About this file
This document is a Seller Standard Operating Procedure (SOP) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes on small purchase opportunities. The document outlines a structured submission process across multiple tabs within the PHLContracts system, requiring vendors to confirm their seller role, answer questions regarding Local Business Entity (LBE) certification status, enter unit costs for listed items, respond to mandatory questions, review and accept terms and conditions, and submit required attachments. No specific project overview, item quantities, response dates, or contract terms are detailed in this procedural document, as it serves as an instructional guide rather than a specific solicitation.
The checklist emphasizes mandatory requirements for quote submission, including the execution and filing of a Consent & Authorization form, which must be on file in the vendor profile prior to quote consideration. Vendors are encouraged to submit an optional LGBTQ Applicant Opportunity Data Form and any supporting documentation related to their quote. The document requires vendors to address validation warnings and confirm submission through the PHLContracts portal at www.PHLContracts.phila.gov. While the LBE Program does not apply to small purchases, the certification question must be answered to proceed. This document contains no pricing information, funding amounts, set-asides, or award dates, as it functions as a procedural reference tool for vendors navigating the City of Philadelphia's electronic bidding system.
