About this file

This is a sole source memorandum from the Free Library of Philadelphia's Information Technology Department documenting the justification for a non-competitive procurement of EnvisionWare mobile printing hardware and software. The memorandum, dated April 24, 2026, is addressed to FLP Procurement and identifies EnvisionWare as the sole source provider for mobile printing services that will allow library patrons to print from mobile devices including cell phones and tablets. The procurement supports the Library's existing EnvisionWare infrastructure, which currently manages the computer reservation system and public printing services. No specific quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms are detailed in the memorandum.

The memorandum emphasizes that EnvisionWare is an established resource for several of the Library's key technologies and cannot be substituted with other products or providers at this time, thereby justifying the sole source acquisition method. No pricing information, set-asides, incumbent details, funding requirements, or other financial terms are specified in the document. The IT Director, Christopher Oeste, provided contact information for questions regarding the justification for this non-competitive procurement.

Memorandum:

To: FLP Procurement From: Chris Oeste, IT Director Date: 4/24/2026 RE: EnvisionWare Mobile printing

EnvisionWare hardware and software provide several mission critical functions for the Free Library of Philadelphia. Their software manages our computer reservation system and public printing services.

To further enhance our public printing services, we have decided to add Envisionware mobile printing, which will allow patrons to print easily from their mobile devices i.e.: cell phones, tablets etc.

We confirm EnvisionWare is the developer and sole source provider of maintenance and support for this hardware and software. They are an established resource for several of the Library’s Key Technologies and cannot be substituted with other products or providers at this time.
