The solicitation seeks sealed offers for custom evidence bags in multiple configurations—including Poly/Poly material bags, Poly/Paper material bags, standard LDPE rifle bags, and generic clear bags—all featuring self-seal adhesive tape and meeting specified seal strength, thickness, and integrity requirements. The initial contract term extends five years commencing on or about May 1, 2026, with five optional one-year renewal periods. A non-mandatory Pre-Offer Conference is scheduled for February 19, 2026, at 10:00 a.m., with written inquiries due by February 20, 2026, at 3:00 p.m. Sealed offers accompanied by physical samples of each bag type must be received by March 3, 2026, at 3:00 p.m. Award will be made to the lowest responsive and responsible offeror, with delivery required to 100 East Elwood Street, Phoenix, Arizona 85040, on an as-needed basis during business hours.
All pricing must be submitted on a per-unit basis by line item as firm and fixed for the initial one-year period, with subsequent year price increases requiring 60 days' written notice and supporting documentation subject to City approval. Offerors must demonstrate a minimum five-year operating history providing similar goods or services. Upon award notification, contractors must submit certificates of insurance within 14 calendar days, including Commercial General Liability ($2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation coverage. The solicitation incorporates Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements under 49 CFR Part 26 for Federal Transit Administration-assisted projects. Additional compliance obligations include federal civil rights requirements, nondiscrimination provisions, E-Verify employee eligibility verification, prompt payment to subcontractors within seven days, and heat safety plans for outdoor workers. Authorized bidder representatives must execute the Sensitive Security Information Acknowledgement Form acknowledging compliance with 49 C.F.R. Parts 15 and 1520 regarding controlled security documentation. Payment is made within 30 to 45 calendar days of invoice receipt.
