About this file

This is a Seller Standard Operating Procedure (SOP) Checklist document issued by the City of Philadelphia Procurement Department for vendors participating in small purchase procurements through the PHLContracts platform. The document outlines the step-by-step process for sellers to submit quotes for the Envisionware X25 Kiosks with SideCars procurement opportunity. The checklist requires vendors to complete multiple tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections before submitting their quotes. Vendors must select their appropriate role (Seller, not Seller Admin), confirm Local Business Entity (LBE) certification status if applicable, enter unit costs for all listed items, answer mandatory questions, download and accept terms and conditions, and attach all required documentation. The small purchase award will be made to the lowest responsive and responsible bidder, with the option to award the contract as a whole or by line item in the City's best interest.

All vendors submitting quotes must provide a completed Consent & Authorization form on file in their vendor profile, with this documentation being mandatory for quote consideration. The checklist also references an optional LGBTQ Applicant Opportunity Data Form and allows for submission of any additional documents related to the quote. Vendors are instructed not to deliver products or provide services until receiving formal notification from the City department. The process requires vendors to review red validation warnings at multiple stages, click "Save & Continue" on every tab to ensure proper submission, and conduct a final review of their complete quote on the Summary tab before final submission through www.PHLContracts.phila.gov.
