the SBPP template. Governments response to the QA stated the SBAA was required, however the SBPP template was not provided with the final RFP document as Attachment 0011 (Attch 11 is now SAM). If the SBPP template is required, can the Government provide the required document and verify where in Volume IV it needs to be providedSmall Business Participation Plan identified in Draft RFP no longer applies to this solicitation.
Page 18 - #3The Government indicates that offerors shall support proposed indirect rates by providing doucmentation using one(1) of the following (a, b, c, d, e, or f).

However, the list below this paragraph only contains a - e.

Is (f) missing, or was that an error?Attachment 0009 RFP Instructions corrected to show (f). Please see under the table on Page 19.
Page 20 - last paragraph before (iv)The instructions state:

The contractor shall be responsible for all costs related to making the property available for use, such as payment of all transportation, installation, or rehabilitation costs. This also includes costs associated with contract closeout of Government property (through disposition).

This seems to be out of place - to what does 'the property' refer to?"The property" refers Government Furnished Property/Government Furnished Equipment (GFP/GFE). Attachment 0009 RFP Instructions has been updated to clarify this.

B08_Attachment 0001_SEPM IDIQ PWS 23 June 2023.pdf, Para 3.2 Key Personnel

B08_Attachment 0006_SEPM LCAT Descriptions and LOE.pdf, LCAT Descriptions TabThe key personnel position titles and requirements are inconsistent across the IDIQ PWS, Section L, and LCAT/LOE workbook. Could the Government please confirm that Offerors should use the key personnel position titles and requirements listed in the IDIQ PWS, Section 3.2 Key Personnel descriptions?Yes, the Key Personnel descriptions in the IDIQ PWS, Section 3.2 Key Personnel should be used.
Para L.A.2.b(iii)1.b.Could the Government please confirm that only cost-reimbursement type subcontractors need to submit a "xxxxCOSTNARRxxxx.docx (or .pdf)".Only CPFF subcontractors need to provide the same level of detail as the Offeror directly to the Government.

M.D.2. bullet #4

Page 9 of 29, L.A.2.b(i)(1) The RFP evaluation criteria currently includes the following bullet regarding the focus on the offeror’s Technical Volume I: Factor 1:

“- Understanding of processes believed to be integral in supporting configuration changes to enable command, control, and communications (C3) functionality between IBCT and the additional battalion equipped with their organic system.”

This evaluation criteria does not map to the 30 June Attachment 0009, Proposal Content requirement in Paragraph L.A.2.b(i)(1) and specifically the background and basis of demonstration of knowledge which states the following:

“Offerors shall describe their understanding and usage of systems of systems as it pertains to the Army’s Tactical Network. For your response, address any subsystems believed to be required to support interoperability for warfighting functions.

Background and basis for demonstration of knowledge: In Capability Set 21, the Integrated Tactical Network (ITN) was expanded to increase Situational Awareness (SA) for Battalion and below, particularly for dismounted soldiers. One of the key attributes of this change was to introduce a lower data classification level, Secure But Unclassified (SBU), for lower echelon Army units. For addressing the different technical aspects of this use case, assume the unit type is an Infantry Brigade Combat Team (IBCT).”

Since there is no longer an “additional battalion equipped with their organic system,” we recommend that this evaluation criteria be removed from the RFP instructions. This evaluation criteria in question has been removed from Attachment 0009 RFP Instructions.
Para L.A.2.b(iii)(b)Per the RFP Cost information instructions, the Government states that “Offeror shall ensure any proposed cost-reimbursement subcontractors provide whatever information is necessary to help the Government understand why the proposed subcontractor costs are realistic in the subcontractor’s xxxxCOSTNARRxxxx.docx (or .pdf).”

Could the Government please clarify that all subcontractors are NOT required to submit a cost narrative nor an Attachment 0005 cost price template, if they are non-cost reimbursement subcontractors (Time and materials or Labor hour type)?

If that assumption is correct, please confirm the Letters of Intent (LOIs) from the subcontractors will also not be needed to support the subcontractor’s rates.

Per the RFP, only CPFF Subcontractors need to Provide a Cost Narrative and the Pricing sheet with all required supporting documentation the same as the Offeror. T&M and Labor Hour subcontractors do not need to provide the detail directly to the government. The Offeror is required to do a Price Analysis of all subcontractors and provide that analysis with their proposal.
Page 17 of 29, L.A.2.b(iii)1. 4th paragraphOn page 17 of the RFP instructions it states: “For labor rate pricing, the offeror shall provide supporting cost information as described below within the pricing template guidelines or, where necessary, as an attachment to their cost/price proposal volume.”

Will the Government confirm whether the “Supporting Cost Information” can be submitted as an appendix in the Word/PDF price narrative or does not need to be submitted as a separate attachment file? The Government confirms that the Offeror can submit supporting cost information in the Cost Narrative as an appendix.
