About this file

This is a Seller Standard Operating Procedure (SOP) Checklist document issued by the City of Philadelphia Procurement Department for vendors submitting quotes on small purchases through the PHLContracts platform. The specific contract opportunity referenced is for Dumor Replacement Cast Iron Bench Supports, a micro purchase to be awarded in Pennsylvania to the lowest responsive and responsible bidder. The bid may be awarded as a whole or by line item, whichever serves the City's best interests. Sellers must quote all items to be eligible for award and are instructed not to deliver or provide services until notification from the department. This procurement will be structured as a "Requirements" contract.

The checklist outlines a 13-step submission process that vendors must follow to submit compliant quotes. Key procedural requirements include confirming seller role status, answering mandatory questions regarding Local Business Entity (LBE) certification status (though LBE program does not apply to small purchases), entering unit costs for each listed item, accepting terms and conditions, and submitting a completed Consent & Authorization form. Vendors must also address all validation warnings before submission. Optional documentation includes the LGBTQ Applicant Opportunity Data Form. All quotes must be submitted through www.PHLContracts.phila.gov, and vendors are required to review their complete submissions on the Summary Tab before final submission to ensure all red validation warnings have been resolved.
