About this file
This addendum document modifies the solicitation terms for the City of Phoenix's Invitation for Bid (IFB-26-0116) for evidence bags to be supplied to the Phoenix Police Department. The primary modification extends the offer due date to October 18, 2022, at 2:00 p.m. The solicitation requests sealed bids for custom evidence bags in multiple configurations, including Poly/Poly material bags, Poly/Paper material bags, standard LDPE rifle bags, and generic clear bag options, all featuring self-seal adhesive tape and meeting specific seal strength, thickness, and integrity requirements. A Pre-Offer Conference is scheduled for February 19, 2026, at 10:00 a.m. (non-mandatory), with written inquiries due by February 20, 2026, at 3:00 p.m., and sealed offers with physical samples required by March 3, 2026, at 3:00 p.m. The contract provides a five-year initial term commencing on or about May 1, 2026, with five optional one-year renewal periods. Physical samples of each bag type must accompany all sealed offers and will be tested by the City for thickness compliance, seal integrity, and seam strength.
Pricing must be submitted on a per-unit basis by line item as firm and fixed for the initial one-year period, with subsequent year price increases requiring 60 days' written notice and supporting documentation subject to City approval. Offerors must have been in operation for a minimum of five years providing similar goods or services. Delivery is required to 100 East Elwood Street, Phoenix, Arizona 85040, on an as-needed basis during business hours (8:00 a.m. to 3:00 p.m., Monday through Friday, excluding City holidays), with payment due within 30 to 45 calendar days of invoice receipt. Award will be made to the lowest responsive and responsible offeror whose offer conforms to all material requirements. The solicitation incorporates Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan compliance requirements under 49 CFR Part 26 for Federal Transit Administration-assisted projects. Upon award notification, offerors must submit certificates of insurance within 14 calendar days, including Commercial General Liability ($2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation coverage, along with a Sensitive Security Information Acknowledgement Form acknowledging compliance with 49 C.F.R. Parts 15 and 1520.
