The form establishes requirements for handling controlled security documentation related to the contract opportunity and must be executed by authorized representatives of bidding companies. The solicitation seeks custom evidence bags in multiple configurations—including Poly/Poly material bags, Poly/Paper material bags, standard LDPE rifle bags, and generic clear bag options—all with self-seal adhesive tape and specified seal strength, thickness, and integrity requirements. Physical samples of each bag type must accompany sealed offers and will be tested by the City for compliance. The Pre-Offer Conference is scheduled for February 19, 2026, at 10:00 a.m. (non-mandatory), with written inquiries due by February 20, 2026, at 3:00 p.m., and sealed offers with physical samples due by March 3, 2026, at 3:00 p.m. The contract has an initial five-year term commencing on or about May 1, 2026, with five optional one-year renewal periods.
Pricing must be submitted on a firm and fixed per-unit basis for the initial one-year period, with subsequent year increases requiring 60 days' written notice and supporting documentation subject to City approval. Offerors must have been in operation for a minimum of five years providing similar goods or services. The contract incorporates Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements under 49 CFR Part 26, applicable to Federal Transit Administration-assisted projects. Award will be made to the lowest responsive and responsible offeror whose offer conforms to all material requirements. Upon award notification, offerors must submit certificates of insurance within 14 calendar days, including Commercial General Liability ($2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation coverage. Delivery is required to 100 East Elwood Street, Phoenix, Arizona 85040, on an as-needed basis during business hours (8:00 a.m. to 3:00 p.m., Monday through Friday, excluding City holidays), with payment made within 30 to 45 calendar days of invoice receipt. The solicitation documents do not specify budget allocations, anticipated purchase quantities, or award value ranges.
