Summary

This is a Sensitive Security Information Acknowledgement Form prepared by the City of Phoenix Aviation Department for the State Fair Towing Services contract opportunity. The form establishes compliance requirements for contractors and authorized representatives who receive documents containing Sensitive Security Information controlled under 49 C.F.R. Parts 15 and 1520. The City of Phoenix Finance Department's Central Procurement Division is soliciting sealed offers for towing and vehicle storage services to support the Arizona State Fair, including removal of illegally parked vehicles at the request of the Phoenix Police Department. Services will be provided on an as-needed basis with historical annual tow volumes ranging from 80 to 704 vehicles. A non-mandatory pre-offer conference is scheduled for April 17, 2026, with a written inquiry deadline of April 22, 2026, and sealed offer due date of April 29, 2026, at 2:00 p.m. The resulting contract will be awarded to the lowest responsive and responsible offeror on a firm and fixed basis for an initial one-year period, with a total contract term of five years commencing July 1, 2026, and no extension options available.

Qualified contractors must demonstrate a minimum of five years' experience in towing services, maintain proper Arizona Department of Transportation permits and insurance, and operate a vehicle storage facility with a minimum one-acre capacity located within 15 miles of the State Fair. Pricing will be determined competitively through sealed bid submission of hourly rates for truck standby, service fees (minimum five trucks required), supervisor charges, and customer charges for various services. Contractors must comply with Disadvantaged Business Enterprise requirements under 49 C.F.R. Part 26, including prompt payment to subcontractors within seven days of payment receipt. All contractors must maintain comprehensive commercial general liability, automobile liability, and workers' compensation insurance with the City named as additional insured, and submit certificates of insurance within 14 calendar days of award notification. The contract includes liquidated damages of $100 per calendar day for service failures and requires compliance with federal civil rights regulations, the Immigration Reform and Control Act of 1986, E-Verify verification, and heat-related illness prevention requirements.
